
AI tools not for decision making: Kerala HC guidelines to district judiciary on AI usage, ETCISO
The High Court has come out with the 'Policy Regarding Use of Artificial Intelligence Tools in District Judiciary' for a responsible and restricted use of AI in judicial functions of the district judiciary of the state in view of the increasing availability of and access to such software tools.
According to court sources, it is a first-of-its-kind policy.
It has advised the district judiciary to "exercise extreme caution" as "indiscriminate use of AI tools might result in negative consequences, including violation of privacy rights, data security risks and erosion of trust in the judicial decision making".

"The objectives are to ensure that AI tools are used only in a responsible manner, solely as an assistive tool, and strictly for specifically allowed purposes. The policy aims to ensure that under no circumstances AI tools are used as a substitute for decision making or legal reasoning," the policy document said.The policy also aims to help members of the judiciary and staff to comply with their ethical and legal obligations, particularly in terms of ensuring human supervision, transparency, fairness, confidentiality and accountability at all stages of judicial decision making."Any violation of this policy may result in disciplinary action, and rules pertaining to disciplinary proceedings shall prevail," the policy document issued on July 19 said.The new guidelines are applicable to members of the district judiciary in the state, the staff assisting them and also any interns or law clerks working with them in Kerala."The policy covers all kinds of AI tools, including, but not limited to, generative AI tools, and databases that use AI to provide access to diverse resources, including case laws and statutes," the document said.Generative AI examples include ChatGPT, Gemini, Copilot and Deepseek , it said.It also said that the new guidelines apply to all circumstances wherein AI tools are used to perform or assist in the performance of judicial work, irrespective of location and time of use and whether they are used on personal, court-owned or third party devices.The policy directs that usage of AI tools for official purposes adhere to the principles of transparency, fairness, accountability and protection of confidentiality, avoid use of cloud-based services -- except for the approved AI tools, meticulous verification of the results, including translations, generated by such software and all time human supervision of their usage."AI tools shall not be used to arrive at any findings, reliefs, order or judgement under any circumstances, as the responsibility for the content and integrity of the judicial order, judgement or any part thereof lies fully with the judges," it said.It further directs that courts shall maintain a detailed audit of all instances wherein AI tools are used."The records in this regard shall include the tools used and the human verification process adopted," it said.Participating in training programmes on the ethical, legal, technical and practical aspects of AI and reporting any errors or issues noticed in the output generated by any of the approved AI tools, are the other guidelines mentioned in the policy document.The High Court has requested all District Judges and Chief Judicial Magistrates to communicate the policy document to all judicial officers and the staff members under their jurisdiction and take necessary steps to ensure its strict compliance.

China's artificial intelligence companies have announced two new industry alliances, aiming to develop a domestic ecosystem to reduce dependence on foreign tech as they seek to cope with U.S. export restrictions on advanced Nvidia chipsets. The conference showcased a slew of new products, such as an AI computing system from Huawei that experts believe rivals Nvidia's most advanced offering, as well as consumer-friendly products such as several kinds of digital AI glasses. The "Model-Chip Ecosystem Innovation Alliance" brings together Chinese developers of large language models (LLMs) and AI chip manufacturers. "This is an innovative ecosystem that connects the complete technology chain from chips to models to infrastructure," said Zhao Lidong, CEO of Enflame, one of the participating chipmakers. Other manufacturers of graphics processing units (GPUs) in the alliance include Huawei, Biren, and Moore Threads, which have been hit by U.S. sanctions that block them from purchasing advanced tech made with U.S. know-how. The alliance was announced by StepFun, an LLM developer. A second alliance, the Shanghai General Chamber of Commerce AI Committee, aims to "promote the deep integration of AI technology and industrial transformation." Participants include SenseTime, also sanctioned by the U.S. and which has pivoted from facial recognition technology to LLMs. Others are StepFun and another LLM developer, MiniMax, as well as chipmakers Metax and Iluvatar CoreX. Huawei's system design capabilities have meant that it has been able to use more chips and system-level innovations to compensate for weaker individual chip performance, SemiAnalysis said. At least six other Chinese computing firms showcased similar "clustering" chip technology. Metax demonstrated an AI supernode featuring 128 C550 chips designed to support large-scale liquid-cooled data centre requirements. Other events included Tencent's unveiling of its open-source Hunyuan3D World Model 1.0, which the company said enables users to generate interactive 3D environments through text or image prompts. Baidu announced what it said was next-generation "digital human" technology that helps businesses to create virtual livestreamers. It features "cloning technology" that can replicate a human's voice, tone, and body language from just 10 minutes of sample footage. Alibaba was among those announcing AI glasses. Its Quark AI Glasses are powered by its Qwen AI model and are due to be released in China by the end of 2025. They will allow users to access the tech giant's map service for easy navigating and to use Alipay by scanning QR codes with voice commands.

Opposition slams AMC over waterlogging
Ahmedabad: The Ahmedabad Municipal Corporation (AMC) recently completed work on the eastern trunk line, a major drainage infrastructure project, at a cost of Rs 93.40 crore. The civic body announced on July 22 that the project, in the eastern part of the city, would significantly reduce issues of drainage overflow and waterlogging. However, just a week after the project's completion, opposition leader Shehzad Khan Pathan raised concerns about its effectiveness. Addressing the media on Monday, Pathan said, "Despite the AMC's claim of completing the eastern trunk line, several areas in the eastern part of the city experienced severe waterlogging after just two days of rainfall." He further criticized the ruling BJP, which has governed the AMC for over two decades, for its alleged failure to resolve persistent monsoon-related problems. "The AMC had promised AI-enabled solutions to tackle water accumulation, but the ground reality remains unchanged," Pathan alleged.
