
Comelec: Voter registration for 2025 BSKE to proceed in July
The scheduled voter registration for the 2025 barangay and Sangguniang Kabataan elections will proceed as scheduled in July amid possible term extension of barangay officials, the Commission on Elections said Tuesday.
Comelec chairperson George Erwin Garcia made the remarks following the House of Representatives' approval on third and final reading of a bill seeking to extend the term of barangay and SK officials from three years to six.
'Yes,' Garcia told reporters in a virtual interview when asked if the voter registration for next month will push through amid the developments in the proposed measure.
'Matuloy man o hindi, ituloy natin muna para kahit papaano sa taon na 'to may makapagparehistro man lang tayo na mga kababayan kahit na 11 araw," he said.
(Whether it will be passed or not, we will continue with the voter registration.)
Voter registration for the 2028 presidential elections will open from January 2026 to 2027 while the registration for overseas Filipino voters will start in November 2025, Garcia added.
House Bill No. 11287, which seeks to extend the term of barangay officials, also provides a transitory provision which grants all incumbent barangay and SK officials elected last October 30, 2023 to remain in office until the next elections in May 2029, unless sooner removed or suspended for cause.
The bill also sets a two-term limit for barangay officials and one-term limit for SK officials. If signed into law, the synchronized barangay and SK elections will be held every six years on the second Monday of May starting in 2029.
A counterpart bill reached the Senate plenary in November 2024.
Meanwhile, the poll chief said the proposed legislation will not hinder the preparations of the Comelec for the 2025 BSKE.
The poll body has started the procurement of some of the requirements for the elections, including indelible inks and ballot boxes.
''Yung mga development na ganyan sa Kongreso, in the meantime, ay di namin pinapayagan na makaapekto sa paghahanda natin para sa BSKE,' he said.
(We will not let these developments hamper our preparations.)
'Kinakailangan lang simulan dahil ang procurement ay aabot ng 2 to 3 months depende pa kung magtutuloy-tuloy o magkakaroon ng tinatawag na failure of bidding. Ayaw natin mangyari 'yun. Iniiwasan natin 'yun. Mas maaga ang preparation, mas maaga ang ginagawa natin, ano man ang maging problema, madali naming uulitin ang nagawa na namin dapat,' Garcia added.
(In the meantime, we need to start with the procurement because that might take 2 to 3 months, depending on whether there will be a failure of bidding. We don't want that to happen so we are preparing as early as now.)

Senate ratifies bicam report extending terms of barangay, SK officials
The Senate on Wednesday evening ratified the bicameral conference committee report seeking to extend the term of barangay and Sangguniang Kabataan (SK) officials to four years. Departing senators deliver valedictories as Senate adjourns sine die
The Senate on Wednesday night adjourned sine die and formally closed its third regular session in the 19th Congress. Senate President Francis 'Chiz' Escudero pounded the gavel at around 8:50 p.m. The 20th Congress will convene on July 28, on the day of the fourth State of the Nation Address (SONA) of President Ferdinand 'Bongbong' Marcos Jr. During the plenary session, the Senate adopted resolutions commending outgoing senators Senators Cynthia Villar, Grace Poe, Ramon 'Bong' Revilla Jr., Nancy Binay, Aquilino 'Koko' Pimentel III, Francis Tolentino, Aquilino "Koko" Pimentel III, and Jinggoy Estrada 'for their invaluable contribution and dedicated service to the Filipino people.' In her valedictory speech, Villar said that she entered the Senate 12 years ago with the intention 'to serve with integrity and use [her] knowledge to make a difference, especially to uplift the lives of those who need it most.' 'In this chamber, you fondly call me Mama Bear—a simple moniker, but one I took to heart," Villar said. To be Mama Bear meant being fiercely protective, genuinely caring, and always dependable. I saw it as a gesture of trust and respect, and a reminder to always show up, give my best, and look out for those around me,' she added. Villar was elected to two consecutive terms in the Senate in 2013 and 2019 'My term may be ending, but my commitment to public service remains. CA confirms Aliling, Lazaro as DSHUD, DFA secretaries
The Commission on Appointments (CA) on Wednesday approved the ad interim appointment of Jose Ramon Aliling as the secretary of the Department of Human Settlements and Urban Development (DSHUD). This came after the CA human settlements and urban development endorsed to the plenary the appointment of Aliling. Senator Joel Villanueva sponsored Aliling's confirmation, describing him as a 'visionary leader' and a 'trailblazer' in the construction industry. 'Secretary Aliling embodies the qualities of a visionary leader, dedicated public servant, and a compassionate advocate for the Filipino people,' Villanueva said. 'His appointment stands as both a recognition of his expertise and a promise of empowering leadership in addressing housing challenges,' he added. Aliling, a licensed civil engineer, replaced ex-DSHUD Secretary Jerry Alcuzar following a major reshuffling of the Cabinet members of the Marcos administration in May. Prior to his appointment, he led the Jose Aliling Construction Management Group and served as DSHUD undersecretary from 2022 to 2023. Theresa Lazaro as the secretary of the Department of Foreign Affairs (DFA). Senator Jinggoy Estrada sponsored Lazaro's appointment, calling her a 'paragon of excellence in the Philippine Foreign Service,' as he cited her four decades of experience as a career diplomat. 'Ms. Theresa Lazaro has proven herself worthy of this critical role. She posseses the gravitas, wisdom, and commitment that the post demands,' Estrada said. Lazaro, the country's top negotiator to China and ASEAN, replaced former DFA chief Enrique Manalo in May after the latter returned to his former post as Philippine Permanent Representative to the United Nations in New York. Lazaro is the second female career diplomat appointed as DFA Secretary after Delia Domingo Albert in 2003. She has held various key positions in the DFA including as ambassador to France, Switzerland, and Monaco. She also served as a permanent delegate to UNESCO and was appointed as undersecretary of the DFA bilateral relations and ASEAN affairs.
