Social care leaders warn of tough times without ‘significant new funding'
The coming months for people needing social care are likely to be 'the most difficult we've seen in recent years' unless significant new funding is announced soon, almost 100 leaders in the sector have warned.
Next month's spending review is a 'crucial opportunity' for the Government to show its commitment to the future of adult social care, the leaders said in a statement to the Chancellor.
Rachel Reeves will deliver her review, setting out plans for spending and key public sector reforms, on June 11.
The call comes just weeks after the formal launch of the Casey Commission, which the Government ordered with an aim of transforming social care.
The first phase of the review, led by Baroness Casey, is expected to report next year, although recommendations from the initial probe will be implemented in phases over the course of 10 years.
Social care leaders have already raised concerns over the potential timeline of 2036 for some reforms to be introduced.
The second phase of the commission, setting out longer-term reforms, is due to report by 2028.
A statement to Ms Reeves, published on Thursday, has been signed by dozens of sector leaders, including the Local Government Association, which represents councils providing care, as well as Mencap, Carers UK and the Homecare Association.
In it, they said: 'Despite the best efforts of councils, care providers, the voluntary sector and the workforce, we all know that adult social care is not operating at its best.
'People who have cause to draw on support know that best of all. Report after report shows the consequences of under-investment over many years – on people, families, communities, businesses and other public services.'
Referencing the Casey Commission, they said, 'resolving the long-term requires stability in the short-term and strong foundations from which to take forward meaningful reform'.
They said while previous governments have sought savings and efficiencies to help plug immediate gaps, 'the scope for those is now extremely limited and the clear reality is that current funding levels are insufficient to tackle the challenges facing the sector, such as inflation, demography, workforce recruitment and retention, the inability to invest in prevention, and provider instability'.
They added: 'Without significant new funding in the spending review, the coming months will likely be the most difficult we've seen in recent years for all parts of the sector and – most important of all – for people who draw on care and support.'
Recently published analysis by the Health Foundation think tank suggested a minimum of £3.4 billion will be required to meet the growing need for social care by 2028/29 to avoid a further deterioration in the sector.
The think tank also called on the Government to 'signal its commitment' ahead of the upcoming spending review with a 'down payment on the investment needed for reform'.

The New Bentley Bentayga Speed V-8 Outpunches the W-12
It's been nearly a year since Bentley assembled its final W-12 engine , concluding more than 20 years of producing twelve-cylinder cars. Although the venerable powertrain is gone, the Volkswagen Group's ultra-luxury brand is confident its replacement is better. I mean, they weren't going to say it's worse, right? The new Bentayga Speed replaces the old 6.0-liter unit with a significantly smaller 4.0-liter engine, still featuring a twin-turbo setup. The latest Bentayga Speed packs 641 horsepower, or 15 hp more than the now-defunct W-12. However, the downsized engine generates "only" 627 lb-ft (850 Nm) of torque, which is 37 lb-ft (50 Nm) less than the previous model. It's still not the most potent SUV out there, considering the Aston Martin DBX S, Ferrari Purosangue , Dodge Durango SRT Hellcat, Lamborghini Urus SE, and Porsche Cayenne Turbo E-Hybrid are all part of the 700-hp club. It now weighs 5,435 pounds (2,465 kilograms), making it approximately 95 pounds (43 kilograms) lighter than before. The engine transplant puts the 'Speed' in Bentayga Speed , cutting the 0-62 mph (0-100 km/h) acceleration time by half a second to 3.4 seconds. Bentley claims the posh family hauler reaches 193 mph (310 km/h), three mph faster than the old W-12. Beyond the improved spec sheet, the updated model should feel a bit more agile, thanks to the addition of rear-wheel steering. Carbon-ceramic brakes are optional, but only if the vehicle is ordered with the massive 23-inch Speed wheels. Bentley also tweaked the Sport driving mode, stiffening the suspension dampers by 15% compared to the Bentayga V8 S. The steering response has been quickened for a more engaging drive. Bentley believes you won't miss the W-12's soundtrack too much, as the new Speed features a standard sports exhaust system. New search in Portugal in Madeleine McCann case
German police will undertake a new search in Portugal this week as part of ongoing investigations into the disappearance of Madeleine McCann. The search will reportedly take place in Praia da Luz, the town in the Algarve where she went missing nearly two decades ago. Madeleine was three years old when she vanished from a holiday apartment complex on 3 May 2007. Her disappearance sparked a Europe-wide police investigation, and has become one of the highest-profile unsolved missing person cases in the world. The Metropolitan Police said it was not involved in the new search, but was aware of the operation being carried out by German authorities. "We are aware of the searches being carried by the BKA (German federal police) in Portugal as part of their investigation into the disappearance of Madeleine McCann," the Met Police said. German authorities said in a statement on Tuesday that "as part of the investigation into the Madeleine McCann case, criminal proceedings are currently underway in Portugal". They said this was being undertaken with the support of Portugese police. Tuesday's search will be the first to take place in two years. The last search took place near a remote dam, a 40-minute-drive from where Madeleine was last seen. Local media reports the new search will focus on the area between her family's holiday resort and the house where the prime suspect in the German investigation, Christian Brückner, used to live. The 48-year-old was named by German authorities in 2020, while serving a sentence in Germany for raping a 72-year-old American tourist in Portugal in 2005. He has never been charged in the McCann case and denies involvement.
