
Norms for reapportionment of teaching staff in State-run schools announced in A.P.
According to GO (MS. No. 21), including the 13,192 posts notified under the Mega DSC-2025 and reapportionment of teaching staff, it was observed that all the districts have working surplus posts of School Assistants (SAs) and Secondary Grade Teachers (SGTs) in certain managements. Also certain districts have vacant surplus posts, while some other districts have deficits of posts in some managements.
Accordingly, the Director of School Education submitted a proposal on conversion and creations of posts, which the government has approved. The government has given permission to the School Education department to convert 4706 School Assistant (SA) posts as Model Primary School Headmasters/School Assistants, to position working surplus SAs/SGTs and equivalent posts at the cluster-level to utilise their services as Cluster-Level Academic Teacher.
Permission has also been accorded to convert 615 posts i.e. SAs (517/SGTs (98) and equivalent posts to needy posts within the same management, to create 3228 posts viz., 397 Grade-II Head Masters, 2709 School Assistants and 122 Secondary Grade Teachers posts by suppressing vacant surplus posts (3980) within the management or inter-management and adjusting 1311 posts from HoD pool.
The department can also upgrade 779 Upper Primary Schools to that of High Schools, add 1902 vacant surplus posts in the districts (i.e. 362 School Assistants, 1540 Secondary Grade Teachers) in the cadre strength of the Director of School Education for future utilisation/allocation of these posts in case of deficit posts in any district.

HYDERABAD: As the state gears up for local body elections, the ruling Congress faces a dilemma over providing 42% reservations for Backward Classes (BCs). With key legislations still awaiting the Centre's approval, the party is expected to decide its course of action at an upcoming meeting of the Telangana Pradesh Congress Committee's (TPCC) Political Affairs Committee (PAC) — the party's top decision-making body in the state. The PAC meeting, likely to be convened before Independence Day, will deliberate on three key alternatives recently outlined by Chief Minister A Revanth Reddy. These include: waiting for the Centre's approval of the BC reservation Bills, issuing a Government Order (GO) to implement the quota temporarily, or bypassing legislative hurdles by allotting 42% of party tickets to BC candidates in the upcoming polls. TPCC president B Mahesh Kumar Goud, speaking informally to reporters at Gandhi Bhavan, confirmed that the PAC would discuss the matter and take a final decision in consultation with senior leaders. He also reiterated the party's confidence in sweeping the local polls. Claiming positive public response to his Janahita Padayatra — a statewide outreach programme during which he has been receiving applications for pensions, housing, and other welfare schemes — Goud said the initiative would resume after August 23, with both Chief Minister Revanth Reddy and Deputy Chief Minister Mallu Bhatti Vikramarka expected to join him occasionally. Goud criticised the BJP for what he described as the 'silence' of its BC leaders on the issue of reservations. 'The silence of BC leaders in the BJP, including Union Minister Bandi Sanjay and MPs Eatela Rajender and Dharmapuri Aravind, is a loss for BC communities,' he said. He further alleged that the BJP was attempting to sow discord within the Congress by portraying the demand for a BC chief minister as a threat to party unity. 'Only the Congress can make a BC leader chief minister,' he asserted, rejecting suggestions that such demands indicated disunity between him and Revanth Reddy. On the controversial remarks made by Congress MLA Komatireddy Rajgopal Reddy against the chief minister, Goud said the party's disciplinary committee would look into the matter.

A day after Delhi Assembly passed a bill to curb arbitrary fees hikes by private schools, chief minister Rekha Gupta on Friday assured parents that the Delhi government will ensure quality education for every child in the capital, pledging to make private schools more accessible while curbing arbitrary fee hikes. CM Rekha Gupta (X) Delhi Assembly passed the Delhi School Education (Fee Determination and Transparency in Regulation) Bill, 2025 on Friday. Gupta said the legislation would 'lay a new foundation of transparency, justice, and accountability' in the education sector and end years of unchecked practices by private schools. 'There are 1,733 private schools in Delhi. Nearly 300 of them were allotted land at concessional rates by the Delhi Development Authority (DDA), but most came up because previous governments failed to create enough quality government schools. Our aim is to ensure that children from all sections can study in these schools without their parents being crushed under excessive fees,' CM said. The Bill, she said, has been drafted after consultations with parents and education experts. It introduces parental veto powers over fee hikes, a three-tier grievance redressal mechanism, and fines ranging from ₹1 lakh to ₹10 lakh for violations — doubling if overcharged amounts are not refunded promptly. Schools will now have to justify fees based on location, facilities, expenditure, and quality of teaching. In a key provision, the Director of Education will get powers equivalent to a Sub-Divisional Magistrate, enabling them to freeze bank accounts and attach properties of schools found guilty of arbitrary fee increases. The rules will apply to all private schools in Delhi, not just those with DDA land, CM said. 'This Bill is a shield for the dreams of Delhi's children. We will remove the shadow of profiteering from education and ensure that no child is deprived of learning because of poverty. No one will be allowed to put a price on their aspirations,' CM said.

Delhi assembly ends 3rd session of 9th legislative assembly as three bills passed

The House passed the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, tabled by education minister Ashish Sood, and two GST amendment bills moved by chief minister Rekha Gupta. The education bill was debated over two days, with 24 members participating, before being passed by voice vote. The CM called it a 'landmark move to protect parents', while describing the GST amendments as measures to 'bring relief to thousands of traders'. The Delhi school education bill aimed at curbing 'arbitrary' fee hikes by private schools seeks to establish a long-term framework for protecting the interests of parents and students. Covering all 1,677 private unaided schools in the capital, it introduces a three-tier grievance redressal mechanism, mandates parental involvement in fee decisions, and prescribes penalties of up to ₹10 lakh for violations. The Delhi Goods and Services Tax (Amendment) Bill, 2025, according to Chief Minister Rekha Gupta, is designed to simplify tax administration, enhance compliance, and provide significant relief to businesses and taxpayers across the city. Gupta said the House also discussed Delhi's water crisis and the condition of several hospitals. He noted that no authentic evidence was presented by the Opposition during the debate. On his orders, the 'Phansi Ghar' was renamed 'Tiffin Kaksh' to restore the distorted history. Several key reports were tabled during the session, including the CAG's audit on construction workers' welfare, referred to the Public Accounts Committee, and the financial statements of the Delhi government and regulatory bodies. Gupta said the House had 'upheld transparency, accountability, and historical integrity' and reinforced its 'unwavering commitment to the people of Delhi and the values of the Constitution.'
