
Europe is scrambling to form a united front and regain relevance in the Iran crisis
On Tuesday the EU's top diplomat, Kaja Kallas, was the latest senior European figure to phone the Iranian foreign minister, Abbas Araghchi, offering to be a facilitator and urging Tehran not to leave the crisis in a dangerous limbo by keeping UN weapons inspectors out of Iran.
The French president, Emmanuel Macron, has even broken a three-year silence to speak to Vladimir Putin about the risk of nuclear proliferation in the Middle East, including how a deal could be struck between Iran and the US on a restricted civil nuclear programme. Macron has been involved in Iranian diplomacy for a decade and came close to engineering a rapprochement between Trump and the then Iranian president, Hassan Rouhani, at the UN general assembly in 2018.
But Iran, faced with what it regards as craven European support for Israeli and American airstrikes that killed more than 930 people and injured as many as 5,000, is not placing much faith in the continent's ability to influence the White House.
For Europe, this signals a slow slide into irrelevance. The three major European powers known as the E3 – France, Germany and the UK – were once key fixtures in Iran's diplomacy and played a central role in brokering the Iran nuclear deal, which they signed alongside the EU, the US, China, Russia and Iran in 2015.
Europe had little input in the US's recent negotiating strategy with Iran, led by Trump's special envoy to the Middle East, Steve Witkoff, and was given just over an hour's official warning before the Israeli and US attacks. The one meeting that the E3 foreign minsters held during the crisis with Iranian diplomats in Geneva on 20 June proved a failure and was followed by the US strikes on Iran's nuclear facilities. France claimed it helped Israel repel Iranian drones.
Trump crowed afterwards that 'Iran doesn't want to speak to Europe. They want to speak to us. Europe is not going to be able to help in this one.'
From the Iranian perspective, Europe has long been a disappointing negotiating partner, repeatedly failing to show any independence from the US. When Trump withdrew the US from the nuclear deal in 2018, the E3 condemned the move in a joint statement issued by its then-leaders, Angela Merkel, Theresa May and Macron. But it did nothing effective to pursue an independent strategy to lift European sanctions on Iran as it had promised. The fear that European firms trading with Iran would be put under US sanctions was too great.
The view from Tehran, it was felt, was that Europe's timidity left it with no choice but to follow the policy of nuclear brinkmanship, including gradually increasing its stockpile of enriched uranium.
At the start of Trump's second term, the E3 plus Kallas tried again to insert themselves into the process by holding three low-key meetings with Iranian negotiators. But Araghchi was always angling to speak to Washington, telling the Guardian of his discussions with the Europeans: 'Perhaps we are talking to the wrong people.' After Trump indicated he was willing to speak to Iran bilaterally and showed some flexibility about Tehran's right to enrich uranium, Iran cast Europe aside.
Iran believes Europe played a role either through naivety or complicity in opening the door for the Israeli attack by tabling a motion of censure at the board of the UN nuclear inspectorate, the International Atomic Energy Agency.
Such motions have been passed before at the IAEA and usually led to Iran retaliating by increasing its stocks of enriched uranium. But the 12 June motion was different – for the first time in 20 years the board found Iran in breach of its obligations under the nuclear non-proliferation treaty.
Europe had to take that step to use its right as a signatory to the 2015 deal to reimpose sanctions on Iran before expiry of the deal on 15 October. Because of the way the deal was negotiated, neither Russia nor China can veto Europe reimposing sanctions. America is no longer party to the deal so this power to reintroduce UN sanctions is Europe's diplomatic re-entry point into the Iranian file.
European diplomats insist that the IAEA censure motion was necessary, and that they had no option owing to Iran's mounting stocks of highly enriched uranium that had no possible purpose in a civilian nuclear programme. Europe also still hoped the talks between the US and Iran, mediated by Oman, would bear fruit, and had not foreseen the US giving Israel the green light to attack.
Since the Israeli strikes, European unity has frayed further. Britain has largely opted for opacity, but it was obvious from what ministers did not say that the government's legal advice was that the Israeli attack could not be justified as an act of self-defence under the UN charter. France openly asserted that the attack was unlawful.
By contrast, Germany endorsed all that Israel has done. At the G7 summit in mid-June, the chancellor, Friedrich Merz, said: 'This is the dirty work that Israel is doing, for all of us.'
Germany's foreign minister, Johann Wadephul, told parliament that 'Israel has the right to defend itself and protect its people. Let me say clearly that, if Israel and the US have now managed to set back the Iranian nuclear programme, it will make Israel and its neighbourhood more secure.'
Asked by the newspaper Die Zeit if he believed Israel's actions were lawful, he said Germany did not have the same quality intelligence sources as the US and Israel, but he had to trust their belief that Iran was close to acquiring a nuclear weapon. 'They told us that, from their perspective, this is necessary – and we must accept that.'
Such remarks have left Iranian diplomats spitting about European double standards over the sanctity of international law.
By contrast, Enrique Mora, the EU's point person on Iran from 2015 to early 2025, has written a scathing piece in which he says Israel has killed nuclear diplomacy and Iran's nuclear knowledge cannot be destroyed.
He wrote: 'If Iran now chooses the militarisation of its nuclear capabilities, if it now decides to move toward a bomb, it will do so following a clear strategic logic: no one bombs the capital of a nuclear-armed country. June 21, 2025, may go down in history not as the day the Iranian nuclear programme was destroyed, but as the day a nuclear Iran was irreversibly born.'
There are different strategies Europe can pursue. It can, like Germany, show Iran there is no daylight between the E3 and Israel and assert that Iran can only have a civil nuclear programme that excludes domestic enrichment of uranium. It can press ahead with the reimposition of sanctions and hope that Iran buckles.
Alternatively, it can champion a compromise that Tehran can wear. In a recent statement, the European Council on Foreign Relations said 'maximalist demands on Iran – including negotiating over missiles now viewed by Tehran as its main deterrence umbrella – will likely push the country to use every means still available to reach nuclear breakout. A more viable endgame would involve a return of wide-scale inspections by international monitors and an immediate, substantial roll-back of Iranian uranium enrichment. The goal should be Iran pursuing this enrichment through a regional consortium backed by the United States.' That is broadly closer to the French position.
Europe will never hold sway like Israel or the US, but it has one last chance to help create something durable, and prevent the Iranian crisis becoming a nuclear proliferation crisis for the whole region.

ALEX BRUMMER: Chancellor's emotional rollercoaster set to continue
When in difficulty, politicians grasp at straws. The weird scenes in the Commons on Wednesday of a lachrymose Chancellor and a seemingly oblivious Prime Minister as the markets tanked frame Labour's first year in office. Labour apparatchiks claim the surge in gilt yields – as Keir Starmer left Rachel Reeves blowing in the wind – as evidence that financial markets believe in the Chancellor's ironclad grip on the public finances. Bond buying by BlackRock, Schroders and Fidelity as gilt yields soared is cited as confidence that the budget rules will hold. Fascinating that L&G, among the biggest UK asset managers, says a 'lack of clarity' in the Government's fiscal stance has unsettled markets. The unusual juxtaposition of Reeves in tears on Wednesday and cackling in the company of Starmer a day later doesn't suggest stability. The markets don't really believe it. The yield on the 30-year-long bond has jumped 0.64 of a percentage point to 5.33 per cent in the 12-months since Labour won. The ten-year yield is 0.36 per cent higher at 4.56 per cent. Some of this can be attributed to Trump mayhem. UK rates shadowing the US are only part of the story. Oxford Economics suggests that the U-turns on welfare and winter fuel, together with likely revisions to Office for Budget Responsibility growth assumptions, have opened a £20billion to £30billion funding chasm to be closed in the autumn. A black hole of that size cannot be surmounted by small shifts in secondary taxes such as a bank levy or punishing wealth. Similar charges already have caused enough damage with private equity princelings among those fleeing to Milan. The Chancellor's only choice may be to raid one of the bigger pots of government income, flying in the face of manifesto promises. Freezing tax thresholds for a further two years is a possibility, even though it already has propelled millions of working people into higher bands. A surcharge on corporation tax is an option. That would be a fresh blow to business confidence. It is going to be a long, hot summer for Reeves on a personal roller-coaster. US Independence Day this year is marked by Donald Trump's 'big beautiful' tax and spending bill. Just ignore Farage, Johnson tells Tories
Boris Johnson has said that the best strategy to counter Nigel Farage is to ignore him. Speaking to the Swiss magazine Weltwoche, the former prime minister pointed out that when he was leading the Conservatives, the Brexit Party – which changed its name to Reform UK in 2021 – was at 'zero per cent' in the polls. Some MPs have called for the former prime minister to return to the Commons to revive the fortunes of the Conservative Party, which is now being beaten in the polls by Reform. Mr Johnson said that while he felt 'a deep sense of regret' that he was 'not able to be useful', he could afford to return to politics because he had to pay for his wife Carrie's new kitchen. However, he did offer advice on how to tackle the threat from Reform, saying that the best thing was for political rivals to offer their own policies and not to talk about Mr Farage. 'My strategy with the individuals that you mention is don't talk about them,' he said. 'When I was running the UK, this party you mention was on zero per cent in the polls, sometimes 3 per cent max. Don't talk about them. Talk about what you are going to offer the people.' The Brexit Party was on 19 per cent in the polls when Mr Johnson took over as prime minister in July 2019. By the general election in December, that had fallen to 2 per cent. Mr Johnson was speaking a year on from the general election, at which Reform secured five seats with 14.3 per cent of the vote and the Tories lost 252 seats, recording a 23.2 per cent vote share. The most recent survey of voting intention by YouGov has Reform on 26 per cent, Labour on 24 per cent, and the Conservatives on 17 per cent. In the May local elections, Reform wiped out Conservative councils across England in an historic sweep. Mr Farage's party won control of seven local authorities and became the largest party in three others. Both Sir Keir Starmer and Kemi Badenoch, the Tory leader, have been accused of spending too much time addressing the threat from Reform. In March, in an interview with The Telegraph, Mrs Badenoch dismissed Mr Farage as a reality TV star, saying government was not an episode of I'm a Celebrity. Mr Farage retorted that it was a good thing that people know who he was, and compared his television past with that of Donald Trump. In May, Sir Keir gave a speech dedicated to attacking Reform. The Prime Minister declared the Right-wing party his main opposition, and said that the Conservatives had 'run out of road'. His efforts to tackle Reform have backfired, however. He echoed the party's hard-line stance on migration in a speech last month, when he said that Britain was at risk of becoming an 'island of strangers', but it was met with fury from Labour MPs and he later said he regretted using the phrase. I'm trying to pay for Carrie's kitchen Mr Johnson said he was sorry that he was 'not able to be useful' to the Conservative Party. 'I feel a deep sense of regret that I'm not able to be useful today,' he said. Asked whether he would consider returning to power – as Cincincattus later did in Rome – he implied that he could not afford to. 'Rome is in good hands and I'm very happy,' he said. 'I'm engaged in the innocent task of trying to pay for my wife's kitchen refurbishment which is extremely expensive and difficult and that's basically what I'm doing.' While in office Mr Johnson is said to have privately complained about the cost of refurbishing the Downing Street flat he shared with his wife. A row over who funded the redecoration, which came to more than £100,000 with thousands spent on luxury wallpaper, fuelled a backlash among Tory MPs. Elsewhere in the interview, Mr Johnson also took aim at Sir Keir's non-dom crackdown and suggested it would be 'useful' for the Government to leave the European Convention on Human Rights (ECHR). He criticised Sir Keir's high-tax policies, especially the raid on non-doms which had driven billionaires out of London. Rachel Reeves, the Chancellor, is now considering reversing the policy under which non-doms are charged 40 per cent inheritance tax on their global assets. 'Every private business in Britain, a big increase in taxes, big taxes on non-doms,' Mr Johnson said. 'My God: people are leaving London to come to Italy. What's going on? Mamma mia.' Calling the exodus 'unbelievable', he said that he had met people leaving London for Italy. 'When I was mayor of London I used to say that London was to the billionaire as the jungles of Sumatra are to the orangutan,' he said. 'You went out into Mayfair late at night and you saw the billionaires in their natural habitat, and now I think you can come to Italy for a flat tax of €200,000 – it's a good deal. 'I met some people last night who had fled London to come to Italy. When I was running London that would have been absolutely unthinkable.' He also suggested that leaving the ECHR could be a 'useful' way to bring down illegal immigration. A Conservative policy to deport asylum seekers to Rwanda was blocked by European judges citing the ECHR in 2022. Mr Johnson said: 'It would be useful to quit the ECHR but the main thing is to get back to our Rwanda plan: the only credible way of smashing the cross-Channel gangs. Bring back Rwanda.' Mrs Badenoch last month signalled she was ready to quit the ECHR 'in the national interest'. She has set up a commission to look at the possibility of leaving the treaty, amid concerns it makes it harder for countries to expel illegal migrants. The UK's membership of the ECHR is a divisive issue, with Reform committed to leaving and Labour to remaining. 'Boris-wave' of migration is 'nonsense' Mr Johnson also discussed immigration and rejected criticism that he oversaw a 'Boris-wave' of migrants flooding into the UK. Mr Johnson blamed the huge increase on civil servants for over-estimating the number of EU nationals who were going to leave after Brexit, meaning they allowed too many others to come in to replace them to do vital jobs. 'Nonsense. All bollocks,' he said. 'What we had was two things: we had Covid which meant nobody came, so immigration collapsed, and then what happened was unfortunately the Remain Establishment believed their own propaganda. 'They thought the millions of EU nationals were all leaving and they were not… They panicked when we couldn't find people to stack the shelves and drive the trucks after Covid but the crucial thing is that we took back full legal control and can rectify such mistakes immediately while Starmer would surrender control again to the EU.' A European Union research document last week claimed Brexit was the main driver of Britain's worsening migration crisis, stating that the post-Brexit 'liberalisation of migration laws' caused a record increase in net migration. But Mr Johnson defended Brexit, saying it saved lives during the Covid pandemic because it meant the nation was able to roll out vaccines quickly. 'Brexit was a wonderful thing and is a wonderful thing and I love Brexit more and more with a weird intensity because it's about freedom and autonomy is the most wonderful thing for people, for countries, for families,' he said. 'We saved lives because of Brexit and we were able to get our economy moving again faster because of Brexit.' Mr Johnson also addressed the conflict in the Middle East, downplaying the suggestion of imminent regime change in Iran. 'I've become a bit of a sceptic about the value of regime change in the Middle East,' he said. 'Countries need to make their own decisions about their governments. You can't impose a new government. We tried it in Iraq, we tried it in Libya, it wasn't a great success… 'I may be wrong but I don't think there will be regime change very soon in Tehran. That's not the information I'm getting.' A Reform source said: 'Boris Johnson did unprecedented damage to this country. He is the mastermind behind the mass immigration experiment. 'Whilst he tries to save and rewrite his legacy of mass immigration and net zero, Reform is offering the country real change.'
