
Salim Water Treatment Plant upgrading works ahead of schedule, expect completion in June 2027, says Julaihi

SIBU (April 25): The upgrading project of the Salim Water Treatment Plant in Sibu has reached 17.96 per cent completion, ahead of the initial target of 6.45 per cent, said Sarawak Minister of Utility and Telecommunication, Dato Sri Julaihi Narawi.
He said the upgrade will double the plant's capacity from 150 million litres per day (MLD) to 300 MLD, enabling a 30 per cent water reserve margin for Sibu and its surrounding areas once completed.
'We've seen steady progress since the project started in May 2024.
'This project is not only progressing smoothly but is also ahead of schedule. We expect it to be completed as planned and capable of supplying clean water to 350,000 residents in the Sibu area,' he told reporters after a working visit to the site at Muka Sauk, Sibu Water Board (SWB), Jalan Stabau today.
Julaihi said the RM291 million project, funded entirely by the Sarawak government, carries a contract value of RM269 million.
It is part of the Sarawak Water Supply Master Plan and supports the implementation of the state's water grid system aimed at interconnecting water treatment plants across the state.
At present, Julaihi said Sibu is served by two main plants — Salim (150 MLD) and Bukit Lima (45 MLD) — with a combined capacity of 195 MLD.
However, daily demand has already surpassed this, reaching 200 MLD, resulting in both plants operating beyond capacity.
'As a long-term solution, the Sarawak government has also approved RM1.1 billion for the replacement and upgrade of old pipes across the state, covering 2,740 km of pipelines, to be implemented over five years.
'For the Sibu Division alone, RM170 million has been allocated,' he said.
He also noted that a new water supply system at Sungai Sadit has been completed and will help boost Sibu's water reserve margin.
'This isn't an overnight solution. It's a long-term plan we're executing through the water master plan and the Sarawak water grid system,' said the Sebuyau assemblyman.
Meanwhile, SWB clarified that the total project cost of RM291.4 million includes construction, land acquisition for the raw water pipeline, site supervision, and professional fees.
Key components of the project include the Phase 2 upgrade of the raw water intake from 150 MLD to 300 MLD; construction of an 8 km new raw water pipeline using 1.4m diameter mild steel pipes; upgrading of the Salim Treatment Plant from 150 MLD to 300 MLD; modification of existing components in Salim Treatment Plant Phases 1 and 2 (sludge bridge, generator set, filters); and construction of a 4km treated water pipeline (2km with 1.6m diameter and 2km with 1.2m diameter).
'The project was awarded to contractor Perbena Emas Sdn Bhd through an open tender and granted on April 18, 2024, with a contract value of RM269,099,341.13.
'Construction works began on May 20, 2024, and are expected to be completed by June 25, 2027,' the board stated.
Upon completion, the upgraded plant will be capable of meeting the water supply needs of 350,000 residents in Sibu, Kanowit, Selangau, Maradong, and Rassau through to 2036.

Penang begins major infrastructure push for Silicon Island
GEORGE TOWN: A 380-metre marine viaduct connecting the southern coast of Penang island to the emerging Silicon Island is expected to be opened to the public by December 2028. It will feature four lanes in each direction. The bridge will serve as a key component of the Pan Island Link 2A (PIL2A) – a strategic infrastructure initiative aimed at improving connectivity between Silicon Island and the Sultan Abdul Halim Mu'adzam Shah Bridge, while supporting Penang's long-term urban growth. Chief Minister Chow Kon Yeow said the contract for the bridge has been awarded to a company. "Construction is scheduled to begin this month, with the first phase targeted for completion by mid-2027 to support the opening of Silicon Island's first operational factory. "Final construction and full commissioning are expected to be completed by the end of 2028," he told newsmen after leading a delegation for a site visit via a temporary steel bridge to inspect progress on the Silicon Island, which now spans 160 acres (64.75 ha) here today. The bridge is built next to the proposed marine viaduct. Construction for the 378-metre bridge, which began in August 2024 and was completed in March this year, is meant to provide temporary access for construction and infrastructure works on Silicon Island. "This temporary bridge is an important connection to expedite reclamation works at Silicon Island. With the temporary bridge, it will expedite the mobilisation of machinery and workers compared with using boats before this," he added. The visit included a preview of the designated areas for the future Mutiara Line light rail transit (LRT) depot and Green Tech Park, both of which are gradually taking shape as part of the state's innovation-driven development plans. Chow said full swing work for the depot would begin once the Notice to Proceed has been issued to SRS Consortium Sdn Bhd (SRS) in a matter of weeks. Preliminary works, which include soil testing and placement of infrastructure, are being carried out. Chow said that while the project had faced challenges, they have been addressed systematically. "Any issues raised will be addressed promptly. It is a model development where many people came to visit to see how we overcome issues like the environment, fishermen's concerns and such," he said. During a visit to Penang in May 2023, Prime Minister Datuk Seri Anwar Ibrahim said that the federal government would allocate additional funding to help expedite the state's proposed Mutiara Line light rail transit (LRT) project. At the time, he also requested that the state government scale down the scope of the reclamation project. The Penang Silicon Island initiative is projected to generate a Gross Domestic Product (GDP) impact of RM1.1 trillion, attract total investments amounting to RM74.7 billion, and create some 220,000 job opportunities.

Signature Alliance expects double-digit net profit growth in FY25
KUALA LUMPUR: Interior fitting-out specialist Signature Alliance Group Bhd expects double-digit net profit growth in financial year 2025 (FY25), driven by projects in the pipeline and market visibility following its debut on the ACE Market. Executive director/group CEO Darren Chang said the company is confident of securing 15% to 20% of its RM1.1 billion tender book by the end of 2025, supported by an unbilled order book of RM388 million. 'Because with the book order that we already have and with the first Q1 (results), I can say that compared to last year, this year should be a double-digit growth,' he told the media after the company's listing today. The tenders primarily comprise commercial and industrial property projects as at April 16. Chang said Signature Alliance currently holds only about 8% market share in Malaysia's interior fit-out sector which means room for expansion. 'We are not only focused in one sector like corporate offices or hotels. We are in all sectors. All sectors have the opportunity for us to work.' As at April 16, Signature Alliance had 69 ongoing projects with a total contract value of RM902.4 million, of which RM388.6 million unbilled. For the first quarter ended March 31, 2025 (Q1'25), Signature Alliance reported a net profit of RM15.8 million on the back of revenue of RM147.2 million. The performance was driven by interior fitting-out works for two major projects – a commercial office property in Bandar Baru Sri Petaling and a commercial hotel property in Tun Razak Exchange, accounting for 38.9% and 11.9% of the revenue respectively. For FY24, Signature Alliance's net profit surged 290.4% to RM40.6 million, from RM10.4 million in FY23. This was attributed to higher gross profit and net gain on impairment of financial assets and contract assets. Revenue for FY24 rose 122.6% to RM386.0 million, from RM173.4 million in FY23. Chang attributed the profit leap in recent years to support from parent company Signature International Bhd, which gave Signature Alliance better financial standing and bargaining power. 'Right after we joined Signature International Bhd, they gave us strong financial backing. With that support, we had better negotiating power with our vendors – allowing us to secure discounts by offering better payment terms, prompt payments, and so on.' 'Following this IPO, we'll continue applying the same strategy, and with our improved brand visibility, we expect more vendors to approach us. This gives us more options and more competitive pricing for our projects.' Signature Alliance made a firm debut on the ACE Market of Bursa Malaysia, opening at 68 sen, 6 sen or 9.7% above its initial public offering (IPO) price of 62 sen. The stock closed at 70 sen, an 8 sen or 12.9% premium over the IPO price, with 90.9 million shares traded. Signature Alliance's listing comes on the back of a fully subscribed IPO, with its public portion oversubscribed by 1.12 times. The offering raised RM161.2 million through the issuance of 260 million new shares at 62 sen apiece, giving the company a market capitalisation of RM620 million at listing. Of the proceeds, RM88 million (54.6%) will be used to establish a new corporate headquarters and centralised production facility in Selangor, RM30.1 million (18.7%) toward working capital, RM20 million (12.4%) to repay bank borrowings, RM12 million (7.4%) to set up branch offices in Penang and Johor, RM4 million (2.5%) for new machinery, and RM7.1 million (4.4%) to cover listing expenses. Revenue for FY24 rose 122.6% to RM386.0 million, from RM173.4 million in FY23. Under the listing exercise, SAG raised RM161.2 million from its Public Issue of 260 million new shares at RM0.62 per share. No existing shares were offered for sale. Of the total proceeds, RM88.0 million (54.6%) will be used to establish a new corporate office as its new headquarters and a production facility to centralise its production activities in Selangor. A further RM30.1 million (18.7%) of the proceeds will be used for working capital purposes to meet the working capital requirements for its interior fitting-out projects.
