On June 3, I resigned from the position of trustee for Zone 9 (Capital and Alta Vista) at the Ottawa-Carleton District School Board. 'If you resign, please tell people why. Don't just leave,' said a fellow trustee.

So here I am. This is the story of my three years as a trustee. It is a cautionary tale about the ways in which public school boards in Canada are under siege.

Following my medical advocacy during the pandemic, I was approached by neighbours in July 2022 to run as a trustee in Ottawa. As a progressive voice in the community, I was tasked by my constituents with the responsibility to keep social justice issues on the agenda, and to advocate for academic supports for students with disabilities, neurodiverse students, 2SLGBTQ students, Indigenous and racialized students.

School board trustee is a part-time position with hundreds of hours of work, board or committee meetings, sometimes twice a week, 6 p.m. to 10:30 p.m. It comes with a $17,000 salary, no support staff, a flood of emails from angry constituents and very little political esteem. It is nevertheless an important position. Trustees develop strategic plans, shape elementary and secondary school programs, oversee budgets (for the OCDSB, more than $1 billion), and develop and revise policies that affect every student and educator in the school district. Most trustees have no background in education, economics, urban planning, management, policy analysis or disability.

Sadly, school boards are also particularly vulnerable to political manipulation. In the United States, there is a well-established pattern of MAGA-inspired takeovers of school boards by people whose agendas include banning books, removing topics such as sexuality, gender identity and sex ed from curriculum, and even erasing the science of evolution. In Ontario and across Canada, this is a very difficult time, in general, to run a Board of Education, with chronic underfunding from the ministry, staff shortages, over-crowding of classrooms, unprecedented dysregulation of students, and the concomitant challenge of increasingly radicalized groups that seek to influence us through an avalanche of emails, petitions and disruptions of our board rooms and schools.

Article content Sean Fraser — the federal Liberals' supposed master communicator who did a bad job as immigration minister, and then a bad job as housing minister, and then said he wasn't running again to spend time with his family, and then opportunistically changed his mind and was rewarded with the justice and attorney general portfolio — laid his first dog's egg of the Mark Carney era this week. Article content Article content Fraser said Indigenous groups don't have a 'complete veto' over natural-resource projects or any other government decisions — but that wasn't the turd in question, because it was absolutely true. Article content Article content The turd came later, apparently after getting his ears boxed by Assembly of First Nations National Chief Cindy Woodhouse: Fraser disavowed his entirely truthful statement. Article content 'I think even accepting the premise of the question that was put to me (about a 'veto') really made people feel like there may be an attempt by the government to work unilaterally, not in partnership (with First Nations),' Fraser told reporters in a public apology. Article content 'Despite innocent intentions, I think my comments actually caused hurt and potentially eroded a very precarious trust that has been built up over many years to respect the rights of Indigenous people in this country,' he said. Article content Article content Coming up on 500 years since Jacques Cartier first set foot here and named it Canada, and 150-plus years after the Crown concluded the first treaties with First Nations, and with President Donald Trump suddenly bringing our crippling dependence on the United States into very sharp focus, if we can't even speak the plain truth to each other in plain language, we might be in even bigger trouble than we realized. Article content Article content But I think we can speak the plain truth to each other in plain language, so long as we rightly marginalize fringe and unreasonable voices. While apologizing for speaking the truth, Fraser also accurately pointed to 'a frankly dangerous trope that paints a false picture of Indigenous peoples as being anti-development.' Article content The 2021 Census recorded 1.8 million Indigenous Canadians — five per cent of the Canadian population, give or take. No one would ascribe monolithic opinions like 'supports/doesn't support resource development' to any other ethnic five per cent of the Canadian population. Yet most Canadian media reliably frame these issues as 'First Nations versus the colonialist menace.'

THE CANADIAN PRESS/Sean Kilpatrick OTTAWA — The American ambassador to Canada is pushing back on Ottawa's travel advice, saying his country doesn't search phones at the border and arguing some Americans travelling here are having a tough time. 'We welcome Canadians to come in and invest, to spend their hard-earned Canadian dollars at U.S. businesses,' U.S. Ambassador Pete Hoekstra told The Canadian Press in an interview Friday. 'If a Canadian has had a disappointing experience coming into the United States, I'm not denying that it happened, but I'm saying it's an isolated event and it is not a pattern.' In April, Ottawa updated its advice to Canadians travelling to the United States to warn them about the possibility they might be detained if denied entry. 'Expect scrutiny at ports of entry, including of electronic devices,' reads the new guidance. There have been reports of Canadians facing intensified scrutiny at the border, having phones searched and, in some cases, being detained. Hoekstra insisted concerns about device searches are not grounded in reality. 'Coming to the U.S., that's a decision for the Canadians to make. Searching devices and all of that is not a well-founded fear. We don't do that. America is a welcoming place,' he said. He said some Americans have expressed similar concerns about Canada. 'I've heard that from Americans coming into Canada as well, OK? Saying, 'You know, we've not received a warm reception when we've gotten to Canadian customs,'' he said. When asked if these reports from American travellers involve arbitrary phone searches and lengthy detainment, Hoekstra said there are consular cases of Americans complaining to the embassy about the Canada Border Services Agency. 'We've said, 'OK this may have been an isolated event. There may have been a Canadian border person who was having a bad day, and thought they'd take it out on, you know, somebody across the border,'' he said. In a statement, the CBSA said its officers follow a code of conduct and the federal ethics code that both require them to treat everyone equally, and the agency investigates any complaints of mistreatment. 'Employees are expected to conduct themselves in a way that upholds the values of integrity, respect and professionalism at all times,' wrote spokeswoman Karine Martel. 'Treating people with respect, dignity and fairness is fundamental to our border services officers' relationship with the public and a key part of this is serving all travellers in a non-discriminatory way.' Hoekstra said travel to the U.S. is up to individuals. 'If you decide that you're not going to come down or whatever, that's your decision and you're missing an opportunity. There are great things to see in America,' Hoekstra said. He also noted the case of CNN journalist Christiane Amanpour, who recently said she prepared to visit the U.S. last month as if she was 'going to North Korea' — with a 'burner phone' that didn't carry any personal information — only to experience a warm welcome. 'It's like, (let's) get past the rhetoric and let's look at the real experiences that people are having here,' Hoekstra said. Airlines have been cutting flights between Canada and the U.S. due to a slump in demand, and Flight Centre Travel Group Canada reported a nearly 40 per cent drop in flights between the two countries year-over-year in February. A survey in early May conducted by Leger Marketing for the Association for Canadian Studies found 52 per cent of respondents feel that 'it is no longer safe for all Canadians travelling to the United States,' with 29 per cent disagreeing and 19 per cent saying they were unsure. Roughly the same proportion said they personally feel unwelcome in the U.S. LGBTQ2S+ groups have opted against attending World Pride events in Washington and United Nations events in New York, citing scrutiny at the border as the Trump administration scales back protections for transgender and nonbinary people.
