
Auckland Unifies Urban Development: New Office Centralises Growth And Investment
The Auckland Urban Development Office will serve as the council's development front door for investors, developers, iwi, Crown agencies, and private sector partners. Its role is to simplify engagement and strengthen Auckland Council's capability to deliver integrated, smart, sustainable urban development in areas identified for regeneration and strategic growth.
The move follows the disestablishment of Eke Panuku. The new office within council will merge the functions of both Eke Panuku and council's Development Programme Office.
Today also marks the Economic Development function of Tātaki Auckland Unlimited coming into Auckland Council.
Auckland Mayor Wayne Brown says the changes will bring functions in-house to cut down on silos between organisations, duplication, and lack of integration in planning.
'I ran on a platform of taking back control of so-called council-controlled organisations. In December last year we agreed to a package of CCO reforms to get council working effectively for Aucklanders.
'Today shows we're on track with what was promised: bringing the functions of Eke Panuku and the Economic Development arm of Tātaki Auckland Unlimited in-house. The process of reforming Auckland Transport so decision-making returns to democratically elected councillors has also begun.
'This work will improve strategic alignment between council's decisions and CCO activities, increase democratic accountability and transparency, and deliver better value for Aucklanders. This will get the council group fit for purpose to realise Auckland's growth potential.'
The mayor says the Auckland population is set to grow by more than a quarter of a million people in the next 10 years, more than the entire population of Wellington city.
'If we are to make the most of the opportunities ahead, we must lay the foundations for an agreed, thoughtful approach forward. Streamlining these functions within council makes the most of what we have and sets us up to plan for the demand ahead.'
He says alongside working through legislative change with government he's making sure the private sector is also on board. The Development Community Forum held last week was the first of many to improve the council-development sector partnership. There were frustrations over a lack of leadership with an agreed, single path forward, inconsistencies across council divisions, and a lack of commercial understanding.
'These are the people who shape our city: where and how we live, work and unwind – so worth listening to. There was an upbeat response in the room and nigh audible sighs of relief. They've told me that the industry hasn't had engagement like this before. They said they were on board with intensification in the right places and were ready to get on with it and make it happen.'
This is the start of an ongoing dialogue with the development community. Themes from the event will inform the direction of a new office to create a thriving Auckland that makes better use of its land and buildings, attracts private investment and develops public spaces.
The CCO reform of Tātaki Auckland Unlimited and Eke Panuku follows on-going reform of decision-making between Auckland Transport and Auckland Council.

Dog owners granted temporary reprive over off-leash ban at popular Auckland park

Photo: RNZ / Cole Eastham-Farrelly Dog owners advocating for an off-leash area at a popular Auckland park have been granted a last minute reprieve - for now. The High Court has granted an interim order allowing dogs to run off-leash in the bowl area of Monte Cecilia Park. It will continue until a judicial review is heard into a decision by the Puketāpapa Local Board to ban off-leash dogs there as of next Friday. The board voted four to two in favour of removing it after concerns were raised about owners letting dogs run free in areas where they were meant to be on-leash. It is part of a wider plan to review dog rules at parks and beaches. Acting chairperson of Dog Lovers of Monte Cecilia, Shireen Chua, told Checkpoint they were feeling a range of emotions in light of the decision. "There is a sense of elation, excitement, gratitude. Our community has another day getting together, walking our parks and the Monte Cecilia bowl." However, the victory is only temporary, with the High Court hearing now looming. "The process from here is that the Auckland Council will have the opportunity to send through their statement of defence and that will come through by August. And then we will have a hearing in the High Court." Chua said the group's decision to push back against the council came down to a number of reasons. "We didn't feel heard, seen or respected. The decision that the local board took went against internal staff advice. Eighty-percent of public feedback in the strong community that was there were not heard. "We felt that the decision was predetermined and it was made in contrary to the council's dog policy and also in breach of the council's obligations under the Local Government Act." When the group took its argument to the council Chua said it consisted of about 1000 members, a number which has jumped to 1200 over the past few weeks. "Predominantly it started with a whole group of us in the community here, but it's got broader than that now. "Other dog owners in other parts of other areas have started to go, 'hey, I guess this is a really sort of important topic for all of us'." Currently the cost of judicial review has been funded by members of the community, with the legal fees being covered pro bono. "We intend to raise funds in order to fund the remaining part of the Judicial Review and we have got a whole bunch of folks from the community who are selling coffee for the Dog Lovers of Monte Cecilia." The group has also received support from a dog groomer who is contributing $10 towards the judicial review for anyone that takes their dog to be groomed, as well as a Givealittle page. One of the reasons Auckland Council proposed dog access changes at the park was due to dogs being off-leash in areas of the park where they should already be on-leash. But Chua said since the review, the group had seen a slow shift in compliance, and was now issuing a plea to members to stick to the rules. "As responsible dog owners, we do want to comply with the law. "We hope to eventually also initiate a social say the park is for everyone and we want that to be the case." General manager of Policy at Auckland Council, Louise Mason, told Checkpoint that as the decision was before the court, Auckland Council could not comment at this time. Auckland Council Defends Alcohol Rule Shakeup
Auckland's tougher liquor laws needed to be implemented after 10 years of legal battles, otherwise the work could have been in vain, the council says. Auckland Council is defending its Local Alcohol Policy (LAP), implemented last year, following recent criticism from a legal expert who said it was quickly becoming outdated. Drafted in 2013, the LAP outlines the location, amount, and trading hours for alcohol businesses in the region. The new rules included a two-year freeze on new off-licences in the central city and 23 other suburbs with the highest alcohol-related harm. Concerns were raised on a possible 'technical error', because the LAP was connected to an older version of the Unitary Plan which only protected neighbourhood centres that existed in 2013, from proliferation of bottle shops. However, Auckland Council policy general manager Louise Mason said there was a reason for linking the LAP to the 2013 Unitary Plan, and it wasn't a technical error. "Linking the policy to the current version of the unitary plan - adopted in 2016 - would have meant starting the entire process again," Mason said. "That would have likely led to further court proceedings, and another round of lengthy legal battles. This would have risked delaying the policy further or possibly preventing it from coming in at all." Dr Grant Hewison, a lawyer who works with Community Against Alcohol Harm (CAAH) in south Auckland, called for an early review of the LAP because new neighbourhood centres that have since popped up since 2013 weren't being protected. He said recent decisions by the licensing district proved this when new off-licences were granted at three new neighbourhood centres because they were out of the scope of the 2013 Unitary Plan. According to the LAP, neighbourhood centres were commercial centres within residential areas. Hewison also raised concerns over the end of a two-year freeze in 2026 on new off-licences in the central city and 23 other suburbs with the highest alcohol-related harm. He said the LAP was now relatively an older document. Mason said communities had been asking for the LAP for a long time, so the decision was made to continue with what had already been developed in 2012, rather than starting all over again. Once the temporary freeze ends, the DLC should work on the presumption that any application for an off-licence in these areas should continue to be rejected, she said. "This is already happening in some neighbourhoods and, so far, seems to be working." Council staff were monitoring how the policy was working in its first year, she said. "[This] including the off-licence freeze - and will report back to the mayor and councillors in early 2026."

Last ditch bid to ban new helicopter pads in Auckland
Former All Black Ali Williams' success in winning planning permission for a helicopter pad at his Westmere home is provoking another political showdown on a planning change to ban more of the facilities in residential areas. Planning commissioners controversially okayed Williams' and his wife Anna Mowbray's application in the face of community opposition. And in doing so they could have made it easier citywide to have helicopter use approved. One community group, Quiet Skies Waitematā, is appealing the commissioners' ruling. In parallel, Auckland councillor Mike Lee and a councillor challenging Wayne Brown for the mayoralty in October, Kerrin Leoni, will ask colleagues on Thursday to vote for a specific planning change to not only stop any new leniency but to prohibit more landing pads. If the move succeeds, it would apparently be against the advice of council officers who believe the rules that applied for years before the Williams-Mowbray decision – where pads could be applied for but had to face hearings – remain the best answer. Should the councillors opt for a ban, Auckland Council would then need to seek an exemption from the resource management minister Chris Bishop to pursue the plan change after he directed councils not to make further changes ahead of new RMA reforms. The debate at the council's policy and planning committee on Thursday will be heavy with politics given the mayoral and council election is just under three months away. Lee represents the Waitematā ward of inner-city suburbs and Hauraki Gulf Islands and says the three local boards in his patch back a ban. Leoni is councillor for the Whau ward around the harbour from Westmere and is Brown's highest profile challenger. A similar move by Lee and Leoni in March 2024 failed by two votes. 'I'm hoping that the proximity of the election might mean councillors who normally vote the way staff advise them to, may be more sensitive, more aware of the depth of feeling out there in the community.' In his view the planning commissioners' decision to approve the Williams/Mowbray helipad and flights at their Rawene Ave property turns the Auckland Unitary Plan, which since 2016 has been the city's planning bible, into 'a circus'. In his notice of motion for the meeting, Lee says it 'redefines the activity class for helipads in the Auckland Unitary Plan from non-complying to a permitted activity or at most restricted discretionary – asserting that helicopters, just like automobiles, are a normal means of transport for residents. 'This extraordinary ruling effectively deregulates helipads to exactly the same status as garages or even bike sheds. Consequently, the disappointment and anger of the 1302 residents who submitted against the application [of 1396] will only add to the widespread negative view towards helipads in residential areas and towards the council on whose behalf the decision was made.' Lee's letter to council chief executive Phil Wilson explaining the notice of motion says residents and campaigners fear the existing 'permissive' approach will be made much worse, with rumoured further helipads being mooted. 'All three local boards concerned, Aotea Great Barrier, Waiheke and Waitematā, represent communities which have been grossly impacted by helicopter landing in built up areas. 'The specific activity class for helipads in the Gulf – 'restricted discretionary' – is as you know very permissive. In this case council has no choice but to process these applications on a non-notified basis,' he writes. 'Not surprisingly as a result there is now an extraordinary number of helipads in the Gulf – 11 on Great Barrier, 64 on Waiheke, with another application in process, and 4 in Waitematā – with rumours of a number of others in the pipeline. 'The effects have not been helped by what has been perceived by neighbours as lax enforcement, with council until recently ignoring the latest national noise standards for at least 5 years before the committee decision of March 2023 to enforce this 2019 national standard.' 'Despite the advice from officers that the matter of helipads was best left to the consenting process to manage, we now find ourselves in a position where an independent commission has effectively ruled that it's 'helipads for all'. 'They are now to be considered analogous to cars and bikes under the Auckland Unitary Plan. This is clearly a damaging, socially destabilising outcome for the community and the Council, coming just as residents receive their new rates invoices. Even the 'independent commission' is calling for clarity. Clarity is what myself and Councillor Leoni hope to achieve.' Williams and Mowbray have been approved for up to 10 flights a month, with a maximum of two a day and before 10 pm.
