No action against Dr M over Batu Puteh due to his age, says Anwar
KUALA LUMPUR : No legal action was taken against former prime minister Dr Mahathir Mohamad over his role in the Batu Puteh issue due to his age, Prime Minister Anwar Ibrahim said today.
A royal commission of inquiry (RCI) last year found that Mahathir had likely acted deliberately to influence the Cabinet to discontinue review applications regarding Batu Puteh's sovereignty in 2018, despite the views of international consultants who said the applications had a reasonable likelihood of success.
The RCI recommended that a police report be lodged against Mahathir, saying a criminal investigation could be initiated under Section 415(b) of the Penal Code for cheating.
'Was he not wrong? He was wrong,' Anwar said in the Dewan Rakyat today.
'Should we take action? The Cabinet agreed not to. We made a decision because it involved a former prime minister who is 100 years old.'
Batu Puteh, situated about 14km south of Johor and 44km east of Singapore, is made up of granite rocks. Middle Rocks and South Ledge are located 1.1km and 4km from Batu Puteh, respectively.
In 2008, the International Court of Justice (ICJ) awarded Batu Puteh to Singapore and Middle Rocks to Malaysia. The ownership of South Ledge was left for determination based on the delimitation of territorial waters.
In 2017, Putrajaya applied for the ICJ to review its decision on Batu Puteh and sought an interpretation of certain ambiguities and implications arising from its decision, particularly regarding the status of South Ledge.
However, following its victory at the 14th general election in May 2018, the Pakatan Harapan government led by Mahathir withdrew both applications before they came up for hearing the following month.
Speaking today, Anwar said talks between Malaysia and Indonesia to jointly develop the disputed oil-rich Ambalat area off the east coast of Borneo would involve Sabah chief minister Hajiji Noor.
He said the talks in Jakarta on July 29 would include Hajiji as the state's maritime borders would be raised during the discussions, and his views would be needed before any potential resolution of the matter could be reached.
'The process must include approval from the Sabah government. Whenever there are discussions about national boundary delimitation, Sabah's agreement is needed,' he said.
Malaysia and Indonesia have overlapping territorial claims on the 15,000 sq km Ambalat sea block, which is said to possess the world's largest crude oil reserves.
Last month, Anwar said Malaysia and Indonesia should proceed to jointly develop the area without waiting to resolve legal and regulatory obstacles.
Indonesian president Prabowo Subianto also called for accelerated efforts to resolve technical border issues and begin joint economic projects in areas like Ambalat through a joint development authority.

Let those who don't need RM100 aid return it, says MCA
MCA president Wee Ka Siong said he would be the first to return the RM100 one-off cash aid announced this morning. PETALING JAYA : MCA has called on the government to introduce a mechanism that would allow Malaysians who do not need the RM100 one-off cash aid announced this morning to return the funds. In a Facebook post, MCA president Wee Ka Siong said the returned funds could be channelled to healthcare and education. Wee said the funds could be used to expedite elective treatments for 15,000 patients at government hospitals, some of whom face a waiting period of up to 21 months. The money could also be used to offer scholarships to straight-A Sijil Pelajaran Malaysia students as well as Sijil Tinggi Persekolahan Malaysia and matriculation graduates with excellent CGPAs, he said. 'Rather than spending public money that may benefit those who don't really need it, wouldn't it be better to support those who genuinely do, while also upgrading our healthcare and education systems? 'It will be a win-win solution. The people get to choose, and the government wins too!' he said. Earlier today, Prime Minister Anwar Ibrahim announced the one-off cash aid for all Malaysians aged 18 and above, under the Sumbangan Asas Rahmah initiative. The money, which will be channelled through recipients' MyKad, is in conjunction with the National Day celebration, he said. In a special televised announcement, Anwar said the aid could be used between Aug 31 and Dec 31 to purchase basic necessities from over 4,100 outlets, including hypermarkets such as Mydin, Lotus, Econsave, and 99 Speedmart. He said the government had set aside RM2 billion for the initiative, which is expected to benefit some 22 million citizens. Wee said he believed that Anwar, his ministers and elected representatives would be willing to forgo the RM100. 'I will be the first to contribute mine,' he said. In a separate statement, Parti Sosialis Malaysia (PSM) said it welcomed the reduction in RON95 prices and the RM100 one-off grocery aid but stressed that these measures would only provide temporary relief for low-income households. PSM deputy chairman S Arutchelvan said that instead of one-off handouts, a universal basic income and a pension scheme for the elderly would have a more lasting impact. He also proposed doubling the public healthcare budget and increasing the minimum wage, while supporting small businesses with transition subsidies. 'These structural reforms would provide more sustainable benefits than one-off handouts. We urge the government to implement policies that permanently reduce the cost of living and address wealth inequality at its roots,' said Arutchelvan.

Housing and Local Government Minister Nga Kor Ming said key reforms under the initiative would include dust-free road efforts, the use of electric vehicles (EVs) for night cleaning operations, and the introduction of a Single Window Payment Monitoring System. 'Prime Minister Datuk Seri Anwar Ibrahim will table the 13MP in Parliament tomorrow, and among the core pillars to be announced under the plan is the Public Cleansing Reform. 'I believe that with the advancement of technology, the cleaning sector must also adapt to new innovations that will enhance the efficiency and effectiveness of daily operations,' he said in his speech at the 2025 Cleaners' Day Appreciation Ceremony here today. The ceremony was organised by the Solid Waste Management and Public Cleansing Corporation (SWCorp) to recognise the contributions and sacrifices of cleaning personnel in maintaining the cleanliness and harmony of public spaces. Nga also proposed that the event be held annually to honour the dedication and contributions of cleaning workers in the country. He said the work of cleaning personnel was noble and urged society to shift its perception and extend proper respect to the sector. Commenting on enforcement measures, he said the Solid Waste Management and Public Cleansing (Amendment) Bill 2025, which was passed in the Dewan Rakyat last week, would enable courts to impose fines and community service orders on individuals found guilty of littering in public areas. 'Therefore, I urge all Malaysians to be more responsible about cleanliness, not out of fear of punishment but out of love for the country.
