
IEA warns of growing global dependence on few nations for critical minerals, highlights China's dominance

is becoming increasingly concentrated in a handful of countries, particularly China, posing a significant risk to global economic stability, according to a report released Wednesday by the International Energy Agency (
IEA
).
The Paris-based agency's 'Global Critical Minerals Outlook' highlights the strategic vulnerabilities stemming from the limited diversification of key mineral sources—such as copper, lithium, cobalt, graphite, and rare earth elements—which are crucial for manufacturing electric vehicles, batteries, wind turbines, and other clean energy infrastructure.
The report found that the market share held by the top three producing countries for these minerals rose to 86 per cent in 2024, up from 82 per cent in 2020.
China, in particular, has solidified its position as the world's leading refiner for 19 of the 20 most critical minerals, with an average global refining share of around 75 per cent. Indonesia has also emerged as a key player in nickel production, driven by its expanding role in stainless steel and battery component manufacturing.
'Critical mineral supply chains can be highly vulnerable to supply shocks, be they from extreme weather, a technical failure, or trade disruptions,' said IEA Executive Director Fatih Birol.

'The impact of a supply shock can be far-reaching, bringing higher prices for consumers and reducing industrial competitiveness.'
Birol pointed to the energy crisis in Europe following Russia's gas supply cuts and the global chip shortage during the pandemic as recent examples of the devastating effects of supply chain disruptions.
'The golden rule of energy security is diversification,' Birol told The Associated Press.
'And it goes beyond energy security — it is also economic security.'
While markets play an important role in driving investment and innovation, Birol emphasized that government intervention through strategic policies and financing will be necessary to ensure resilience and meet rising global demand.
The IEA's findings arrive amid rising global tensions around trade and resource control. China's tightened export restrictions on several strategic minerals have escalated concerns among Western nations about supply vulnerability, especially as clean energy goals ramp up.
Former US President Donald Trump, now back in office, has prioritized reducing America's dependence on foreign mineral supplies. His administration recently finalized a controversial deal with Ukraine to access its vast mineral reserves and is actively exploring deep-sea mining, despite environmental opposition.
Trump has also issued executive orders to fast-track domestic copper mining, reviewed a minerals agreement with the Democratic Republic of Congo, and attempted to secure mineral supplies from Greenland.
These actions are part of his broader agenda to reinforce national security and economic resilience by diversifying supply chains and boosting domestic production.
The IEA noted that global critical mineral markets are currently well-supplied, and prices have generally declined. However, it issued a stark warning that planned global
copper production
is falling behind projected demand, forecasting a 30 per cent supply shortfall by 2030.
Copper is vital for electrical grids, renewable energy systems, and infrastructure electrification.
The agency stressed the importance of accelerating investment in new mining projects, refining capabilities, and recycling technologies, while also establishing robust trade partnerships and reducing overreliance on any single nation.
As the global economy shifts toward clean energy, the need for secure, transparent, and sustainable mineral supply chains will only intensify, the IEA concluded.

Global industry drives 80% of energy demand rise since 2019, efficiency gains stall: IEA
New Delhi: Industrial energy demand has driven 80 per cent of global growth in energy use since 2019, even as efficiency gains have stalled, according to the International Energy Agency (IEA). The issue took centre stage at the IEA's 10th Annual Global Conference on Energy Efficiency , which opened in Brussels, with ministers, CEOs, and experts from nearly 100 countries in attendance. A new IEA report released for the event showed that while global industries produce nearly 20 per cent more value for every unit of energy than two decades ago, energy intensity improvements have stagnated in recent years. The industrial sector has failed to achieve meaningful efficiency gains despite being the largest contributor to rising global energy demand since 2019. 'Energy efficiency is about so much more than just energy. It delivers clear benefits for people, lowering their bills, improving businesses' competitiveness and creating jobs. Efficiency is about better lives and healthier economies,' said IEA Executive Director Fatih Birol. 'I'm very pleased to be co-chairing the 10th edition of the IEA's Annual Global Conference on Energy Efficiency with Commissioner Jørgensen here in Brussels, bringing together participants from close to 100 countries from around the world, to drive stronger progress in this vital area.' The two-day conference, co-hosted by Birol and European Commissioner for Energy and Housing Dan Jørgensen, will explore the use of digital technologies, including artificial intelligence, to enhance operational efficiency and reduce energy use in industry. The IEA said increased efficiency could reduce operating costs and enhance competitiveness for small and medium enterprises amid fluctuating global energy prices. The conference also addresses energy use in buildings and appliances. Delegates will deliberate on expanding building codes, retrofitting existing infrastructure, and updating product standards for fast-selling appliances such as air conditioners. According to the IEA, five air conditioners are sold globally every second, but most operate at only half the efficiency of the best available models. The 2025 conference builds on previous editions, including the one held in Nairobi in 2024—marking the first time the event was hosted by an African country. That session saw more than 650 delegates call for accelerated energy efficiency investments in emerging and developing economies. It also follows the COP28 climate summit in Dubai in 2023, where nearly 200 countries pledged to double the global rate of energy efficiency improvements by 2030. The IEA report indicated that current progress remains significantly below that target. On the eve of the conference, the Energy Efficiency Movement—a global industry-led initiative—announced that 18 chief executives of international companies had signed a joint commitment to boost industrial efficiency as a way to improve productivity and reduce emissions. The Brussels conference is being seen as a forum to drive international collaboration and review national policies and progress. Punjab finance minister Harpal Singh Cheema wooed industrialists and business community in poll-bound Ludhiana Wednesday, and said that 'previous Congress and SAD-BJP governments' left no stone unturned to finish off industry in Punjab.' Addressing a press conference, Cheema said that the Punjab government's implementation of the single-window system for industrial approvals would be a 'game-changer that would lead to an industrial revolution in the state'. 'The previous Congress and SAD-BJP governments left no stone unturned to finish off industry in Punjab but as soon as AAP came to power, we are correcting all previous blunders done by them. Punjab will again be the industrial hub of the country,' said Cheema. He elaborated on all 12 aspects of the newly implemented single-window system terming it as 'historic decision'. Cheema pointed out that many industrialists were interested in Punjab but were deterred by bureaucratic hurdles. While some demands were addressed over the past three years, the single-window system now eliminates all such obstacles. 'No one will face difficulties in setting up industries in Punjab anymore,' he said. What is Rupani's connection with Punjab: Kataruchak AAP senior leader and cabinet minister Lal Chand Kataruchak, while responding to the Opposition's allegations of the AAP of being controlled from Delhi, said that all national parties have a centralized structure. Kataruchak, while addresing a press conference in Ludhiana, highlighted the 'hypocrisy of Congress and BJP leaders', said that Punjab Congress President Amrinder Singh Raja Warring doesn't even have a say in deciding the party's star campaigners for the Ludhiana West by-election and BJP Punjab leadership often priorities appeasing their 'Modi Darbar' over Punjab's rights and pride. Kataruchak launched a scathing attack on the BJP's Punjab model, saying it is being dictated by outsiders, questioning the relevance of appointing Gujarat's Vijay Rupani to oversee Punjab BJP affairs. 'What connection does Vijay Rupani have with Punjab's culture, history, or people?' Kataruchak asked, adding that the BJP's Punjab strategy reflects a blatant disregard for the state's identity and aspirations. Kataruchak compared BJP's treatment of Punjab to the oppressive rule of the Mughals. He alleged that BJP's Delhi-based leadership views Punjab merely as a resource to exploit, without any genuine interest in its development or the welfare of its people, but still BJP Punjab leaders stand with their party instead of Punjab.
