Oamaru commuters wanting to catch a bus to Dunedin will have to wait at least three more years under draft regional transport plans but the region's politicians want funding for even more transport services.
The Waitaki District Council has shown its support of the introduction of a 112km direct bus connection between Oamaru and Dunedin and a connecting service to the town's North End in a submission to Otago Regional Council's draft Regional Public Transport Plan (RPTP) 2025–2035.
"WDC has strongly advocated to ORC for public transport opportunities in the Waitaki district," Waitaki Mayor Gary Kircher said.
While the council continued to support the ongoing Total Mobility programme that provides opportunities for door-to-door public transport for disabled people in Oamaru and the regional bus service between Dunedin and Palmerston, the submission laid out aspirations for improved connectivity for Oamaru residents.
"One example relevant in the Waitaki district is providing public transport options to access hospital services in Dunedin," Mr Kircher said.
"WDC supports the implementation of daily services between Oamaru and Dunedin via Palmerston."
While a key proposal in ORC's draft RPTP is to "investigate" an Oamaru-Dunedin service, the WDC submission asks for much more.
The council submission also pushes for the implementation of a "fixed urban connecter service" between Weston and Oamaru via South Hill, as well as an "on-demand" service between Oamaru North and the town's city centre.
The submission suggested the regional transport plan "proactively engage with communities and organisations, including iwi, to foster trust and ensure public transport projects meet local demand and align with community priorities".
Oamaru residents are already charged a $5.45 public transport rate by the ORC to support regional planning and potential future services.
The inclusion of the Oamaru to Dunedin proposal responds to community interest expressed during the Long-Term Plan 2024–34 consultation in which over 400 submissions region-wide highlighted demand for public transport trials, including in Oamaru.

Bus hub issues migrating to other stops, principal says

A lack of action at Dunedin's bus hub is leading to overcrowding and dangerous conditions elsewhere as fearful students congregate at another stop, a principal says. The concerns were raised by Otago Girls' High School principal Bridget Davidson, who submitted on the Otago Regional Council's (ORC) Draft Regional Public Transport Plan 2025-2035. In her submission, Mrs Davidson said Dunedin's bus hub was an "unsafe and unsuitable environment for young people". She also singled out the bus stop at 151 Princes St and said the nearby stairs and ramp could be "overcrowded and dangerous after school". "Because young people are avoiding the bus hub they end up in a crush of people and it is unsafe. "Greater alternatives for catching buses and more frequent and accessible bus services are needed urgently." She called for more action to make the bus hub a better environment, saying safety should be an "urgent first consideration". The Otago Daily Times visited the bus stop in question after school yesterday and spoke to students waiting there. Maddie Cuthill, 16, believed the bus stop was busy because it was in close proximity to multiple secondary schools. "I feel bad for the public having to walk down here, especially once your bus comes." Yahya Albahnasawi, 16, said while he only took the bus once a week, when he did most of the seats were taken. Others said the bus stop could get so busy you could not walk down the street and passers-by had to ask students to move out of the way. Trinity Catholic College principal Kate Nicholson said she agreed with Mrs Davidson's submission. She had heard anecdotally from students at the school they tried to catch the bus from outside of the bus hub. However, this could shift the problem of overcrowding to other stops, she said. "At the end of the day, you've got a very big number of students all converging on one area to get home within a short space of time. "So it's always going to be a problem." Mrs Nicholson, who is also a member of the central city advisory group — formed after the fatal stabbing of 16-year-old schoolboy Enere Taana-McLaren at the bus hub last year — said the survey work it did last year indicated students were not comfortable going to the bus hub and avoided the area. She believed this had since improved "a lot" and the presence of the police beat in the area had been very positive, she said. ORC chairwoman Gretchen Robertson said safety was a shared responsibility and the council was working closely with families, schools, the police and community groups. "We're aware of crowding issues at nearby stops like Princes St, which has been identified for an upgrade. "We also recognise some young people feel unsafe at the hub, which is why our response includes focus on infrastructure, behaviour and partnerships." The council was looking to continuously improve public transport safety, she said. A recent campaign promoting kindness was being extended into schools, and the council followed up on all reported incidents. Security at the bus hub had also been strengthened with a new provider trained in de-escalation, working alongside the police. Feedback on their presence had so far been positive, but safety went beyond security, Cr Robertson said. Dunedin Mayor Jules Radich said Mrs Davidson was correct to suggest safety should be an urgent priority in and around the bus hub, "which is why we've been so focused on the issue ever since last year's tragedy". As chairman of the governance group overseeing the advisory group's collective efforts, Mr Radich said they were seeing results. Security in the area had been enhanced, including improved CCTV surveillance, more regular police patrols and uprated security personnel. "The number of incidents at the bus hub is down. "We know there's more to do to improve safety and the culture of behaviour across the central city, and we all, collectively, remain committed to that effort."

Councillors split over Te Mana o te Wai

The Otago Regional Council (ORC) has welcomed consultation on national freshwater policies, but some councillors pushed back against Agriculture Minister Todd McClay, who said previous provisions had been weaponised "to push ideology over common sense". Mr McClay and Associate Environment Minister Andrew Hoggard yesterday declared consultation open on the review and replacement of national freshwater policies. A key aspect of the changes proposed is "rebalancing" Te Mana o te Wai provisions, which in the present national policy statement for freshwater management include a "hierarchy of obligations" in which the health of a waterway is prioritised over the value water has for potential use. Mr McClay said proposed changes to the national freshwater direction were a key step toward "restoring balance" in how freshwater was managed across the country and "ensuring the interests of all water users, including farmers, growers, and rural communities" were properly reflected. "Farmers aren't asking for a free pass — they're asking for a fair go. "We won't stand by while councils weaponise Te Mana o te Wai, to push ideology over common sense. "It must reflect the importance of freshwater to all New Zealanders." The ministers' statement noted the government's "decisive intervention" last year when it blocked the Otago Regional Council from pushing ahead with its land and water plan ahead of the reforms now under way. Council chairwoman Cr Gretchen Robertson said having clarity around national freshwater policies was "crucial for Otago" and at present the council was stuck with an outdated plan. "On the suggestion that the council has 'weaponised' Te Mana o te Wai, I firmly reject the claim. "Te Mana o te Wai is embedded in current government regulation — we didn't invent it. "We simply do our job under the law and direction of the government of the day." Cr Tim Mepham said the government's "aversion to the influence of Māori culture within legislation" was evident in Mr McClay's statement. "If Te Mana O Te Wai had been referred to in English as 'the authority of water' and the principles were identified as maintaining healthy waterways and ensuring water was drinkable, then would he refer to it as an ideology?" Cr Elliot Weir said if the ministers truly believed the ORC was pushing ideology over common sense, it did not "bode well for where reforms to environmental policy [would] land." It was the delay in implementing the council's land and water plan that had "brought confusion", Cr Alan Somerville said. It was good to see progress on the reform of the Resource Management Act and freshwater management, Cr Lloyd McCall said. "A simplified targeted approach that avoids red tape, if done well, will enable landowners and the environment to work together for their mutual benefit." Cr Andrew Noone said the council had developed its land and water plan using Te Mana o Te Wai as a fundamental concept. "In a nutshell, the concept requires adherence to a hierarchy of obligations that prioritises the health and wellbeing of freshwater over human or commercial activities such as using or modifying a water body. "It's a very high bar to meet, in my view creating a wetland would be one of the few activities that would be consistent with the number one obligation or priority in [Te Mana o Te Wai]." Cr Michael Laws said the minister's criticism was "valid". "A number of councillors warned the ORC of the unnecessary cost and duplication of planning, but we were not heeded." Cr Gary Kelliher also "completely agreed" with the criticism. "ORC wants two things under the [shelved] draft plan, minimise resource use to the utmost, which of course then totally stymies any improvement to our economy, and secondly, for the minimal resources ORC was prepared to make available, primary sectors needed to reconsent almost continually, under very short consent durations and always at risk of losing the consent. "It's utterly ridiculous and I am very hopeful these new actions from government will result in clear messages to regional councils to back off and become more realistic in resource management." Council chief executive Richard Saunders said council staff welcomed the consultation. "We look forward to working with our councillors to participate in the consultation process as well as considering what the next steps will be in the development of Otago's long overdue land and water plan."
