Sabah sets new scuba diving SOPs to boost safety

KOTA KINABALU (June 12): The Sabah Ministry of Tourism, Culture and Environment (KePKAS) has officially introduced a new set of safety standard operating procedures (SOPs) for scuba diving activities in the state, marking a significant step toward strengthening sustainable and responsible tourism in preparation for Visit Malaysia Year 2026.
President of the Sabah Dive Squad Club (also known as Deus Diving Club), Sim Fui, welcomed the move, describing it as both timely and essential for enhancing diver safety and supporting the growth of Sabah's tourism sector.
'Sabah is world-renowned for its diving spots — from Kota Kinabalu, Sepanggar, and Kota Belud to Kudat, Lahad Datu, and Semporna.
According to the Sabah Fisheries Department, scuba diving has contributed over RM500 million to the state's revenue, which is a substantial boost to the economy,' said Sim.
He noted that recent diving-related incidents, particularly those involving international tourists, have highlighted the need for stricter safety compliance.
'Strengthening SOP compliance is crucial to maintaining Sabah's reputation as a premier diving destination,' he said.
The club recently paid a courtesy visit to KePKAS Permanent Secretary Datuk Josie Lai, who stressed the importance of full adherence to the new SOPs.
The ministry plans to publicly release the SOPs soon and has welcomed support from industry players in promoting awareness and implementation.
As part of their efforts, the Sabah Dive Squad Club will organize a safety and medical talk for its members on July 20, aimed at reinforcing best practices and raising safety awareness among divers and operators.
The initiative follows several recent diver fatalities, some of which were linked to negligence.
'We are fully committed to working with KePKAS and will incorporate the new SOPs into our upcoming safety talk,' Sim added. 'Engaging dive operators and tourism professionals is key to reducing accidents.'
The club urges all dive professionals, tourism operators and recreational divers to participate in the event and stay informed on the latest safety protocols.

KUALA LUMPUR: Time Dotcom Bhd's retail broadband segment has become its largest revenue contributor, making up 38 per cent of the company's total earnings, Hong Leong Investment Bank (HLIB) said. As of end-2024, Time's fibre network had reached 1.77 million premises, representing 20 per cent of nationwide coverage, and was serving 479,000 active subscribers, with an average monthly revenue per user (ARPU) of RM115. "This figure puts Time in the number three market position with a 10 per cent share. "The strength of Times's retail franchise is best demonstrated by its ability to generate net adds in line with, or ahead of, its peers despite more limited coverage," it said. According to HLIB, the company aims to grow its presence by connecting 200,000 to 300,000 new premises each year, with a growing emphasis on single-dwelling units, which now make up half of all new network deployments. This strategy is expected to support strong net subscriber growth and keep the company ahead of the industry's expansion rate. HLIB also noted that reliable connectivity continues to be essential for the enterprise market. "As such, Time market share has room for growth as it continues to expand its network coverage. "For instance, it has recently secured a government contract to connect public universities across the country, which somewhat serves as a validation that its network coverage is catching up to Telekom Malaysia Bhd," it adds. HLIB noted that although Time's newly launched solar segment currently contributes less than one per cent to revenue, it is intended to create a stable, utility-like recurring income stream. Management estimates the existing target market consists of about 300,000 households with monthly electricity bills over RM500, a figure that could potentially grow to 1 million homes if government energy subsidies are scaled back in the future. HLIB has reiterated its 'Hold' call on the company with an unchanged target price of RM4.98. "We like Time, as its retail segment is gaining momentum on the back of network reach expansion and undisputed high-value products. "Its wholesale and enterprise segments are also benefiting from rising demand for data centres, cloud computing, and IT outsourcing," it adds.

KUALA LUMPUR, June 12 (Bernama) -- The infrastructure upgrade at the Forest Research Institute Malaysia (FRIM) in Kepong, including the reconstruction of a 12-metre suspension bridge, is expected to enhance its ecotourism appeal ahead of Visit Malaysia Year 2026 (VMY2026). FRIM director-general Datuk Dr Ismail Parlan said the project includes reconstructing the bridge using durable hardwood and support cables with safety 'u-clip' netting, as well as installing an informational map panel in the Borneo Plot near the Sungai Kroh picnic area. He said the initiative was carried out in collaboration with the government and corporate partners, including Hibiscus Petroleum Berhad, which contributed RM96,000 through its corporate social responsibility (CSR) programme to enhance FRIM's ecotourism facilities. 'This effort extends beyond just infrastructure enhancement. It demonstrates a strong corporate commitment to long-term environmental and biodiversity conservation,' he told reporters after visiting the site today. Present were Hibiscus Petroleum Berhad Corporate Finance head Joyce Vasudevan and Corporate Development vice president Lily Ling. Ismail said the Borneo Plot is one of FRIM's unique attractions, featuring forest species native to Borneo, which is renowned for its tropical biodiversity, including kapur baji (Dryobalanops lanceolata) and engkabang (Rubroshorea macrophylla). Established as a research site, the Borneo Plot also serves as an outdoor learning space for students and visitors, as well as a conservation area for endangered species. He said FRIM has evolved from being a research and innovation centre into a hub for nature-based tourism and environmental education, drawing both local and international visitors. As such, he said that FRIM will work closely with the Tourism, Arts and Culture Ministry to make early preparations for VMY2026.

Judge Musli Ab Hamid imposed the fine after the company's representative pleaded guilty to a charge under Section 4(1) of the Private Healthcare Facilities and Services Act 1998, punishable under Section 5(1)(b) of the same Act, which provides for a fine not exceeding RM500,000 upon conviction. In passing the sentence, the court allowed for the fine to be settled in six monthly instalment payments of RM25,000 each, starting from this month. The judge also fixed Dec 17, 2025 for another mention date for the prosecution to monitor the instalment payments. According to the charge, the company was operating a private clinic without a licence under Section 27 of the Private Healthcare Facilities and Services Act 1998. The offence was committed at the company's premises at Jalan Laksamana Cheng Ho here at around 11am on Aug 23, 2023. Based on the facts of the case, the Private Medical Practice Control Section of the Sarawak Health Department raided the premises on suspicion of operating as an unregistered private medical clinic. During the inspection, a man representing the company, who was also the attending medical practitioner, failed to produce the clinic's certificate of registration when requested by enforcement officers. Several documents and equipment believed to have been used in the clinic's operations were also seized as evidence.
