Neglected park a haven for criminality
THE recently passed eThekwini Municipality budget has raised questions among the residents, with some community members saying it fails to address the real issues affecting people at grassroots level.
Residents in Merebank are calling for the revival of Sialkot Park, which has been neglected for over seven years. The community continue to pressure eThekwini Municipality to restore the once-vibrant public space.
For the 2025/26 financial year, eThekwini Municipality was allocated a total budget of R70.9b, comprising an operating budget of R63.6b and a capital budget of R7.3b. Despite the sizable allocation, residents feel their concerns remain overlooked.

Resident Satchu Annamalai said the Merebank community has long tried to maintain the park themselves, but their efforts have limitations.
'We are trying to put a plan together that includes eThekwini Municipality. We've had numerous engagements with city officials, and they promised to discuss the matter further with us,' said Annamalai.
'We've even raised funds to pay people to cut the overgrown grass, but residents cannot do everything on their own. We need regular maintenance to keep the park from becoming a haven for criminals,' he said.
Annamalai noted that the community's pleas stem from ongoing criminal activities in and around the park, which has become a hiding spot for suspects and a hotspot for illegal activity.
DA PR councillor, Sithembiso Ngema, confirmed that the community had expressed interest in taking over maintenance of the park if the municipality approved it. However, recent developments have caused further frustration.
'This park used to host weddings and parties. The community still sees it as a valuable space, regardless of who owns the land. Now it has become a refuge for criminals. It's difficult for security companies to chase suspects through the overgrowth,' said Ngema.

Ngema drew parallels to the nearby Himalaya sports grounds, where the community eventually took matters into their own hands.
He expressed disappointment with the municipality's recently approved budget, claiming it fails to address critical service delivery needs in areas like Merebank and Lamontville.
'We still have ongoing sewer spillages and severe water leaks, and yet the budget does not address these issues. The DA voted against the eThekwini budget because it doesn't meet the real needs of our communities,' he said.
During the recent budget speech, the mayor of eThekwini Municipality, Cyril Xaba, outlined the city's spending priorities, placing emphasis on infrastructure rehabilitation and service delivery.
'The main focus of the budget is the replacement and rehabilitation of infrastructure to ensure efficient and effective service delivery. Our capital budget has been increased by 10.3% to R7.3b to expand, replace, and upgrade infrastructure. A further 7% (R4.3b) of the operating budget has been allocated to repairs and maintenance,' said Xaba.
He added that a new Water and Sanitation Turnaround Strategy has been approved by both the council and National Treasury.
'We've also met all submission deadlines related to institutional, governance, and management capacity. Our investment plan and governance roadmap have also received Treasury approval,' said Xaba.
Despite these commitments, residents of Merebank said they remain sceptical and committed to advocating for change.

Bail granted to fraud-accused Sassa employees
Ten suspended employees of the South African Social Security Agency have been granted bail by the Lenasia Magistrates' Court. This comes after 11 Sassa employees were arrested earlier this year, for allegedly defrauding the agency of over R4 million. 'The fourth accused, Ethiopian national Abenezer Tilahyn, was denied bail after the court ruled, he posed a flight risk,' said National Prosecuting Authority Spokesperson, Phindi Mjonondwane. The bail amounts granted to the accused 10 ranged from R10 000 to R30 000 each. The accused were also instructed to surrender their travel documents, as part of the bail conditions. Accused number one in the case is Shumani Khwerana. Together with his co-accused, they face multiple charges ranging from fraud, theft and cyber crime. According to the NPA, the suspended Sassa employees orchestrated a scheme where they created fake Sassa profiles that enabled them to fraudulently deposit and withdraw monies from various SASSA pay points. Prior to the court granting the accused bail, their affidavits from the investigating officer, Constable Manana, and two affidavits from Mazimela Kubeka, a senior internal investigator at SASSA, were reviewed. Mjonondwane said, 'These documents outlined how the accused were implicated in the alleged crimes. The court found no evidence that the ten accused, excluding Tilahyn, were flight risks or that they would interfere with evidence or the investigation. As a precaution, the court prohibited the accused from interfering with the ongoing investigation or any state witnesses. 'The National Prosecuting Authority respects the court's ruling, which marks only a stage in the legal process,' said Mjonondwane. She vowed that the court's ruling would not deter the NPA's commitment to ensuring accountability and transparency within the public sector. The matter has been postponed to 2 September 2025 for further investigation. SASSA also confirmed that the implicated employees no longer had access to any of its systems. Sassa to provide food, cash vouchers, blankets and essential supplies to EC families affected by floods
South African Social Security Agency (Sassa) CEO Themba Matlou has pledged to help families affected by the floods in the Eastern Cape with essential needs. The province was hit by floods this week, affecting several towns and villages, with the OR Tambo and Amathole district municipalities the hardest hit. The floods destroyed homes and claimed 78 lives. Matlou said the agency will help families whose homes were destroyed through its social relief of distress programme. 'To this end, Sassa is active on three established sites where about 229 people are served with three nutritious meals a day, reinforcing the agency's commitment to immediate food security. In addition, 229 vanity packs and five baby packs have been procured and distributed to meet essential personal and infant care needs,' he said. Sassa has developed a disengagement plan where they provide beneficiaries with a basic needs package to help restore stability. The package includes: two-ply blankets; one mattress per person; cash vouchers to address short-term financial needs; and school uniforms for affected pupils. Matlou said this is in line with the agency's mandate derived from the Social Assistance Act. 'Social relief of distress is temporary provision of assistance intended for people in such dire material need that they are unable to meet their families' most basic needs. We also offer our condolences to the families of the deceased and wish a speedy recovery to those who are injured. 'We are working closely with the relevant stakeholders in the social cluster of the province to ensure maximum support is given to the distressed families.
