A new initiative selling real estate to Egyptian expatriates in dollars could lead to an increase in luxury housing
The Ministry of Housing, Utilities, and Urban Communities is allowing reservations to be made for 5,055 houses and villas offered under the 'Your Home in Egypt' initiative targeting Egyptian expats.
The units are distributed across 12 projects owned by the New Urban Communities Authority and are on offer from 24 February to 20 March.
They represent the government's stake in high-end real-estate developments in prime locations nationwide, including Madinaty in New Cairo and New Alamein on the North Coast. When land is sold to private real-estate developers, the latter pay part of the price in the form of an agreed number of units that will be owned by the government.
The 'Your Home in Egypt' initiative was launched in collaboration with the Foreign Ministry's Department of Immigration and Expatriate Affairs to address the growing demand among Egyptians abroad for residential units in some of Egypt's most prestigious real-estate developments.
The value of the units is to be paid in dollars, a factor that helps to secure an influx of foreign exchange.
According to the initiative's website, 'the Ministry of Housing has selected the most lucrative investment locations for these projects, with units set for immediate delivery by the end of 2025. The units are situated in New Alamein, the New Administrative Capital, New Mansoura, 6 October city, October Gardens, Sheikh Zayed, Sour Magra Al-Oyoun, New Cairo, and New Obour.'
Interested buyers can pay for the units in different ways, including in installments over ten years. Cash payments enjoy a seven per cent discount.
Prices per metre range from LE19,000 ($1,145) in Valley Towers in October Gardens to LE91,000 ($3,750) in Alamein Beach Towers. Down payments are set at $5,000, while villas require a down payment of $9,000.
The high prices have come as a surprise to some, with questions being asked about whether the Ministry of Housing and the New Urban Communities Authority should yield to market pressures and reduce prices or maintain them on their current course, pushing up the curve of per metre prices in other projects not included in the initiative.
Osama Saadeddin, director of the Real Estate Development Chamber at the Federation of Egyptian Industries, said the government in most cases offers middle- and lower-middle-income housing at reduced prices, foregoing profit margins.
This necessitates the search for compensation from profits generated by high-end real-estate projects, he said. These are then used to fund housing projects for less-privileged segments of the population.
Housing ministries internationally tend to invest in areas where private developers may hesitate to do so. The state sets high price benchmarks in such areas in order to establish a pricing structure that developers follow when entering these markets, Saadeddin said.
The state operates according to an urban-development vision, complete with pricing policies and land offerings, and works alongside private developers without imposing additional burdens on the national budget, he added.
Mohamed Magdi, an investment research manager at Al-Ahly Sabbour, said that as a real-estate developer, the state can implement projects at any price level it thinks appropriate, leveraging economies of scale and its ability to navigate market challenges.
The Ministry of Housing has opted for high prices in its latest offering in order to uphold the stability of the real-estate sector, he said. Had the ministry and authority chosen to offer units in prime locations at half the price set by private developers, they could have done so. The state's strategy is to preserve the sector amid rapid economic fluctuations, he added.
In the case of the 'Your Home in Egypt' initiative, Magdi said that the state is targeting a segment seeking luxury housing, using supply and demand dynamics. This allows potential buyers to explore private-sector alternatives should they find the government's offers unsuitable.
Maged Abdel-Azim, a professor of economics and a real-estate expert, said it is unlikely that the state will reduce the prices in this latest initiative in response to market pressures because of increases in the prices of construction materials, finishing costs, and wages.
The state's housing initiatives, for Egyptians both at home and abroad, are a crucial element of its role in the real-estate sector. Because it provides middle- and lower-middle-income housing at subsidised rates, it cannot be expected to lower prices in the luxury housing segment, Abdel-Azim said.
Because of the state's growing expertise in managing such initiatives, it can recalibrate its pricing and payment structures, as was the case in previous housing projects such as Beit Al-Watan and in the initiative facilitating car purchases for Egyptians abroad, aligning with market demand and the needs of targeted buyers.
Beit Al-Watan was launched in 2012 to sell land to Egyptians abroad in dollars in order to compensate for the decline in foreign currency resources following the 25 January Revolution. The initiative attracted a good deal of interest, and the government is currently offering land as part of its 10th phase.

The Cairo-based technology R&D firm is leading a bold new initiative called 1 Million Minds, a movement designed not to fund the next startup, but to foster the next inventor. It's not just a branding distinction. It's a philosophy. 'Entrepreneurs are already being supported in Egypt. What we've never properly invested in are the inventors,' says Yoeil Ashraf, founder and CEO of Progressio. 'Those who build new things. Those who innovate at the core product level. 1 Million Minds is here to change that.' A Movement, Not a Center At its heart, 1 Million Minds isn't a campaign, an incubator, or even a government program. It's a national movement—founded and spearheaded by Progressio—meant to embed invention, R&D, and intellectual property into the cultural and economic DNA of Egypt. Rather than chase venture funding or quick exits, OMM is focused on long-term impact. It's building public platforms, storytelling pipelines, educational programs, and incentive models that bring inventors out of the shadows and into the center of national development. Its founding belief is simple: if inventors are supported—technically, financially, and emotionally—they will build the products that solve Egypt's biggest problems, and ultimately fuel unprecedented economic growth. Why Inventors, Why Now? Egypt has no shortage of bright minds. But without visibility, protection, or infrastructure, most innovations never make it past the prototype stage. 'We're not short on talent,' Yoeil says. 'We're short on systems that recognize and reward invention.' Progressio sees a gap in how innovation is defined and supported. Entrepreneurs are coached to pitch and scale, but inventors—those working in materials science, med-tech, food engineering, and software IP—often lack access to legal frameworks, commercialization support, or even cultural recognition. OMM's goal is to flip that script. The KPIs of a Movement This isn't about inspiration alone. 1 Million Minds is built on measurable inflection points. Progressio has identified three historic benchmarks it's working toward: 1. The first Egyptian millionaire inventor, through royalties generated from licensed IP 2. The first startup to secure investment or acquisition based on intellectual property alone 3. The first corporate R&D investment into a locally developed invention These aren't hypotheticals. Progressio is building the support systems—legal, educational, media, and financial—to make them real. A Parallel Track: The NCTC While 1 Million Minds takes the cultural and community lead, another Progressio-led initiative will provide the technical backbone. Launching in mid-2025, the National Center for Technology Commercialization (NCTC) is a separate but complementary project. Designed as a national platform for tech transfer and commercialization, the NCTC will focus on IP protection, licensing support, startup assistance, and industry collaboration—particularly in sectors like agriculture, energy, healthcare, and IT. The NCTC is where invention will be translated into viable business. 1 Million Minds is where invention becomes a national cause. Fixing the Chain, Fueling the Future Skeptics may ask whether a country can really build an innovation economy on invention alone. Progressio's bet is that it can—if invention is supported systemically, not sporadically. And in a region where innovation is often imported or licensed in, OMM offers a different thesis: that Egypt has the raw intellectual firepower to lead, not just follow, and that if that power is unlocked at scale, the results won't just be social—they'll be seismic. 'This isn't a campaign,' Yoeil says. 'It's a new foundation for how we grow.'

How Egypt is managing energy deficit in a sweltering summer? - Energy

As soaring summer temperatures put unprecedented strain on Egypt's power grid, the country grapples with a widening chasm between natural gas production and consumption. With daily output declining and demand surging, particularly for electricity generation, energy security has emerged as a critical national concern. While some reports warn of a looming crisis, new developments suggest Egypt is not passively enduring the pressure. Instead, the government is pursuing a multi-pronged approach: importing liquefied natural gas (LNG), reactivating emergency fuel sources such as mazut, negotiating with key partners like Israel, and accelerating long-term investments in renewable energy and international contracts. Egypt faces an apparent shortfall in its natural gas balance, with daily production dropping to around 4.5 billion cubic feet, against consumption of approximately 6 billion. This discrepancy places the system under increasing strain, particularly during peak summer demand. Speaking to Ahram Online, Gamal Al-Qalyoubi, Professor of Petroleum and Energy Engineering, clarified that 'the actual rate of gas production decline does not exceed 1.7 billion cubic feet per day,' stressing that the frequently cited 3 billion cubic feet gap is 'exaggerated and not an accurate reflection of reality.' Alternative plans to secure supplies To address the shortfall, the government activated an emergency plan that includes bringing in three LNG regasification vessels and a ship docked at Aqaba Port, which will be shared alternately between Egypt and Jordan. However, Medhat Youssef, former Vice President of the Petroleum Authority, believes the crisis is 'not fully resolved yet, as the fourth vessel has not arrived, and one ship has not been operating at full capacity, leading to power outages during the heatwave, particularly in rural areas.' Despite these challenges, the national electricity grid has not collapsed and has largely maintained performance under record loads. Al-Qalyoubi affirms: 'What occurred should not be considered scheduled outages, but rather limited technical failures due to the heatwave,' adding that outages in some areas did not exceed 15 minutes and praising the grid's ability to handle a daily load of 40,000 megawatts. Fuel oil returns—at a cost During periods of peak demand, the government resorts to using fuel oil (mazut) as an alternative for electricity generation. Youssef notes that this policy is not new: Egypt previously earned around $8.5 billion from gas exports by substituting gas with mazut for domestic use, capitalising on the significant price difference ($50 for exported gas versus $16 for imported mazut). Official sources report a temporary halt in gas supplies from Israel, attributed to maintenance at the Leviathan and Tamar fields. However, the implications are broader, touching on market balance and trade agreements. Al-Qalyoubi comments: 'The Egyptian market remains the primary strategic partner for Israeli gas, receiving 800 million cubic feet per day, compared to just 250 million for the Jordanian market. Any talk of price changes is technically illogical, since the contracts are binding.' Youssef, however, believes that 'the agreements may grant Israel some flexibility to renegotiate prices if Egypt increases its demand—a natural occurrence in any market.' Zohr field decline: natural, not technical The sharp decline in production from the Zohr field is a key factor in the current crisis, with output falling from 3.8 to 1.8 billion cubic feet per day. Al-Qalyoubi explains: 'The decline is due to reduced fertility of geological layers—a natural development in any field's lifecycle, not a technical failure.' He pointed to intensified exploration efforts in promising areas such as the Red Sea and the western Mediterranean, with major companies like Chevron and ExxonMobil expected to enter in 2025. Long-term contracts as a strategic hedge In light of global gas market volatility, Egypt has moved toward signing long-term import contracts with countries including Qatar, Russia, and Algeria. These agreements offer greater security in supply and pricing. Al-Qalyoubi states: 'For the first time, Egypt is adopting this type of contract, which is a highly important step that spares us from emergency tenders and negotiating under pressure.' He adds that flexible financing mechanisms are in place to reduce strain on the national budget. Youssef commends this approach: 'Major countries like China and Japan follow the same model. Extended contracts protect against price fluctuations and enhance market stability.' Despite the advantages, the state faces real challenges securing liquidity to fund imports, particularly amid rising global interest rates. Youssef reveals: 'The government is currently deferring payment for some shipments. This provides temporary flexibility but increases financial burdens in the long term.' Renewables: a long-term hope Egypt plans to expand its renewable energy portfolio, focusing particularly on wind and solar, to reduce its reliance on natural gas for electricity. Al-Qalyoubi affirms: 'The goal is to produce 28,000 megawatts from wind and 11,000 from solar within four years, reserving gas for industrial use instead of burning it for power generation.' Youssef, however, remains cautious: 'Renewables currently account for no more than 10 percent of our needs, while gas covers roughly 90 percent of the power mix. Even after nuclear plants come online, gas will remain the primary source for years to come.' Transitional strain, not total crisis Despite the pressure of summer demand and declining production, both experts agree that Egypt is not on the brink of collapse, but is navigating a transitional phase requiring swift exploration, expanded contracts, and precise demand management. 'We are not living through a sudden energy crisis, but a transitional period being managed with realistic plans,' concludes Al-Qalyoubi.
