
Leaders hail work of visionary scientist M.S. Swaminathan
Speaking at the launch of The Man Who Fed India, a biography of Dr. Swaminathan by the Singapore-based author Priyambada Jayakumar, Mr. Gandhi said three English words known by all farmers in the country was 'Swaminathan Farmer Commission'.
Mr. Gandhi said Dr. Swaminathan had been part of the group of scientists around the world who stood for humanity and nuclear disarmament. 'Swaminathan's works for agriculture has given India's farmers a life,' Mr. Gandhi said.
In a panel discussion that followed the book release, Shashi Tharoor, MP, said Dr. Swaminathan worked at a time when the memories of Bengal famine were haunting the country.
'International contacts'
Former Planning Board Deputy Chairman Montek Singh Ahluwalia said Dr. Swaminathan revolutionised the country's agriculture through his international contacts.
DMK leader Kanimozhi said Dr. Swaminathan's works for empowering women and ensuring ecologically friendly agriculture practices were not discussed the way it deserved.

Rahul Gandhi flags over 1 lakh voter ‘discrepancies' in Karnataka, alleges EC colluding with BJP
Congress leader Rahul Gandhi on Thursday accused the Election Commission of colluding with the Bharatiya Janata Party during the 2024 Lok Sabha polls. He alleged that in Karnataka's Mahadevepura Assembly constituency alone, there were discrepancies in 1,00,250 names in the electoral roll. Gandhi alleged that out of these, there were 11,965 duplicate voters, 40,009 voters with fake or invalid addresses, 10,454 'bulk voters' registered in a single address, 4,132 voters with invalid photographs and 33,692 voters in whose cases there had allegedly been misuse of Form 6. The Election Commission's Form 6 is an application document for registering new voters. Mahaedevapura is part of the Bengaluru Central Lok Sabha constituency, which the BJP's PC Mohan won last year. Gandhi alleged that the Election Commission deliberately does not give political parties electronic data on voter lists as it does not want them to scrutinise the document carefully. He claimed that it took the Congress six months to identify discrepancies in the voter list of just the Mahadevapura Assembly segment. 'If the Election Commission had given us electronic data, it would have taken only 30 seconds,' he remarked. The leader of Opposition in the Lok Sabha said that the papers also do not support optical character recognition, which would have allowed for data to be extracted by scanning them. However, the Chief Electoral Officer of Karnataka asked Gandhi to send the names of electors who had been allegedly wrongly included or excluded 'so that necessary proceedings can be initiated', PTI reported. The chief electoral officer also asked Gandhi to sign an oath for each such name, adding that making false declarations was punishable under the Representation of Peoples Act and the Bharatiya Nyaya Sanhita. The BJP-led alliance had defeated the Maha Vikas Aghadi coalition, which includes the Congress, in the polls. Tamil Nadu's DMK Battles Governor RN Ravi Over Assent For Bills, Again
Chennai: In a fresh flashpoint between the Tamil Nadu government and Governor RN Ravi, the Governor has reserved the Kalaignar Centenary University Bill for the consideration of the President of India, Raj Bhavan sources confirmed. The Bill, which was passed by the Tamil Nadu Assembly in April, proposes the establishment of the university and seeks to designate the Chief Minister as its Chancellor, departing from the current norm where the Governor holds the post. The move has triggered sharp criticism from the ruling DMK, which has accused Governor Ravi of committing contempt of court by not adhering to the recent Supreme Court directive that Governors must act on Bills within a strict timeline, i.e., within a month, in the case of referring them to the President or otherwise within a maximum of three months. Rajya Sabha MP and counsel for the Tamil Nadu government, P Wilson, told NDTV, "By going into the validity of the Bill, the Governor has committed contempt of the Supreme Court. He has no role to decide. He is also duty-bound to act on the aid and advice of the Council of Ministers, which he has clearly overlooked." This latest standoff comes in the backdrop of the Supreme Court's recent intervention, where it ruled that ten Bills passed by the Tamil Nadu Assembly and referred to the President -despite being passed twice-were deemed to have received assent. The court had invoked its extraordinary constitutional powers to ensure legislative efficacy in the state. However, the Madras High Court subsequently stayed nine of those, especially those that dealt with stripping the Governor of powers to appoint Vice-Chancellors in state universities, adding a new legal layer to the ongoing tussle. While the DMK hoped to start admissions under the new university in the current academic year, the Governor's move is seen as a major setback, potentially delaying opportunities for students. The ruling party has also slammed what it sees as the Centre's silence, alleging that Governors in Opposition-ruled states are repeatedly defying Supreme Court rulings and undermining elected governments by misusing their constitutional immunity. This confrontation highlights the growing constitutional tensions between state governments and Governors, especially in states ruled by non-BJP parties, raising critical questions about federalism, legislative autonomy, and institutional checks and balances in India's democracy despite the Supreme Court's significant ruling.

Land pooling policy put on hold till next hearing on Aug 7: Punjab AG submits in HC
CHANDIGARH : The Punjab advocate general on Wednesday submitted in the Punjab and Haryana High Court that the land pooling policy would be kept on hold and no further steps would be taken till the next hearing on Thursday. The submission came on a petition filed by Gurdeep Singh Gill, who challenged the Punjab government's land pooling scheme. The court has fixed Thursday (August 7) as the next date of hearing. As the matter came up for hearing on Wednesday, the court asked the Punjab government whether there was any provision in the policy for rehabilitation of the landless labourers for their sustenance. The state has also been directed to inform the court whether a social impact assessment was carried out before notifying the land pooling policy. "He (the AG) shall also inform this court if an environmental impact assessment had been carried out before notifying the policy," a division bench of Justices Anupinder Singh Grewal and Deepak Manchanda said. The court said it has been directed by the Supreme Court in the case of 'Resident's Welfare Association and another vs Union Territory of Chandigarh (2023)' that before permitting urban development, an environmental impact assessment study should be conducted. "Learned advocate general, Punjab, shall also inform this court as to whether there is any provision in the policy for rehabilitation of the landless labourers and others, who do not own any land but are dependent on land for their sustenance," the bench said. "He submits that the policy would be kept on hold and no further steps would be taken till the next date of hearing," it said. Gill, the Ludhiana-based petitioner, had sought directions to quash the state government notification dated June 24 along with the land pooling policy 2025 for being ultra vires and an act of "colourable legislation", violating fundamental rights. The petitioner submitted that the policy is purported to be under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, but there is no such provision which empowers the state to frame such a policy as the provisions of the Punjab Regional and Town Planning and Development Act, 1995, is the only Act under which this policy could be framed. "No such social impact assessment report was either prepared or published, as per the provisions of law. Moreover, none of the gram panchayats or gram sabhas were approached or consulted by the respondents before bringing the land pooling policy, which is a clear disregard of the provisions mandated under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013," the petition said. "Since there is no such provision of law under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, to frame the land pooling policy, therefore, there lies no mechanism or forum to challenge such policy and the petitioner is left with no remedy to redress his grievance," it said. The AAP government has been facing flak from the opposition parties and various farmer bodies, which have dubbed its land pooling policy a "looting" scheme to "rob" the farmers of their fertile land. AAP has hit out at the opposition parties for spreading "misleading propaganda" against the state government's policy, with party leaders describing it as "farmers-friendly". The Punjab Cabinet in June gave its nod to the land pooling policy and asserted that not a single yard will be forcibly acquired from the land owners. Under the land pooling policy, an owner will be given 1,000 square yard of residential plot and 200 square yard of commercial plot in fully developed land in lieu of one acre of land, the state government had said.
