Public housing in Hong Kong has no room for ‘lying flat'

There is something amiss when those on low incomes are said to have rejected promotions and pay rises to remain qualified for social welfare. Exactly how many Hongkongers have opted for the so-called 'lying flat' lifestyle – doing the bare minimum to get by – to apply for, or not to be kicked out of, a subsidised rental home remains unclear. But the government has good reason to resist calls to be more accommodating in the allocation of scarce public housing.
The suggestion that the Housing Authority may combat the phenomenon by allowing applicants to exempt certain 'genuine and reasonable one-off income' in their declaration is debatable. There are also calls to exclude the earnings of grown-up children when assessing ceilings of household incomes. The proposals certainly have an appeal to many who marginally exceed the limits, but such flexibility and leniency also mean a greater burden on public funds.
Given the scarcity of public housing, a fair and firm policy on asset and income limits remains the best way to screen out those who are less deserving. If applicants' total incomes – be they bonuses or standard salaries – are above the ceiling, they should not be allowed to remain in the queue for homes. The same goes for existing tenants. They have had the chance to better themselves and should be encouraged to move out and make way for those still waiting. The crackdown on the abuse of public flats by requiring households to declare incomes and other property is in the same spirit.
We do not know how many people would actually turn down pay rises and bonuses to meet the qualification. The truth is that no matter where the line is drawn, some people are bound to lose out. A more flexible approach on applicants' bonuses and other personal circumstances is arguably unfair to many in the queue who may have greater housing needs. It may also encourage more people to get around the rules and remain in subsidised units while earning more.
Lying flat is a wider social problem that calls for policy intervention at a higher level. A more sympathetic and tolerant approach to homes may only encourage more people to turn to public housing and reinforce the trend of lying flat, which is hardly good for social mobility and development.

As someone who watches local English television and listens to English radio in Hong Kong on a daily basis, I have to be honest: the range and quality of English-language content available fall well short of what one would expect from a truly international city. Compared to global news giants like CNN or the BBC, our local offerings feel limited and often repetitive. Hong Kong's broadcasting rules now permit up to 45 per cent of English-channel content to be in other languages, which has contributed to a rise in Mandarin programming. While Mandarin is undoubtedly important given Hong Kong's growing integration with the rest of the Greater Bay Area, this shift does not reflect the needs of the city's diverse population, especially the large expatriate community and English-speaking locals who depend on English-language media for news, entertainment and cultural connection. While the Broadcasting Service Survey 2024 shows that news programmes are popular, there is a lack of variety in English-language radio content, with limited locally produced shows that truly reflect Hong Kong's unique culture. In contrast, Singapore's English-language media landscape is far more vibrant and diverse, offering a broad mix of local dramas, talk shows and cultural programmes that engage both locals and expatriates. This diversity not only supports Singapore's international appeal but also fosters social cohesion in a multilingual society.

Beijing's point man overseeing Hong Kong affairs will begin a five-day visit to the city on Wednesday to inspect its development and attend a national security forum, the chief executive has said, confirming the Post's report. Chief Executive John Lee Ka-chiu said that Xia Baolong, director of the Hong Kong and Macau Affairs Office, would attend the key forum, organised by the Department of Justice to mark the fifth anniversary of the imposition of the national security law, on Saturday. 'The main purpose of Xia's visit is to attend the forum on national security law,' Lee said before his weekly meeting with the Executive Council , the city's key decision-making body, on Tuesday. 'This shows that he attaches great importance to the implementation of the national security law in Hong Kong. Hong Kong stocks swung between gains and losses on Tuesday as investors weighed China's economic outlook and the military conflict in the Middle East. The Hang Seng Index fell 0.1 per cent to 24,037.56 as of 10.12am local time. The Hang Seng Tech Index gained 0.1 per cent. On the mainland, the CSI 300 Index and the Shanghai Composite Index were both little changed. Sands China advanced 3.8 per cent to HK$15.44 and Sunny Optical Technology Group gained 3 per cent to HK$66.05. Alibaba Group Holding added 1.8 per cent to HK$114.90. Chow Tai Fook Jewellery Group slumped 4.4 per cent to HK$13.12 on a plan to sell convertible bonds . PetroChina lost 5.2 per cent to HK$6.99 as the stock traded ex-dividend. Investors are waiting for more policy signals from Beijing after a set of mixed economic data from May, when the downturn in property prices accelerated . Meanwhile, they are also watching the military tensions between Iran and Israel, as hostilities could strain oil supply and add inflationary pressure. Other major Asian markets all edged up following an overnight gain in US stocks. Japan's Nikkei 225 climbed 0.5 per cent, while South Korea's Kospi rose 0.9 per cent and Australia's S&P/ASX 200 added 0.1 per cent.
