Neglected park a haven for criminality

THE recently passed eThekwini Municipality budget has raised questions among the residents, with some community members saying it fails to address the real issues affecting people at grassroots level.
Residents in Merebank are calling for the revival of Sialkot Park, which has been neglected for over seven years. The community continue to pressure eThekwini Municipality to restore the once-vibrant public space.
For the 2025/26 financial year, eThekwini Municipality was allocated a total budget of R70.9b, comprising an operating budget of R63.6b and a capital budget of R7.3b. Despite the sizable allocation, residents feel their concerns remain overlooked.

Resident Satchu Annamalai said the Merebank community has long tried to maintain the park themselves, but their efforts have limitations.
'We are trying to put a plan together that includes eThekwini Municipality. We've had numerous engagements with city officials, and they promised to discuss the matter further with us,' said Annamalai.
'We've even raised funds to pay people to cut the overgrown grass, but residents cannot do everything on their own. We need regular maintenance to keep the park from becoming a haven for criminals,' he said.
Annamalai noted that the community's pleas stem from ongoing criminal activities in and around the park, which has become a hiding spot for suspects and a hotspot for illegal activity.
DA PR councillor, Sithembiso Ngema, confirmed that the community had expressed interest in taking over maintenance of the park if the municipality approved it. However, recent developments have caused further frustration.
'This park used to host weddings and parties. The community still sees it as a valuable space, regardless of who owns the land. Now it has become a refuge for criminals. It's difficult for security companies to chase suspects through the overgrowth,' said Ngema.

Ngema drew parallels to the nearby Himalaya sports grounds, where the community eventually took matters into their own hands.
He expressed disappointment with the municipality's recently approved budget, claiming it fails to address critical service delivery needs in areas like Merebank and Lamontville.
'We still have ongoing sewer spillages and severe water leaks, and yet the budget does not address these issues. The DA voted against the eThekwini budget because it doesn't meet the real needs of our communities,' he said.
During the recent budget speech, the mayor of eThekwini Municipality, Cyril Xaba, outlined the city's spending priorities, placing emphasis on infrastructure rehabilitation and service delivery.
'The main focus of the budget is the replacement and rehabilitation of infrastructure to ensure efficient and effective service delivery. Our capital budget has been increased by 10.3% to R7.3b to expand, replace, and upgrade infrastructure. A further 7% (R4.3b) of the operating budget has been allocated to repairs and maintenance,' said Xaba.
He added that a new Water and Sanitation Turnaround Strategy has been approved by both the council and National Treasury.
'We've also met all submission deadlines related to institutional, governance, and management capacity. Our investment plan and governance roadmap have also received Treasury approval,' said Xaba.
Despite these commitments, residents of Merebank said they remain sceptical and committed to advocating for change.

This reflected our commitment to addressing poverty and inequality, while keeping our spending sustainable,' he said. The grant increases that took effect in April were: Old age grant: increased from R2185 to R2315 War veterans grant: increased from R2205 to R2335 Disability grant: increased from R2185 to R2315 Foster care grant: increased from R1180 to R1250 Care dependency grant: increased from R2185 to R2315 Child support grant: increased from R530 to R560 Grant-in-aid: increased from R530 to R560 In the Budget Review, National Treasury stated that the budget for social grants was increased by R8.2 billion over the medium term to account for higher living costs. Numerous complaints about unauthorised SASSA Old-Age Grant deductions has the agency reaching out to beneficiaries. Image: File By way of clarification, the South African Social Security Agency assures clients that it is not allowed to make deductions without notifying the recipient beforehand and receiving consent. If you have not received your full grant amount for the month of August, you must contact SASSA immediately to rectify the situation. Recently, several SASSA beneficiaries have come forward alleging that their grants are arriving with R165 already deducted, reports The Citizen . Due to the sheer number of complaints, the concern is that this has moved beyond a few isolated incidents and there are nefarious actors at play. You should never have any money deducted from your SASSA payment without giving consent beforehand. Image: File 'I can tell you outright that we are not allowed to make SASSA Old-Age Grant deductions from a beneficiary without their consent. That is the regulation. Your money is your money. Once we give you the money, we have no control over that,' clarified Matlou. 'However, of course, there will be these unscrupulous chance-takers who will try to take advantage of SASSA grant recipients. A possible reason could be funeral policies being deducted from immediately after the SASSA Grant payment. But the agency does not offer any such policy. And the agency does not allow anyone to advertise policies using its branding,' Matlou explained. Anyone using the SASSA branding in a misleading manner will be investigated in court. And it has handed investigations over to the SAPS to try find these people. It is a serious offence to misrepresent yourself as a government entity. Here's what to do if you have unauthorised Sassa grant deductions. South African Social Security Agency (SASSA) has cleared the air on claims it makes unauthorised deductions against grant recipients. The agency has frequently received complaints that grant recipients are not receiving their full amount, and suspicious deductions are being made. Earlier this year, The Citizen's sister newspaper, the Alberton Record, reported how one resident was reportedly being deducted R165 each month without authorisation, suggesting the problem extends far beyond isolated incidents. CEO Themba Matlou said this week that Sassa is not allowed to make deductions without notifying the recipient. 'I can tell you outright that we've got regulations, social assistance regulations, that are very clear. That we are not allowed to deduct any policy from the beneficiary without the beneficiary's consent. That is the regulation.' He said that while funeral policies can be deducted from Sassa grants, the agency does not allow anyone to advertise policies using their branding. 'Your money is your money. Once we give you the money, we have no control over that. But, of course, there will be these unscrupulous chancetakers, who will do that [take advantage of grant recipients]. He said the matter had been brought to the agency's attention, and it had moved to inform recipients that it does not provide funeral policies itself. 'We immediately put the fake sticker, and then I handed it over to the fraud and police to investigate those people, because they're not allowed to misrepresent the government. But I can tell you outright that is not our policy. It is not our stance.' Those who have noted unauthorised deductions are advised to send an SMS to 34548, including their ID number, full name, the name of the financial service provider, policy duration, and reason for disputing the deduction. For those uncertain about the source of deductions, Sassa recommends contacting their helpline at 080 060 1011 or visiting a local Sassa office for direct assistance. Sassa also advised beneficiaries to visit the insurer or FSP for cancellation if they have registered for insurance and are no longer interested. 'Clients are advised to always be vigilant and careful prior to signing any documents,' the agency warned.
