Calcutta Stock Exchange awaits Sebi decision on voluntary exit

Kolkata: Calcutta Stock Exchange (CSE) is waiting for a formal death sentence from market regulator Sebi. Established in 1908, CSE is the second oldest in India after BSE and one of the oldest stock exchanges in Asia.

, during a reply in RS on Tuesday, said Sebi was examining a proposal from CSE for voluntary exit as an exchange. This means CSE would cease to exist as a stock exchange once the die is cast by Sebi.
Chaudhary, replying to a question by Bengal BJP MP Samik Bhattacharya, said: "On Feb 18, 2025, CSE submitted a proposal for voluntary exit as a stock exchange under Sebi-prescribed Exit Policy for Stock Exchanges.
The proposal is currently under examination."

Sources close to the development said that the beleaguered exchange had no options left. It had tried to float a clearing corporation to remain as a stock exchange and, for this, it wanted to sell a land parcel off EM Bypass for Rs 253 crore. But it did not get the requisite approvals.
Incidentally, at one point in time between 1997 and 2000, CSE's daily turnover used to surpass BSE's on many days.

"We can recount many such days when CSE's volume was only second to NSE's," said a former broker of CSE who is now enlisted in NSE.
According to old-timers in CSE, the exchange used to clock an average daily volume of Rs 1,000 crore until mid-2001. "In one day in 2000, CSE booked a volume of Rs 2,000 crore," said a broker.
The number of listed companies in CSE until 2005 was more than 4,000, which at that point was more than NSE's and almost equal to BSE's.
Trading has been closed in CSE since 2013.
The trading volume for the last financial year, 2012-13, was Rs 9,500 crore.
Sebi, in view of non-compliance by CSE over applicable regulatory requirements and its exit circular dated May 30, 2012, initiated compulsory exit proceedings against the exchange in May 2015, Chaudhary added. In response, CSE filed writ petitions in Calcutta High Court challenging Sebi's action.
"After a prolonged litigation, the Calcutta HC, by its order dated Feb 19, 2024, granted CSE a period of six months to either establish a clearing corporation or tie up with an existing one, in compliance with the Securities Contracts (regulation) (stock exchanges and clearing corporations) Regulations, 2018, failing which Sebi would be free to proceed in accordance with law," he added.

The decline was even sharper on a sequential basis, plunging 54%.The company had reported a profit after tax (PAT) of Rs 84 crore in Q1FY25 and Rs 145 crore in Q4FY25 and the numbers are attributable to the owners of the company's revenue from operations increased 14% to 1,504 crore in the quarter under review while falling 21% on a sequential basis. Paisalo Digital shares were in focus during Friday's trading session following the board of directors' approval for the issuance of Non-Convertible Debentures (NCDs) valued at ₹ 34 crore. These NCDs will possess a face value of ₹ 1 lakh each and feature a coupon rate of 9.75% that will be paid quarterly, with a duration of 36 months. The company indicated in an exchange filing that the NCDs will be backed by a first ranking pari-passu charge on specific loan receivables ('Hypothecated Receivables'), ensuring that the security's value remains equal to 1.10 times (One Decimal One Zero times) the total principal amount outstanding of the NCDs at all times. As per the latest available shareholding data for the June 2025 quarter, Life Insurance Corporation of India (LIC) owns a 1.12 % stake in Paisalo Digital. This stake translates to 77,59,511 equity shares of Paisalo Digital. Additionally, SBI Life Insurance holds a larger 8.96 % stake in Paisalo Digital. Paisalo Digital, on July 21, reported a 13.5% increase in its net profit, reaching ₹ 47 crore for the first quarter of FY26, compared to ₹ 41.5 crore during the same quarter last year. The company also experienced a 17.2% year-on-year growth in total income, amounting to ₹ 218.71 crore, up from ₹ 186.55 crore in Q1FY25. Interest income rose by 21.7% to ₹ 200.88 crore, compared to the previous year's figure of ₹ 165.09 crore. However, there was a slight decrease in fee and commission income, which fell to ₹ 17.37 crore from ₹ 20.06 crore. Paisalo Digital share price today opened at ₹ 30.71 apiece on the BSE, the stock touched an intraday high of ₹ 30.91 per share, and an intraday low of ₹ 30.42 per share. According to Rajesh Bhosale, Equity Technical and Derivative Analyst at Angel One, Paisalo Digital share price has seen no major traction and continues to trade flat. For the past four months, the 29.5 to 30 zone has acted as a strong base. On the flip side, 34 is the key resistance, followed by 36. A sustained move beyond 36 is needed to trigger positive momentum.
