DSWD: 3M boxes of family food packs prepositioned for possible storm
In line with this, the DSWD said it has prepositioned three million boxes of family food packs (FFPs), with over 360,000 non-food items, in the different hubs, spokes, and last miles across the country, in line with the directive of Secretary Rex Gatchalian.
'Following the order from the National Disaster Risk Reduction and Management Council (NDRRMC), DSWD's DRCC is now fully activated to monitor and prepare for any possible effects of the weather disturbance,' said Assistant Secretary Irene Dumlao of the DSWD's Disaster Response Management Group (DRMG).
Apart from the prepositioned relief items, response teams in the different DSWD Field Offices are on standby and in close coordination with the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), NDRRMC, and local government units (LGUs), according to the agency.
Even during the celebration of Eid'l Adha, the DSWD said its Quick Response Team (QRT) held a duty briefing and agency personnel continue their work to ensure that timely help will reach communities when needed.
'Our duty to serve does not pause for holidays. Gaya nga ng laging sinasabi ni Secretary Gatchalian, 365 days, hindi tumitigil ang disaster preparation ng DSWD. We remain on alert to make sure that our fellow Filipinos, especially the vulnerable, are safe and supported during times of uncertainty,' DSWD spokesperson Dumlao said.
The DSWD reminded the public to stay alert and monitor periodic announcements from local authorities.
PAGASA said early Saturday morning that there was still a "medium" chance for the LPA off the Catanduanes coast to develop into a tropical depression.
At 3 a.m., the LPA was located 240 kilometers east of Virac, Catanduanes, bringing cloudy skies with scattered rains and thunderstorms to the Bicol Region, Central Visayas, Eastern Visayas, Northern Mindanao, Caraga, Davao Region, Aurora, and Quezon.
The NDRRMC raised the Operations Center alert status to blue at 3 p.m. Friday in response to the said LPA.
According to a statement on Friday, NDRRMC is aiming to mitigate the impact of widespread rains, flooding, and rain-induced landslides caused by the LPA and the Southwest Monsoon.
All Regional and Local Disaster Risk Reduction and Management Councils (R/LDRRMCs), as well as OCD Regional Offices, have been instructed to implement their minimum preparedness checklists, which include the activation of several response teams, the preparation of emergency resources, and the establishment of communication systems.
Officials from the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Philippine Coast Guard (PCG), and Philippine National Police (PNP) will also be mandated to render duty for immediate response. —Ted Cordero/KG, GMA Integrated News

Ambuklao, Binga dams open gates amid Huaning, Habagat
The Ambuklao and Binga dams in Benguet opened one gate each on Monday amid the effects of Tropical Depression Huaning and the Southwest Monsoon (Habagat), according to state weather bureau PAGASA. In a hydrological situationer issued at 9 a.m., PAGASA said that the Ambuklao gate discharged 129.86 cubic meters per second (cms) of water as of 8 a.m. Its water level was recorded at 751.06 meters. PAGASA warned that Barangay Ambuklao, Bokod, Benguet will likely be affected. Meanwhile, the Binga gate discharged 148.55 cms of water while its water level was recorded at 574.61 meters. Barangays Dalupirip and Tinongdan, Itogon, Benguet may be affected, according to the bureau. 'Residents and the Local Disasters Risk Reduction and Management Councils concerned are advised to take the necessary precautionary measures,' PAGASA said. LPA inside PAR is now Tropical Depression Huaning
The low pressure area (LPA) inside the Philippine Area of Responsibility (PAR) has developed into a tropical depression at 2 a.m. on Monday and was named Huaning, PAGASA said. At 4 a.m., Huaning's center was estimated to be located at 520 km east northeast of Itbayat, Batanes, the weather bureau said in its 5 a.m. tropical cyclone bulletin. Huaning has maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1008 hPa. The tropical depression is moving north northwestward at 10 km/h. From Huaning's center, strong winds are extending outwards up to 270 km. No tropical cyclone wind signals (TCWS) were raised. "HUANING is unlikely to directly affect the country within the next 48 hours," PAGASA said. The Ilocos Region, Zambales, and Bataan however will have cloudy skies with scattered rains and thunderstorms on Monday due to trough or extension of Huaning. Flash floods or landslides may result due to moderate to at times heavy rains. Up to moderate seas (up to 2.0 m) will be experienced in the following areas on Monday: • the seaboards of Batanes; the northern and western seaboards of Babuyan Islands; the northwestern and western seaboards of Ilocos Norte; and the western seaboards of Ilocos Sur, Pangasinan, Zambales, Bataan, Occidental Mindoro, Lubang Island, and Palawan. "Mariners of motor bancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigating in these conditions," PAGASA said. Huaning is expected to move northward until Monday night then turn north northeastward on Tuesday early morning toward Ryukyu Islands in Japan. It is forecast to exit PAR between late Monday evening and Tuesday morning. PAGASA will issue the next tropical cyclone bulletin at 11 a.m. Habagat, localized thunderstorms Meanwhile, the Southwest Monsoon (Habagat) will bring partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Palawan. During severe thunderstorms, flash floods or landslides may occur. The rest of the country may experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. Flash floods or landslides may possibly result during severe thunderstorms. Coastal waters in the western section of Luzon will be moderate, then slight to moderate in the rest of the country. The low pressure area (LPA) inside the Philippine Area of Responsibility (PAR) has a 'medium' chance of developing into a tropical depression within the next 24 hours, PAGASA said Sunday afternoon. At 3 p.m., the LPA was located 585 kilometers east northeast of Itbayat, Batanes. For now, its trough is expected to affect the weather conditions of Ilocos Region, Apayao, Cagayan, Zambales, and Bataan, according to the state weather bureau's 4 p.m. weather forecast. Cloudy skies with scattered rains and thunderstorms will persist over Metro Manila, Cavite, Batangas, Occidental Mindoro, and Palawan due to the Southwest Monsoon (Habagat). Meanwhile, the rest of the country will see partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms.
