LONDON - British Prime Minister Keir Starmer and Canadian Prime Minister Mark Carney agreed that peace in Ukraine must be built with Kyiv and not imposed upon it, a Downing Street spokesperson said on Monday.
The two leaders welcomed continued international diplomacy, led by U.S. President Donald Trump, "to bring peace and agreed that this must be built with Ukraine - not imposed upon it.
"Both leaders underscored that Ukraine's future must be one of freedom, sovereignty, and self-determination," the spokesperson said.
The statement came as Trump is due to meet with Russian President Vladimir Putin on Friday in Alaska. REUTERS

Vance has mixed work with leisure while in Britain, staying first with foreign minister David Lammy at the Chevening estate in Kent - where the two held a formal bilateral meeting after a spot of fishing - before moving on to the hamlet of Dean in Oxfordshire, in the picturesque Cotswolds. On Tuesday, several dozen people, including activists from the Stop Trump Coalition, gathered in the nearby town of Charlbury to stage what they called a "Not Welcome Party". They posed with cake and signs including pro-Palestinian slogans and messages saying "Go Home." A van showing an unflattering manipulated image of a bald Vance drove around Charlbury. "We want to show our feelings, hopefully some of it will get through to Vance and the American press and to Ukraine, so people know what we stand for," said Brian Murray, 65, a retired tour guide. "The fact he is in our backyard gives us a great opportunity to have our voices heard." Vance will meet on Tuesday evening with Robert Jenrick, a source in the opposition Conservative Party said. Jenrick was runner-up in the Conservative leadership contest last year, and is widely considered next in line for the job if it becomes available. Around Charlbury, motorcades roared along the narrow country lanes and cordons blocked off roads to Dean, rendering it inaccessible. While Tuesday's protest was unlikely to disrupt the vice president's trip, for some locals, Vance's politics and the disruption were too much to swallow. "It's a massive intrusion and it's not just the fact our lives are disrupted but it's who he is," said Jonathan Mazower, the head of communications for NGO Survival International, who owns one of Dean's 15 homes. REUTERS/Jean Feguens Regala/File Photo The United Nations' Haiti appeal for 2025 has received the lowest funding of any response plan worldwide, the organization's humanitarian coordinator for the Caribbean nation said on Tuesday, as armed gangs continue to paralyze transport routes and fuel hunger. This year's humanitarian response plan aims to raise over $900 million, mainly from U.N. member countries, but is just 9.2% funded, the coordinator, Ulrika Richardson, said in a briefing marked "the lowest level of funding for any response plan in the world." Ukraine's $2.63-billion appeal for this year is by comparison 38% funded, according to U.N. financial tracking data, while a $4-billion flash appeal for the Palestinian territories received $890 million, or 22% of its target. "We have tools, but the response from the international community is just not at par with the gravity on the ground," Richardson said. More than 3,100 people have been killed this year in a conflict with heavily armed gangs that has pushed more than half the population into food insecurity and around 1.3 million from their homes. More than 8,000 people living in makeshift camps face famine-level hunger. A partially-deployed U.N.-backed force led by Kenya and based on voluntary contributions, deployed a year ago but has had little effect in helping a cash-strapped police force reclaim territories. REUTERS/Karen Toro QUITO - Ecuadorean President Daniel Noboa on Tuesday led a march against a decision by the constitutional court to temporarily suspend provisions in recently-passed security laws, in what critics have said is an attempt to curtail judicial independence. Noboa has said the march was intended to preserve vital efforts to combat crime gangs, but detractors say he is interfering with judicial independence and trying to pressure judges to accept all his government's reforms. The court backed the suspensions after rights groups argued the measures, including immunity for security force members investigated for misconduct, a provision obliging telephone service providers to hand over certain information and changes to banking cooperatives could conflict with citizens' rights. "We are here to seek justice and to seek peace, we are not here to run over anyone, we follow the mandate of the people," said Noboa, speaking into a megaphone at the march. Noboa's National Democratic Action party controls the legislature, where the three laws containing the provisions were approved in June. One billboard along the route featured the names and photos of the nine justices in the constitutional court with the text: "These are the judges who are stealing our peace. Ecuador's constitution prevents supreme court justices from speaking publicly about cases before them. The signage increases security risks for the judges and directly affects the court's independence, the court said in a statement, also decrying changes to security provisions for its headquarters on Tuesday, which marchers passed yelling "out corrupt judges!". Debate on the suspended measures should take place at public hearings scheduled to begin next week, the court added. A United Nations special rapporteur for justice, Margaret Satterthwaite, has expressed concern the court could be pressured by other powers in Ecuador and said judges must be free to work without threats. Noboa has deployed the army on the streets in a bid to curb violence, while pushing measures like increased sentences for drug trafficking. REUTERS
