Wildlife laws by Indira Gandhi govt. obstacle to addressing human-animal conflicts: CM

Chief Minister Pinarayi Vijayan on Thursday said instances of human-animal conflict were on the rise in the State, but a major hurdle in dealing with the issue were the wildlife laws enacted by the Congress government led by Indira Gandhi.
Mr. Vijayan, at a press conference here, contended that the State government was taking all possible steps to address the increasing instances of human-animal conflict, which requires a permanent solution in view of the loss of lives and property caused by it.
He said the Forest and Wildlife department had been asked to initiate steps for securing permission from the Central government for the killing of wild boars and other wild animals that posed a threat to human life and property.
The Forest Secretary had been tasked to submit a proposal for the necessary legislation in this regard in consultation with the Law Secretary, he added.
'However, some are blaming the State government for such instances with the political aim to mislead the people. Such persons are not ready to examine the facts — that it is the Central laws which are a major hurdle in dealing with the matter.'
'Everyone knows that these wildlife laws were brought during the tenure of the Congress government at the Centre under Indira Gandhi in 1972,' he said.
He was referring to the Wildlife (Protection) Act of 1972 which had been enacted for the protection of plant and animal species across India.
He said the laws passed by Parliament cannot be amended by the State government and had to be changed by the Centre.
He claimed that the State government had made several requests for amendment to the wildlife laws, but no steps had been taken till now.
Mr. Vijayan also said the guidelines issued by the Central government and the National Tiger Conservation Authority to deal with tigers and elephants that encroached on populated areas were 'completely impractical'.

PM Modi breaks Indira Gandhi's record PM Narendra Modi's premiership has hit another milestone. On Friday (July 25), he completed 4,078 days as India's PM in an uninterrupted stint. Congress' Indira Gandhi's consecutive tenure from January 24, 1966 to March 24, 1977 was for 4,077 days. He is also the first Indian PM born after Independence and the longest-serving from a non-Hindi state — Gujarat. Modi is also the first sitting Prime Minister since Indira Gandhi to return to power with a full majority. Modi's first tenure as India's PM started on May 26, 2014, after the BJP won the Lok Sabha elections with a majority of 272 seats. The saffron party stormed to power again in 2019 with an improved tally of 303 seats. In the 2024 Lok Sabha polls, the BJP failed to reach the halfway mark. But it formed the government with the help of its National Democratic Alliance (NDA) partners, ensuring a third straight term for PM Modi. NEW DELHI: Goa chief minister Pramod Sawant has hit back at Karnataka deputy chief minister DK Shivakumar, saying his remarks reflect 'Congress culture', after Shivakumar accused him of having 'lost his mental balance' over the long-running Mahadayi river dispute. Shivakumar's comments came after Sawant told the Goa assembly earlier this week that his government would move the Supreme Court against Karnataka for continuing work on the Kalasa-Banduri project, despite the matter being under judicial consideration. On Friday, speaking to reporters in Panaji, Sawant said, 'We are pursuing our demand to save Mhadei from being diverted. Shivakumar's statements reflect the Congress culture. When someone is frustrated, they speak like this.' The Kalasa-Banduri project seeks to divert water from the Mahadayi river, known as Mhadei in Goa and Mandovi in its downstream flow, to supply drinking water to parts of northern Karnataka, including Dharwad and Belagavi. Goa has consistently opposed the diversion, citing environmental concerns and its impact on the state's biodiversity. The river is a key source of water and one of the two major rivers in the state. In 2018, the Mahadayi Water Disputes Tribunal allocated 13.42 tmcft of water to Karnataka, 1.33 tmcft to Maharashtra, and 24 tmcft to Goa. The award was notified by the Centre in 2020. The dispute continues to be a politically sensitive issue in both states.
