Former MSP trooper pleads guilty in false licensing case
BOSTON, Mass. (WWLP)– A former Massachusetts State Police trooper will plead guilty after being charged for his involvement in falsely approving Commercial Driver's Licenses (CDL) for persons who failed the test.
According to prosecutors, Calvin Butner, 64, of Halifax, MA, and five others were charged in a 74-count indictment in January 2024. Investigators say that between or about May 2019 and January 2023, Butner and three other members of the CDL Unit conspired to give preferential treatment to at least 17 CDL applicants by agreeing to give passing scores on their CDL tests regardless of whether or not they actually passed.

A CDL is required to drive a commercial vehicle, such as a tractor-trailer, a box truck, or a school bus. Test requirements for CDLs are established by the Federal Motor Carrier Safety Administration, which is part of the U.S. Department of Transportation but states administer CDL tests and issue the licenses. An applicant must prove they have detailed knowledge of commercial vehicles, perform certain maneuvers, and safely drive on public roadways, including a highway. Only drivers who have passed the test and thereby proved they are qualified to drive a commercial vehicle may be issued a CDL, because public safety is at issue. Test scores reported by members of MSP's CDL Unit are material to whether applicants meet federal requirements for, and therefore whether the Massachusetts Registry of Motor Vehicles may issue, CDLs.
All CDL recipients identified as not qualified during the investigation were reported to the Massachusetts Registry of Motor Vehicles.
Butner has agreed to plead guilty to one count of conspiracy to falsify records, three counts of falsifying records and aiding and abetting, and five counts of making false statements.
On March 21 a civilian co-defendant, Eric Mathison, pleaded guilty to one count of conspiracy to commit extortion.
The plea hearing is scheduled for April 7. Butner is facing possible prison sentences of 20 years for the conspiracy to falsify records charge and for each falsification charge, and $750,000 in fines.

Mass. man arrested following deadly crash in November
HAMPTON, N.H. (WWLP) – A New Bedford man has been arrested in connection with driving in the wrong direction on I-95 in New Hampshire and causing a deadly crash in Massachusetts. New Hampshire State Police shared in a news release that 40-year-old Keoma Duarte of New Bedford, Mass. was arrested last Wednesday following an ongoing investigation into reckless driving and a deadly crash in November of 2024. Sidewalks to close Monday for repairs in Pittsfield On November 27, New Hampshire state troopers observed a Tesla driving southbound in the northbound lanes of I-95 in Hampton. Troopers coordinated with members of the Massachusetts State Police as the suspect continued driving into Mass. It was later discovered that Duarte was involved in a two-vehicle crash. The crash resulted in the death of 49-year-old Jeremy Cole of Exeter, New Hampshire. Duarte was also injured during the accident and was brought to a Boston hospital to be treated for serious injuries. New Hampshire troopers investigating the incident determined that Duarte had initially been driving northbound on I-95 before pulling into the NH Liquor & Wine Outlet parking lot. The outlet was closed at the time, and Duarte was seen through surveillance leaving the lot and entering the road in the wrong direction. On May 28, Massachusetts State Police notified New Hampshire troopers that Duarte had been arrested due to his outstanding arrest warrant. On Tuesday, Duarte was brought to New Hampshire and held at the Rockingham County Department of Corrections. Duarte was charged with two felony counts of reckless conduct and one misdemeanor count of disobeying an officer. He was arraigned in Hampton District Court on Wednesday. North Adams man sentenced to prison for assaulting child
PITTSFIELD, Mass. (WWLP) – A North Adams man pleaded guilty to five charges involving assaulting a child in Berkshire Superior Court on Thursday. Springfield man sentenced to life for 2021 Chicopee murder Berkshire District Attorney's Office Chief of Operations Julia Sabourin shared in a news release that in 2022, 37-year-old Jesriel Morales of North Adams allegedly assaulted a six-year-old child. Morales reportedly slammed the child into a window and wall, hit them with a belt, slapped them, and forced them to kneel on dried rice. On Thursday, Morales pleaded guilty to three counts of Aggravated Assault and Battery with a Dangerous Weapon on a Child and two counts of Assault and Battery. He was sentenced to two and a half years in the Berkshire House of Corrections, followed by two years of probation. Morales was also ordered by the judge to have no contact with the victim and to participate in the Fatherhood program. 'I am pleased with the guilty plea,' said Berkshire District Attorney Timothy Shugrue. 'Jesriel Morales preyed on the most innocent member of society. Today, my thoughts are with the very young victim. I hope this conclusion provides them some peace and feeling of safety and security.' Driver suspected in fatal wrong-way crash on I-95 that killed Endicott College police sergeant to face charges in N.H.

They notified Massachusetts State Police, who spotted Duarte as he crossed into Massachusetts, the statement said. Duarte continued south and collided with Cole's 2021 Chevrolet Trailblazer in Newbury, authorities said. Cole was pronounced dead at the scene. Duarte suffered serious but non-life-threatening injuries, officials said. Duarte allegedly drove the wrong way on the highway for about 14 miles before the crash, officials said. Security video of the lot allegedly showed Duarte driving through before departing through the entrance at about 11:45 p.m. It was not immediately clear Friday if Duarte was being represented by an attorney in the New Hampshire case.
