Exports from Oman's economic zones, industrial cities top $10bln annually

Muscat – The annual value of exports from Oman's special economic zones, free zones, and industrial cities exceeded RO4.5bn, accounting for about 18% of the country's total exports and 38% of its non-oil exports, according to an economic survey conducted by the Public Authority for Special Economic Zones and Free Zones (OPAZ).
At its third annual media briefing held on Monday, OPAZ unveiled the results of the survey, which was conducted in mid-2024 in coordination with the National Centre for Statistics and Information (NCSI), targeting enterprises operating within special economic zones, free zones, and industrial cities. The survey also revealed that these zones contributed 7.5% to Oman's GDP in 2022, representing 11.6% of non-oil economic activities for that year.
Addressing the media briefing, H E Sheikh Dr Ali bin Masoud al Sunaidy, Chairman of OPAZ, announced that in 2024 the volume of investment in economic zones, free zones, and industrial cities grew by 10% compared to 2023, reaching approximately RO21bn by the end of December 2024.
Of this total, RO6.3bn worth of investments were committed to the Special Economic Zone at Duqm, reflecting a 5% increase compared to 2023. Other free zones recorded an investment volume of RO6.6bn by the end of December 2024.
The Sohar Free Zone witnessed a significant rise in cumulative investment, doubling from RO600mn at the end of December 2023 to over RO1.3bn by the end of December 2024. This surge was primarily attributed to the successful attraction of the polysilicon factory project, which drew around half a billion Omani rials in investment. The project will supply essential materials for the solar panel industry and other sectors.
Industrial cities, which operate under the management of Madayn, reported a committed investment volume of RO7.6bn by December 2024, marking a year-on-year growth rate of 3.3%. Investments in Khazaen Economic City grew by an impressive 18.8%, with total committed investments surpassing RO500mn by the end of December 2024.
Special Economic Zones and Free Zones Law
A major recent development was the issuance of the Special Economic Zones and Free Zones Law under Royal Decree No 38/2025. The law is intended to boost investor confidence by unifying the legislative framework governing these zones.
'This law will enhance the business environment in economic and free zones, making them more attractive to investors. It includes clear provisions for approvals, incentives, and facilities, and introduces unified income tax exemptions of up to 30 years across all zones, subject to review every ten years,' H E Sunaidy said in his speech.
He added that the law also addresses procedures for land and property allocation, grace periods for business activities, regulation of labour licensing, and the temporary import and export of goods to and from the zones. It also facilitates the transfer of projects between zones.
'Moreover, the law includes special provisions for customs administration, outlines the obligations of zone operators, and regulates real estate development within economic zones, including provisions for property ownership,' he said.
H E Sunaidy further emphasised that the Omani government, under the wise leadership of His Majesty Sultan Haitham bin Tarik, is committed to enhancing the investment environment, developing economic zones and industrial cities, and economically empowering the governorates. These efforts, he noted, would strengthen the role of special economic and free zones in the near future.
'OPAZ continues to work towards increasing the contribution of economic zones, free zones, and industrial cities to GDP, while also creating direct and indirect employment opportunities,' he added.
Speaking on the authority's environmental and sustainability priorities, H E Sunaidy noted that last year OPAZ completed a consultancy study for the development of a renewable energy zone in the Special Economic Zone at Duqm. Additionally, Sur Industrial City launched the Green Belt Project, which aims to create green spaces to reduce carbon emissions. A sustainability plan was also implemented in the Sohar Free Zone, including the establishment of an air quality monitoring network.
Simplifying services for investors
H E Sunaidy affirmed the authority's commitment to governance within the state's administrative framework and resource management. In line with Royal Directives, OPAZ has begun integrating investor services electronically with relevant government entities to streamline procedures and increase transparency. Rental rates for heavy and medium industrial land were reduced to between 250 and 500 baisas per square metre annually.
To further support investors, OPAZ has introduced several initiatives, including reducing project licensing times, re-engineering import and export procedures, and offering additional incentives such as discounted rental rates for new projects in Ibri, Sur, and Mahas Industrial Cities. Rental discounts and exemptions have also been provided during the initial years for new projects in upcoming industrial cities in Mudhaibi, Suwaiq, and Madha.

MUSCAT: The Public Authority for Special Economic Zones and Free Zones (OPAZ) announced on Wednesday the launch of a tender for the construction of the administrative and commercial buildings complex in the Economic Zone at Al Dhahirah EZAD Square, IP4. The Authority invited experienced Omani-Saudi consortiums to submit bids via the electronic tendering platform 'Esnad.' The deadline for purchasing tender documents is set for June 26, with a site visit scheduled for June 30. The final date for submitting bids is August 11, 2025. The tender includes the construction of the main square of the Al Dhahirah Integrated Economic Zone, a business centre, an administrative building, a commercial centre, as well as a hotel and a health centre. The scope of work includes the execution of civil works, electrical and mechanical systems, and steel structures for the buildings. It also covers external works such as the construction of internal roads, sewage networks, water and irrigation systems, and landscaping. The total land area allocated for the complex is approximately 50,000 square metres, with the first phase covering a built-up area of around 17,000 square metres and the potential to expand to 38,000 square metres. Eng. Ibrahim Yousuf Al Zadjali, EZAD Project Manager, affirmed that smart city principles have been considered in the design of the facilities. The buildings have also been designed in line with the requirements for obtaining LEED (Leadership in Energy and Environmental Design) green building certification, which will be implemented by the consortium awarded the tender. Al Dhahirah Integrated Economic Zone is located 20 kilometres from the Empty Quarter border crossing between the Sultanate of Oman and the Kingdom of Saudi Arabia, with a total area of 388 square kilometres.

Muscat: The Public Authority for Special Economic Zones and Free Zones (Opaz) engaged with several suggestions, complaints, reports and inquiries submitted via the national platform 'Tajawob' until the end of May. A total of 44 requests were received, including 12 suggestions, 10 complaints, 20 inquiries and 2 reports, reflecting a growing interaction aimed at enhancing public participation tools. Dr. Ahmed bin Saif Al Mamari, Acting Director of Customer Services Department at Opaz, confirmed that all requests received via the platform have been given due attention since its launch in late February. Complaints were handled within record timeframes, with the shortest response time recorded at under 10 minutes and the longest at two days. Most inquiries focused on investment procedures, company registration and investor visas. Complaints, meanwhile, were referred to the relevant departments for resolution. He stated that the received suggestions were diverse, including the development of incubators in industrial cities, enhancement of the tourism front in the Special Economic Zone at Duqm (Sezad), and the renaming of certain industrial cities under the Public Establishment for Industrial Estates (Madayn). All suggestions have been referred to the relevant departments within the Authority and the zones it supervises for study and evaluation. Al Mamari also mentioned that some of the submissions received via the platform included innovative proposals, reflecting the level of public engagement with global technological and scientific advancements. One notable suggestion involved utilising the advancements in drone technology for the transport sector, which was referred to a specialised consultancy, while technical experts in the zone provided their input directly to the proposer. Oman's industrial exports witnessed a remarkable 8.6 percent increase during the first quarter of 2025, reaching OMR1.618 billion ($4.2 billion), in comparison to OMR1.490 billion ($3.9 billion) during the same timeframe in 2024, according to recent data released by the National Centre for Statistics and Information . Industrial exports constituted 28 percent of Oman's total exports, highlighting the increasing contribution of the industrial sector to the national economy and the country's efforts toward economic diversification. This growth was propelled by strong performances across various industrial sectors, particularly the electrical equipment and machinery manufacturing sector, which recorded an outstanding growth rate of 141 percent, with its exports surging to OMR128 million compared to OMR53 million in Q1 2024. The metal products sector followed closely, posting a 14.1 percent rise in exports, reaching OMR462 million, driven by the growing international demand for high-quality Omani products. Enhancing competitiveness of Omani products Eng. Khaled Salim Al Qasabi, director general of Industry at the Ministry of Commerce, Industry, and Investment Promotion, remarked that these favorable outcomes reflect the robustness and diversity of Oman's industrial sector. He stressed the ministry's ongoing implementation of integrated industrial policies designed to enhance the competitiveness of Omani products in both regional and global markets while bolstering industrial exports. In statements to Oman News Agency (ONA), he noted that the electrical equipment and machinery sector is witnessing rapid growth due to escalating local and regional demand, fueled by infrastructure expansion projects—especially in electricity networks, utilities, and new cities—alongside increasing investments in renewable energy-related industries. He affirmed that this sector is prioritized under Oman's Industrial Strategy 2040, given its significance in developing supply chains, enhancing value-added economic activities, supporting entrepreneurship, and localizing advanced technologies. Speaking to ONA, he elaborated that these initiatives encompass qualitative efforts to improve the efficiency and quality of national products by aiding local manufacturers in complying with the highest technical standards and international certifications. This not only enhances competitiveness but also boosts consumer confidence in Omani products. He added that the ministry, in collaboration with relevant entities, is striving to open new markets for Omani exports by activating regional and international trade agreements, participating in trade exhibitions and missions, and providing incentives and facilities for Omani exporters. Furthermore, the ministry is promoting knowledge-based and advanced technology industries, including artificial intelligence and Fourth Industrial Revolution technologies, which are pivotal in enhancing product quality, minimizing costs, and achieving sustainable industrial growth. These initiatives contribute to fortifying the national economy, creating quality job opportunities for Omani talent, and positioning Oman as an emerging industrial and logistics hub in the region.
