Fiscal reform to balance fiscal sustainability, social equity - Treasury Sec-Gen

KUALA LUMPUR: The government's fiscal reform initiatives, including expanding the Sales and Services Tax (SST) scope and rationalising electricity and diesel subsidies, are aimed at ensuring fiscal sustainability while protecting lower-income groups and essential sectors.
Treasury secretary-general Datuk Johan Mahmood Merican said one of the key fiscal reform elements is the Fiscal Responsibility Act, which aims to reduce the government's fiscal deficit to 3.8 per cent of the gross domestic product (GDP) in 2025 and further to 3.0 per cent by 2028.
He said that what has gained some attention in recent weeks is the SST, and the idea is to approach it in a more targeted manner, which Prime Minister Datuk Seri Anwar Ibrahim said reflects the spirit of social protection.
'How do we then try to approach it more progressively? It is the government that needs to provide additional funding.
'We need to increase our tax base as our tax-to-GDP (ratio) is about 12.5 per cent, which is amongst the lowest in this region,' he said during a session titled 'Social Safety Nets: Securing the Future' at the Sasana Symposium 2025, hosted by Bank Negara Malaysia today.
Johan said there is room to increase the tax base for the sustainability of expenditure, as well as growing demands for social protection and basic infrastructure.
Thus, he said there is a need to increase the tax base in a progressive manner, where the government must ensure that basic daily goods are not subject to higher SST.
He also noted that from an equity standpoint, it appears highly counterintuitive to allocate the same amount of assistance to both low-income and high-income individuals.
As such, the government typically adopts a more targeted approach as part of its broader reform agenda to ensure that aid reaches those who need it most.
He noted that the government allocated RM10 billion for Sumbangan Tunai Rahmah (STR) in 2024, and this year, the allocation has increased to RM13 billion, which also includes another aid assistance programme called Sumbangan Asas Rahmah (SARA).
Meanwhile, he stated that while a progressive wealth tax is intellectually appealing and aligned with Islamic principles such as zakat, it presents major challenges in terms of administration, enforcement, and data availability.
He explained that income and consumption taxes are easier to manage due to the regular and traceable transactions, whereas wealth is harder to assess and value.
'I mean, it is very Islamic because zakat, in a sense, is based on wealth. But I think the real challenge -- and it is not just a Malaysian issue but also a global issue -- is that it is quite challenging to administer a wealth tax compared to an income tax,' he added.

But what is certain is that we will have the general election — whether sooner or later, it must take place,' he said. Hajiji who is also president of Gabungan Rakyat Sabah (GRS), urged the public to be patient, assuring that the time will come when the mandate will be returned to the people to choose their next government. 'Just wait,' he said when asked about the potential dissolution of the Sabah State Assembly, following his visit to fire victims at Dewan Sri Putatan on Wednesday. Hajiji also confirmed that preliminary discussions had taken place between GRS and Pakatan Harapan (PH) regarding political cooperation, with a decision expected before any dissolution is announced. When asked about the role of Barisan Nasional (BN), Hajiji simply replied, 'Ask BN what they want.' Last month, Hajiji had expressed GRS's openness to cooperating with PH but noted the coalition might consider contesting alone if PH proceeds with its pact with BN. Meanwhile, the Sabah government has extended immediate assistance to victims of fires that broke out in Kampung Petagas and Bukit Vor on June 16 and 17 respectively, affecting 74 individuals from 28 families. Hajiji handed over aid to heads of households currently sheltered at the temporary evacuation centre at Dewan Sri Putatan. To alleviate their burden, each household head received several forms of assistance, including RM1,000 in compassionate aid (BWI), RM1,000 from the Sabah Welfare Foundation (YKS), RM1,000 from the Sabah Zakat Centre under the Sabah Islamic Religious Council (MUIS), food baskets and RM300 from the Sabah State Baitulmal Corporation. 'For household heads whose homes were completely destroyed, the State Government will construct Rumah Mesra SMJ on the existing sites. Those whose homes were partially damaged will receive financial assistance ranging from RM5,000 to RM10,000,' said Hajiji. He added that 10 houses would be rebuilt under the Rumah Mesra SMJ initiative. 'The State Government is deeply concerned and remains committed to safeguarding the welfare of the people, especially during times of hardship,' he said. In the two separate incidents, 20 household heads with 46 victims were affected in Kampung Petagas, while Bukit Vor saw eight household heads with 28 victims impacted by the fire. Also present at the event were Deputy Chief Minister III and Works Minister Datuk Shahelmey Yahya; Science, Technology and Innovation Minister Datuk Dr Mohd Arifin Datuk Mohd Arif; State Secretary Datuk Seri Panglima Safar Untong; Petagas Assemblyman Datuk Awang Ahmad Sah Datuk Awang Sahari; Secretary of Home Affairs and Research Datuk Awang Shahminan Datuk Sahari; and Putatan District Officer Masawi Salleh.

Perak-based Wide Agro, Japan's Orec to invest RM30mil in new facility

KUALA LUMPUR: Perak-based Wide Agro Ventures Sdn Bhd has partnered with Orec Co Ltd, a company headquartered in Fukuoka, Japan, to establish a new production facility and distribution centre at Seri Iskandar Industrial Park, Perak, with an initial investment of RM30 million. The joint initiative was unveiled through the signing of a memorandum of understanding (MoU) at the World Expo 2025 in Osaka, said Malaysian Investment Development Authority (MIDA). The initiative is expected to significantly expand the production capacity and enhance the productivity of Malaysia's agriculture sector—particularly the palm oil industry—in the coming years. Through the MoU, Orec Co Ltd will provide cutting-edge technology to Wide Agro Ventures for the production and distribution of agricultural machinery and equipment in Malaysia and the regional market. Perak Mentri Besar Datuk Seri Saarani Mohamad said Perak is a land of grace with huge agriculture activity consisting of palm oil, rubber and paddy. "Perak's agricultural sector is a significant part of the state's economy, contributing 14.2 per cent to gross domestic product (GDP). "It plays a vital role in food security and exports, with palm oil being a major export. "By producing sophisticated machinery and equipment, it will leapfrog the contribution of this sector by enhancing efficiency and productivity nationwide," he said in statement today. MIDA chief executive officer Datuk Sikh Shamsul Ibrahim Sikh Abdul Majid said the partnership marks a timely and impactful investment that will strengthen Malaysia's capabilities in agricultural machinery manufacturing. He added that the Seri Iskandar facility is poised to become a cornerstone in the sector, acting as a catalyst for greater industrial capacity, technology transfer, and export competitiveness. "By complementing Japanese engineering excellence with Malaysian expertise, we are building a resilient and forward-looking value chain. "This will enhance productivity in the palm oil sector and beyond, while opening doors for local talents, businesses and the wider community to thrive. "Seri Iskandar offers a strategic platform aligned with our national agenda to advance mechanisation and digitalisation in agriculture, and to position Malaysia as a regional hub for high-value machinery manufacturing," he noted. Wide Agro Ventures chief executive officer Ahmad Fadzil Mustafa said this investment marks a significant milestone in the company's journey in Malaysia. "By expanding our manufacturing capabilities in Perak, we are not only reinforcing our commitment to local industrial development but also advancing our mission to deliver light and sustainable agriculture solutions across the region. "We believe in transforming the agriculture sector with better technology, responsibly, sustainably, innovatively, and collaboratively with our partner from Japan," he said.

PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has called for urgent and concerted action to tackle the growing problem of drug and vape abuse among youths. Addressing the Malaysia Madani Nationalism Seminar: "Teachers as Catalysts of National Patriotism" today, he said the issue was raised during a cabinet meeting earlier in the day. "Please, hold discussions, find effective strategies and approaches. Do you need funding? Counselling? Religious outreach? Let me know. We've been deliberating this issue for decades, yet it remains unresolved," he said. Anwar acknowledged the enormity of the task ahead but stressed the importance of beginning the process of reform. "I'm aware that poverty has yet to be fully addressed. I've not succeeded in significantly improving the quality of education. I've not yet managed to elevate the Malay language as a respected language of knowledge. "I've also not succeeded in strengthening Islamic outreach and awareness among students — but we must start," he added. Earlier, Communications Minister Datuk Fahmi Fadzil said the government would act firmly against the online sale of illicit products, including drug-laced vape liquids being promoted on social media platforms. Fahmi said a meeting would soon be held with Health Minister Datuk Seri Dzulkefly Ahmad and Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali to coordinate enforcement measures.
