Telangana HC refuses to stay single judge's interim order in Bhoodan land case

Time of India30-04-2025

Hyderabad: A division bench of the
Telangana high court
, comprising acting Chief Justice Sujoy Paul and Justice Renuka Yara, on Wednesday declined to interfere with an
interim order
passed by a single judge in the ongoing
Bhoodan land case
, directing all aggrieved parties, including several senior IAS and IPS officers, to approach the single judge for appropriate relief.
The bench was hearing four appeals challenging the single judge's interim order, which barred any transactions involving plots located in Nagaram village in
Maheswaram mandal
of Rangareddy district, purchased by the officials. The order was issued in response to a writ petition filed by Birla Mallesh, who alleged that these lands were part of govt-assigned Bhoodan lands.

Appearing for the appellants, senior advocates D Prakash Reddy, MVS Suresh Kumar, and S Niranjan Reddy argued that the officials had purchased land falling under survey numbers 194 and 195, which were classified as patta lands, not Bhoodan lands.
They contended that the petitioner did not clearly allege that all the plots were part of Bhoodan land, and only survey number 181 could potentially fall under that classification. They also took objection to observations in the order referring to them as 'high officials' who might misuse their positions.
In response to a query from the bench, senior counsel L Ravichander, appearing for the petitioner, maintained that the lands in question were govt lands, and thus the prohibition was justified.
Suresh Kumar further argued that officials from the vigilance commission were expected to inspect the land, and that the CBI and ED had already been issued notices by the single judge. "This is enough to trigger further proceedings. How can patta lands be included in the list of prohibited properties? Everyone is being unfairly labelled as land grabbers," he said.
The bench clarified that the single judge's order was purely interim in nature and could be modified at any stage based on evidence and arguments. The division bench, therefore, disposed of the appeals and advised the appellants to approach the single judge with a request to vacate or modify the stay, if warranted.

Udayanidhi Stalin orders resumption of free buses to Theni ‘uzhavar sandhai' after farmers' plea

Deputy Chief Minister Udayanidhi Stalin directed authorities to resume free transport facility for the farmers to bring their produce from their farms to the uzhavar sandhai in Theni on Monday. Submitting a petition, the farmers from Periyakulam region said that they raised vegetables, fruits and other horticultural goods and brought them to the sandhai in Theni. The government had suspended the free bus facility after the COVID-19 pandemic. As a result, the farmers transported their produce through their own personal vehicles or carried them in goods vehicle paying from their pocket. Hence, they urged the Deputy CM to consider their difficulties and redress them. The Deputy CM, who was here to take stock of the development works under way at the Collectorate, held discussions in the presence of Minister I Periasamy, senior IAS officials, including Additional Chief Secretary Pradeep Yadav, Additional Secretary R.V. Shajeevana, Collector Ranjith Singh and other officials. After consultations, he announced that the district administration would resume the free transport facility for the farmers. In the first phase, it was proposed to ply the buses from Periyakulam Panchayat Union limits covering Jayamangalam to Pinnathevanpatti, Chokkathevanpatti and Annanchi to Theni from today (June 16) onwards. From tomorrow (June 17), it was proposed to ply buses to carry the farm goods from Mayiladumparai panchayat union covering Kadamalaigundu to Nagalapuram. In an upbeat mood, the farmers thanked Mr Udayanidhi with folded hands. Expressing relief, a farmer Jafar Sadiq said that the government's swift action today would help many marginal farmers to save their hard earned money. Echoing similar views, Veeralakshmi another farmer said that the buses were plying pre-COVID19 and they were not able to get it resumed since then. 'I am very happy that the Deputy CM has given us such a big relief instantly,' she added. The Deputy CM gave away welfare assistance to 851 beneficiaries worth ₹13.49 crore in the presence of MP Thanga Tamil Selvan, MLAs Cumbum N Ramakrishnan, K.S. Saravana Kumar, A. Maharajan and other rural local body members. Earlier, while addressing the senior officials from various departments at the Theni Collectorate, Mr. Udayanidhi said that in the last four years, under the leadership of CM M.K. Stalin, they had fulfilled numerous promises made to the people. 'We will continue to do that in the next 10 months or so, after which the elections are due to the State,' he said and thanked the officials for playing the role of catalyst between the government and the people. On the occasion, the grievances of a Scheduled Tribe (ST) community from Periyakulam block were redressed and the basic needs were fulfilled. The Deputy CM gave away free pattas and kits to the beneficiaries.

Readers' comments: Article on NAAC addresses corruption in higher education

I immersed myself in this entire article and found it to be truly captivating (' How colleges in India bribe assessors to get higher grades '). Your efforts are making a significant contribution to the future of education. Addressing corruption in higher education is urgent. It's disheartening to see how some strive for higher grades through dishonest means. It is time to take decisive action and restore integrity in institutions to nurture young talent. – Pawan Kumar Soni *** This article mentions a government college but that may not be true. A government institute cannot fudge data and offer bribes. You should reverify this. – Rama Kant Shukla Students cleaning toilets How can one make sanitary employees of students who could be aspiring to become business people or politicians (' Scheduled Caste panel issues notice after Telangana IAS officer asks students to clean toilets ')? – Sujatha Nagelli *** The IAS officer should be asked to teach the students how to clean toilets by performing the task herself for the students. – PVS Prasad Law practice Practical experience is necessary in every field (' Making law practice a condition for civil judge candidates will hurt India's justice system '). It can be reduced to one year of practice instead of three years. Then there should be a tough oral and written law knowledge interview, with live video recordings, for assessment and selection. No special concessions should be given if we want the perfect candidate as judge. – Arun Kale India's tech innovation I read the article with great interest and as a healthcare professional, I feel the problem is that we are not identifying any organic goal or application (' Low investment, several years too late: Why India lags far behind China in tech innovation '). In healthcare itself so much can be done but, as mentioned in the article, there is the problem of quality of data for artificial intelligence but more importantly where is the data? Nobody wants to do ground work and everyone wants easy healthcare sector needs tools and motivated manpower to collect data which can then be used for training AI, but we are trying to do it the other way by focusing on the tech side rather than on the data collection. – Jitender Saini Beating the heat I stuck white tiles on the terrace more than 20 years back for a client of mine ' White roofs can cool down homes but scaling up this simple solution is a challenge '). They were cool to touch even at 1 in the afternoon. Needless to say, the interiors became cool and habitable – Sunil Kher Thanks for bringing this to the notice of Panjim's residents (' The ziggurat of Panjim: An art deco treasure lies neglected in plain sight in Goa's capital '). I've passed by this building, bought medicines at the drug store and meat at the delicatessen a hundred times, but I never even thought that it was an art deco building. It's quite solid but in bad shape and it's very difficult to make out its features even if you step back. I think Panjim has an urban arts commission. One should get in touch with the mayor or the smart city people and get a listing of heritage and art deco buildings owned by the municipality in Panjim. – Mathew Samuel UK higher education The United Kingdom is following in the footsteps of the United States when it should keep a distance from such ideas that will be detrimental to its economy (' UK's new rules for international students will worsen university finances '). – A Stephen It is more racism than economic policy. The colonial systems alienated African countries after exploiting them and the natural resources.
