Office development pipeline in Dubai grows to 138 million sqft
Office leasing requirements in Abu Dhabi up 110% year-on-year in H1 2025
Dubai, UAE: A wave of new office developments is on the horizon in Dubai and Abu Dhabi amid surging demand and record occupancy levels. In Dubai alone, 83 office sales valued at more than AED 10 million were completed in the first half of 2025, a 207% uplift on the 27 deals seen in H1 2024, according to the Dubai Office Market Review from global property consultancy Knight Frank.
Downtown continues to dominate Dubai's office sales market, with average prices climbing to more than AED 5,000 psf in H1 2025, significantly outpacing all other submarkets. Business Bay, which has delivered 21.2% growth since 2020, held its position as the second most expensive submarket, with average prices topping AED 2,000 psf for the first time in H1.
Off-plan sales – a key indicator of a healthy market – have also been increasing. Largely concentrated in Business Bay, which is set to deliver more than 1.3 million sqft of office spaces through this model, the surge reflects the strength of investor confidence in purchasing office assets in the city's prime financial hub.
In the leasing market, at an average of AED 400 psf for fitted offices, DIFC remains Dubai's most expensive office location. However, robust rental growth has also been recorded in other established submarkets, including The Greens (AED 260 psf), Dubai Design District (AED 280 psf) and Business Bay (AED 251 psf).
The business services sector continues to be the main driver of office requirements across Dubai, accounting for 38% of total demand in H1 2025, followed by the tech sector (31%), real estate (12%) and banking and finance (10%).
Faisal Durrani, Partner – Head of Research, MENA, said: 'Confidence in Dubai as a global business hub remains exceptionally strong. Indeed, this is reflected in record low vacancy rates for Grade A stock across the city, which stands in sharp contrast to many other global gateway cities. The technology and trading systems sector has emerged as major driver of demand, while sustained activity from financial, real estate and business consulting firms underscores the city's appeal to a diverse range of global occupiers. Developers are moving quickly to capitalise on current demand, with a further 25.2 million square feet expected by 2030, when we forecast the total office stock in the city to approach 148 million square feet.
'The confidence in the office sector is further evidenced by the boom in high-value transactions, with the number of office sales over AED 10 million setting a record of 83 sales in H1 2025.'
In another indicator of rising demand, DIFC reported its busiest H1 period on record for new company registrations since it opened in September 2004. A total of 1,081 new registrations between January and June has increased the total number of companies active in the centre to 7,700.
Notably, there has been an increase in insurance firms setting up offices in DIFC and it is now home to 135 insurance-related businesses. The number of banking and capital markets businesses operating in DIFC rose to 289 at the end of H1 2025, while the number of wealth and asset management firms climbed to 440 over the same period, representing year-on-year increases of 17% and 18.9%, respectively.

With existing grade-A space effectively full, large corporations are leveraging the new development pipeline to consolidate their regional operations into more efficient and higher-quality headquarters. Strong demand from single occupiers for entire floors or buildings within the upcoming supply in hubs like DIFC and Business Bay points to this strategic move, as global HQs seek modern buildings that align with corporate mandates.'
DUBAI OFFICE SUPPLY TO DOUBLE
Office supply in Dubai is set to grow by 15.8 million square feet, with Knight Frank forecasting the total gross leasable area in the emirate will reach 137.8 million sqft by 2030.
This development pipeline is heavily concentrated in DIFC, which is forecast to add more than 7 million sqft of build-to-rent office space between 2025 and 2030. Business Bay is also a key growth area, with build-to-sell schemes forming a core part of its future supply, highlighting strong investor confidence in this submarket.
Wynne said: 'In response to near-total occupancy in prime buildings, a significant wave of new supply is on the horizon. We are tracking more than 8 million sqft of new office space due to be delivered by 2028, with much of this space being sold off-plan before completion, a notable change from historic trends.'
ABU DHABI'S RISING REQUIREMENTS
Knight Frank's Abu Dhabi Office Market Review for H1 2025 recorded more than 5 million sqft of office requirements in the first half of the year, representing a 110% increase on H1 2024. As in Dubai, the business services sector is the largest demand driver, accounting for 32% of the total, followed by government entities at 9%.
Durrani said: 'New rental contracts in Abu Dhabi have been a primary driver of market activity this year, with transaction volumes experiencing a significant peak in January, signalling fresh demand and business expansion in the UAE capital. Mirroring Dubai, with occupancy levels at record highs across grade-A stock, limited availability is driving up rents for best-in-class space'.
Musaffah recorded the most significant quarter-on-quarter rental growth in Q2 2025 (73%), followed by Al Bateen (68%) and Al Hisn (19%). This was balanced by more established districts such as Al Danah (-2%) and Al Nahyan (-7%) experiencing minor rental corrections in Q2, driven in part by a higher concentration of older secondary stock.
James Hodgetts, Partner – Occupier Strategy & Solutions, MEA, said: 'There is good news on the horizon, with a strong pipeline of high-quality developments poised to be welcome additions to the Abu Dhabi office market. This new supply is likely to help ease current constraints, offering occupiers greater choice and setting new benchmarks for quality, sustainability and design.'
Imminent completions include Aldar's HB Tower in Yas Island (238,647 square feet) and the Saas Business Tower on Al Reem Island (129,210 square feet). Both developments offer the flagship, grade-A space that will appeal to international and domestic corporate occupiers.
Shehzad Jamal, Partner – Strategy and Consultancy, MENA, said: 'Demand is expected to remain robust and will likely continue to outpace the delivery of new premium supply for the remainder of the year, fuelling further rental growth in the prime segment across Dubai and Abu Dhabi. Pre-leasing activity for the landmark projects scheduled for 2026-2028 will be a key indicator of market sentiment. We expect the performance gap between grade-A, well-located assets and older, secondary stock to widen further as the flight-to-quality trend intensifies in the short-term.'

Al Ansari Financial Services, the largest non-banking financial institution and services provider in the GCC, has reported record results for the first half of 2025, with operating income rising 13 per cent year-on-year to Dh638 million. The growth was driven by the consolidation of the recently acquired BFC Group results from the second quarter and strong performance across most business lines, underscoring the group's market leadership and resilience despite geopolitical headwinds, the group said in a statement. Ebitda climbed 11 per cent to Dh287 million, maintaining a 45 per cent margin. Net profit after tax increased 3 per cent to Dh212 million, reflecting higher operating income offset by finance costs related to the shareholder loan for the BFC acquisition. Transaction volumes rose 10 per cent to 28 million, with outward remittance values up 12 per cent and banknotes transactions surging 105 per cent. Wage Protection System salary disbursals grew 25 per cent, while digital channels recorded a 30 per cent rise in transaction numbers, accounting for 23 per cent of total outward remittances. The group continued its expansion strategy, increasing its physical branch network to 439, including 274 Al Ansari Exchange branches in the UAE, 15 net new openings since H1 2024, and 165 branches added through the BFC acquisition across Bahrain, Kuwait, and India. The acquisition of Al Ansari Exchange in Kuwait is expected to be completed by the end of the third quarter, subject to regulatory approvals, while the launch of the Al Ansari Digital Wallet is set for Q3 2025. CEO Rashed A. Al Ansari said the strong results build on the positive momentum of the first quarter, highlighting the integration of BFC as a milestone in the group's growth strategy. 'Despite ongoing geopolitical challenges and fierce competition, we achieved solid growth across our business segments through disciplined execution and a focus on customer experience.' Al Ansari said the results reflect the strength of our business model, the trust of our customers, and our commitment to delivering accessible, technology-driven financial solutions. He added that the rise in digital transactions underscores the group's innovation drive, while early adoption of AI in its systems has delivered results beyond expectations. Deputy CEO Mohammad Bitar said the period was defined by robust operational execution and preparation for future growth. 'The consolidation of BFC marks a crucial step forward, expanding our geographic reach and enhancing our ability to serve a larger customer base with greater scale. We are also on the verge of launching our much-anticipated digital wallet, designed to make managing money more convenient and secure than ever before,' he said. Egyptian private real estate developer Town Writers is accelerating construction across its portfolio in the New Administrative Capital (NAC) and New Cairo, designating 2025 as the 'Year of Construction.' Founder and Chairman Omar El Saadawy told Zawya Projects that they are working 'around the clock' to deliver on their commitments. He said Town Writers has allocated 600 million Egyptian pounds ($12.4 million) for construction this year and plans to inject an additional EGP 1.2 billion ($25 million) in 2026 to maintain delivery timelines and meet technical specifications. The company, among the early investors in the NAC, has delivered premium commercial projects such as Downtown Mall I and II, and is developing several other schemes including Revolve in New Cairo, and 88HUB, Central Point, and Strip Malls in the NAC. Salik posts 41.5% profit surge, declares full payout dividend

Salik Company, Dubai's exclusive toll gate operator, has reported a record performance in the first half of 2025, with net profit after taxes rising 41.5 per cent year-on-year to Dh770.9 million. In a move reflecting confidence in its strong financial position, the board has proposed a cash dividend of the same amount, equivalent to 10.278 fils per share and representing 100 per cent of H1 profit. The company said in statement that total revenue for the period surged 39.5 per cent to Dh1.53 billion, supported by a 45.6 per cent year-on-year increase in the second quarter. Ebitda reached Dh1.07 billion in H1, up 44.2 per cent from a year earlier, with margins improving to 69.7 per cent. This performance was driven by the addition of two new toll gates in November 2024 and the first full quarter of variable pricing, introduced at the end of January 2025, alongside Dubai's strong economic momentum. Salik's tolling business remained the primary growth engine, with total chargeable trips in H1 reaching 318.4 million, including 160.4 million in the second quarter — a 1.6 per cent increase from Q1 despite seasonal factors. Toll usage fee revenue rose 42.3 per cent to Dh1.36 billion in the first half, benefiting from the variable pricing structure and expanded network. Fines contributed Dh134.3 million, up 15.7 per cent, while tag activation fees increased 16.2 per cent to Dh22.9 million. Ancillary revenue streams also gained traction, contributing Dh8.7 million in the first half. Partnerships with Emaar Malls, Parkonic, and Liva Group delivered strong results, with parking payment solutions at Dubai Mall and other locations recording higher transaction volumes. Additional initiatives, such as a collaboration with Enoc to integrate Salik payments into fuel and service stations, are expected to expand revenue diversity and enhance customer experience. Chairman of the board Mattar Al Tayer said the results underscored the company's resilience and efficiency. 'We have delivered a 39.5 per cent increase in revenue, reflecting the strength of our business model and the success of our strategy. In light of these results, we are recommending a full payout dividend of Dh770.9 million, reaffirming our commitment to delivering value to shareholders,' he said. Al Tayer added that, with ongoing growth in tourism, real estate, and infrastructure spending, Salik was upgrading its full-year 2025 guidance, now expecting revenue to grow 34–36 per cent compared with 2024, up from a previous forecast of 28–29 per cent. CEO Ibrahim Sultan Al Haddad noted that the company achieved close to 40 per cent growth across all key financial metrics in the first half. 'The performance reflects the continued strength of our core tolling business and the growing contribution of non-tolling initiatives. We have benefited from new gates, population growth, and record tourism inflows, with hotel occupancy rising to 83 per cent in the first five months of the year,' he said. Salik's free cash flow reached Dh1.11 billion in H1, up 62.4 per cent year-on-year, representing a margin of 72.8 per cent. Net debt stood at Dh4.85 billion at the end of June, with the net debt-to-Ebitda ratio improving to 2.55x, well below the debt covenant of 5.0x. The company's outlook remains positive, with revenue growth driven by network expansion, pricing optimisation, and the scaling up of ancillary services. Salik also continues to invest in human capital, increasing its workforce by 26.2 per cent year-on-year in Q2, with Emiratisation reaching 30.2 per cent and women accounting for over 20 per cent of staff.
