
Kerala to be declared fully digitally literate on Aug. 21
Chief Minister Pinarayi Vijayan will make the declaration of Kerala as the first digitally literate State in the country at a function at Central Stadium in the capital on Thursday.
Addressing a press conference here on Tuesday, Minister for Local-Self Governments M.B. Rajesh said the State which achieved total literacy in 1991 had put forward yet another model for the country with over 99% of the population achieving total digital literacy also. He said with the government making available most of its services online through the KSMART platform, it also aimed to equip the entire population with the necessary digital skills to access these.
The project originated from Pullampara panchayat in Thiruvananthapuram in 2021 to address the issues faced by the local population owing to the digital divide. Ground-level surveys were carried out to identify digitally illiterate persons of all ages. The trainees, most of whom were using digital equipment for the first time, were taught to make voice calls as well as video calls using smartphones, to use WhatsApp, to use popular social media platforms, and to access digital services, based on a module developed for the purpose.
Pullampara was declared fully digitally literate in September 2022, when the government decided to expand the programme across the State. In the surveys carried out among 1.5 crore people from 83.46 lakh families, 21.88 lakh people were identified as digitally illiterate. Of this, 21.87 lakh people, comprising 99.98% of the participants had completed training and successfully completed evaluation.
'One of the interesting aspects of this project is how the younger generation, whose social commitment is often questioned, turned into volunteers to impart digital skills to the elder generation,' said Mr. Rajesh.

BSNL's triple play service evoking good response, says official
The Triple Play Service (TPS) launched by the Public Sector telecom service provider Bharat Sanchar Nigam Limited (BSNL) on the Independence Day for just ₹400 per month as part of telecom major's commitment to provide services at affordable prices was evoking good response, BSNL AP Circle Chief General Manager M. Seshachalam said on Thursday. Addressing media persons at BSNL Bhavan here, Mr. Seshachalam said the TPS comprises high-speed Internet, 400-plus TV channels, nine OTTs and unlimited voice calls all bundled in a single plan. While offering the service at pocket-friendly rates, due focus was laid on maintaining quality, lest the BSNL should completely cede the ground to private telecom service providers which have several advantages that made them the market leaders. The TPS was available across all cities, towns, and villages in A.P. and those interested could subscribe by posting a 'Hi' message on WhatsApp number 18004444, or contacting the nearest BSNL Customer Care Centre or visiting for getting themselves registered. BSNL Fibre-To-The-Home (FTTH) customers can avail TV services starting for a monthly bill of just ₹140. Mr. Seshachalam said local cable operators (LCOs) providing TV services in both urban and rural areas could register with the BSNL as telecom infrastructure partners at Local Cable Operators Melas organized on specific dates, for offering Internet and phone services to the customers through the BSNL network in addition to TV channels. Further, Mr. Seshachalam said BSNL also introduced a Freedom Plan at just ₹1 under which customers would be given free SIMs with 2GB data per day and unlimited voice calls for 30 days to mark the rollout of 4G services as part of the Atmanirbhar Bharat initiative. The Freedom Plan was applicable to MNP port-in customers also.

Kerala govt's broadband service gets major upgrade with OTT services, national ambition follows
'All entertainment is there. The amount will also be good. People will be able to afford it,' KFON Managing Director Santhosh Babu told ThePrint. Kerala Fibre Optic Network Ltd (KFON) will provide access to 29 OTT platforms and 350 channels starting 21 August, with a preference for south Indian languages. The OTT platforms will include services such as Jio and Hotstar, but not Netflix and Amazon Prime. Thiruvananthapuram: In a major upgrade, the Kerala government's broadband service is set to launch Over-the-Top (OTT) services through its network as part of a digital strategy to add value-added services at a time when the state has achieved 100 percent digital literacy. Chief Minister Pinarayi Vijayan will announce the monthly tariff at the official launch on 21 August. Launched in 2023, KFON was the Kerala government's massive digital infrastructure initiative aimed at bridging the digital divide by providing broadband internet services at an affordable cost. It provides internet services free of cost to families below the poverty line (BPL), and to others at slightly lower rates compared to other providers. As of 20 August, KFON has 116,234 connections, which include 23,163 government offices, 75,773 households and 14,194 BPL families. The organisation has also served 3,079 enterprises. The company has also acquired an Internet Service Provider Category A (ISP-A) license, which will help it expand services beyond Kerala. 'The Government of India is aggressively pushing telecom expansion nationally. In the future, we can participate in it as a consortium. We have experience and leadership. We can participate in special projects,' Santhosh said, adding that the company is looking for potential partners to expand business outside Kerala. Led by the Local Self Government Department (LSGD), Kerala utilised young volunteers as well as its Kudumbashree mission for door-to-door surveys and training on 15 essential smartphone activities. The programme, called Digi Keralam, was launched in 2023 following the success of a similar initiative in Thiruvananthapuram district's Pullampra Panchayat during the COVID-19 pandemic in 2021. 'It was in 1991 that Kerala became the first Indian state to achieve full literacy. In the 2011 Census, the state was again noted for achieving 99.31 percent literacy. Now, after three decades, Kerala has become the first state in India to achieve complete digital literacy,' Minister for Local Self Governments M.B. Rajesh said Tuesday. Rajesh said 83,45,879 families were surveyed to identify the population that needed digital training. Of these, 21,88,398 were shortlisted for training, and 99.98 percent have completed it and cleared the evaluation. He added that the initiative covered people of all ages, including 1,35,668 between 76 and 90 years, and over 15,000 above 90 years. The LSGD also launched an updated version of Harithamithram 2.0 on Wednesday, an online garbage monitoring system that will be integrated with the Kerala Smart Management of Administrative Reforms and Technology (KSMART). Developed by the Kerala Information Mission, KSMART is the state's e-governance platform that digitises several local body services, including civil registration and building permits. 'It shows the government's vision. On one side, we are trying to make all services online, and in parallel, we want everyone to be equipped with the necessary skills to use them,' Rajesh said. Santhosh said KFON was able to reach the remotest areas as part of the state government's policy to ensure digital rights for everyone. He added that the company provided free internet connections to 103 families in Kottoor (Thiruvananthapuram), 300 families in Attapadi (Palakkad), and several households in Valanthakad Island (Ernakulam), regions that have historically faced significant connectivity challenges. He said the infrastructural upgrade has brought many positive changes to the settlements. 'All the people are using phones. For that, they need the internet. If they have common WiFi, it's easy. They should also avail themselves of services online. There is no point in being digitally literate just to use a phone. But when we use it for education, startup opportunities, e-governance, then only it becomes powerful,' Santhosh said. He added that through a collective initiative, the state can bring innovators even from the remotest corners, supported by Kerala's 100 percent electrification. However, Santhosh added that the company's nature is 'more private than the private sector', as it ensures cost-effectiveness while its welfare initiatives are mostly CSR or government-funded. He expressed confidence that KFON will grow further as it's the biggest network in Kerala. The decision to promote the popularity of MAX, the new state-controlled messaging app, comes after Russia restricted some calls on WhatsApp, owned by Meta Platforms META.O, and on Telegram, accusing the foreign-owned platforms of failing to share information with law enforcement in fraud and terrorism cases. The government, which is seeking greater control over the internet space, said in a statement on Thursday that MAX, which will be integrated with government services, would be on the list of mandatory pre-installed apps on all "gadgets", including mobile phones and tablets, sold in Russia from September 1. It will also be mandatory from the same date for Russia's domestic app store, RuStore, currently pre-installed on all Android devices, to be pre-installed on all Apple devices, the government said. An online Russian-language TV app called LIME HD TV, which allows people to watch Russian state TV channels for free, will be pre-installed on all smart TVs sold in Russia from January 1 next year, the government added.
