Thoothukudi's green initiatives; Man-made forest, park revivals and global partnerships
A significant effort in this initiative includes the development of man-made forest at the Tharuvaikulam dumping yard for the past six years.
The corporation owns around 578 acres along the Tharuvaikulam road, which has been utilized for waste dumping, since the time the city was classified under Municipality limits. Other than the mountain's bio and non-biodegradable wastes at the site ,the remaining area was overgrown with Prosopis juliflora and thick bushes. At this juncture, to reclaim and transform this space, the corporation has begun clearing the invasive vegetation and is working to establish a man made forest in the region.
This initiative began in 2019, with two acres of land chosen for the pilot project. Through bio mining, the dumped waste was removed and the land was prepared for planting trees. Initially 2,000 tree saplings were planted in the area on a trial basis. Although the project faced a setback in 2021 due to shortage of water, the Corporation revived the nearby sewage treatment and used the treated water to support the plants.
By 2024, the corporation has planted around 1.5 lakh trees in various phases, including occasions such as Chief Minister's birthday and Corporate Social Responsibility (CSR) contributions.
Currently two private firms have signed a Memorandum of Understanding (MoU) with Thoothukudi corporation, one firm has committed to planting trees across 100 acres, while other will cover 25 acres of land.
Tree species such as neem, Manila tamarind (Kodukkapuli), pungan, guava and others were planted at the site.
In addition, the corporation has also partnered with the UK government for the project 'PACT-Digi-PULSE' advancing Carbon-Neutral Transitions using Digital-Twin Based planning for URban Living and Sustainable Environment. The project led by IIT-Madras with consortium partners will focus on reducing greenhouse gas emission, enhancing climate resilience and creating a replicable model for sustainable urban planning and mobility.
Another major green initiative of the Thoothukudi corporation includes the restoration of city parks. Of the total 206 park sites, only 57 are currently in public use. The corporation is working on developing mini forest in the park spaces, particularly focusing on wards 16,17 and 18.
Speaking about the initiatives, Thoothukudi Corporation Mayor Jegan Periyasamy stated that the city's green projects will bring long term environmental benefits as we are focusing on the plants producing high levels of oxygen. He emphasised the significance of 'PACT-Digi-PULSE' project and noted that an expert team had recently arrived in the city for assessment, a step that would support better urban planning in future.

UP nod to Rs8k cr solar park
Noida: Yamuna Expressway Industrial Development Authority (YEIDA) is planning to set up a solar plant on 200 acres in Sector 8 along the Yamuna Expressway. The state govt has approved a proposal by SAEL Solar P6 Private Limited to set up an integrated facility with a manufacturing capacity of 5 GW solar cells and 5 GW solar modules. SAEL Industries Limited, the parent company, is an integrated renewable energy firm that deals in providing affordable, sustainable, and clean energy. The integrated solar manufacturing project, being executed by its subsidiary Sael Solar P6 Pvt Ltd, will increase the company's total solar module manufacturing capacity to 8.5 GW. The plant will produce tunnel oxide passivated contact (TOPCon) solar cells, which will be assembled into solar panels on an in-house module manufacturing line. According to a YEIDA official, the project has been classified under the ultra mega category, reserved for investments of Rs 3,000 crore or more. "This will be a completely new greenfield project in the area and is among the largest investments received so far," the official added. On Feb 24, YEIDA issued a Letter of Intent (LOI) to the company and forwarded the proposal to the state govt. On July 10, Invest UP granted a Letter of Comfort approving the proposal, after which YEIDA expedited the land allotment process and is expected to formally hand over the 200-acre plot within this month. Company representatives have already visited the YEIDA office to discuss documentation and other formalities, officials said. "This project is expected to give a major boost to the solar sector and generate employment for around 2,500 people in the region. The state govt has started the process to allot land based on the Letter of Comfort issued," said a YEIDA official. SAEL Solar currently has over 6.7 GW of solar projects across India, including both operational and under construction, and an existing capacity to manufacture 3.5 GW of TOPCon solar modules. The integrated facility in Yamuna City will manufacture solar cells, which use photovoltaic technology to directly convert sunlight into electricity, starting from silicon wafers with specialised coatings and electrodes.

Panchayati raj ministry holds workshop on spatial development plan for villages
Agency: New Delhi, Jul 17 (PTI) The Panchayati Raj Ministry on Thursday said it has brought together 19 partner institutes of planning and architecture to prepare spatial development plans for 36 gram panchayats across 14 states as a pilot project. A two-day workshop in this regard, titled 'Navingram –� Re-Imagining the Village', commenced in Madhya Pradesh capital Bhopal on Thursday, the ministry said in a statement. A Gram Panchayat Spatial Development Plan (GPSDP) is a comprehensive plan that guides the physical and spatial development of a gram panchayat. It outlines how land should be used, what infrastructure should be built, and how development should be managed to achieve social and economic goals. 'Spatial development plans must be realistic, sustainable and aimed at empowering gram panchayats to become self-reliant," an official statement quoted Panchayati Raj Secretary Vivek Bharadwaj as saying while delivering the keynote address at the workshop. Bharadwaj stressed on panchayats generating their own revenue. 'We must include strategies to enhance the panchayats' own revenue generation, and ensure that village development becomes a model of self-sufficiency and innovation," he said. According to the statement, the ministry will create a valuable knowledge repository for Panchayati Raj transformation. 'The initiative reflects the evolution from traditional village development approaches to scientifically designed spatial planning methodologies that integrate modern planning principles with Panchayati Raj governance structures," it said. The workshop witnessed participation from elected representatives of Panchayati Raj Institutions from the spatial planning gram panchayats, officers from Departments of Panchayati Raj in various states, faculty and students from planning and architecture institutes, Town and Country Planning Department officials, and government agencies, the statement said. 'The workshop emphasises the critical importance of Own Sources of Revenue (OSR) generation and Corporate Social Responsibility (CSR) partnerships in creating financially sustainable gram panchayats that can effectively implement their spatial development plans," it said. The partner institutes will make presentations, showcasing the enhanced GPSDPs prepared for the 36 gram panchayats. The institutes will also present land use plans based on land suitability analysis, and propose physical and social infrastructure interventions envisioned for the next 7-�10 years, aligned with projected population growth in these gram panchayats. Alok Prem Nagar, Joint Secretary to the Ministry of Panchayati Raj, delivered comprehensive insights on spatial planning for rural areas and the way forward, highlighting the ministry's strategic interventions and innovative approaches. Principal Secretary in Panchayati Raj Department of Madhya Pradesh, Dipali Rastogi highlighted that Bilkisganj and Murvas gram panchayats in the state are progressing well with their comprehensive spatial planning implementation. J'hand govt should control the expenses of CSR funds, fin min writes to chief secy
Ranchi: State finance minister Radhakrishna Kishore on Thursday shot a letter to chief secretary Alka Tiwari stating that the govt should have control on the expenditure of funds under Corporate Social Responsibility (CSR) like it is being done in Himachal Pradesh. Sharing a copy of an order by Himachal Pradesh govt along with the letter to CS, Kishore said that the hilly state decided to take control over CSR to prevent unnecessary expenditure and wastage of CSR funds. "All expenditure proposals under CSR are presented with complete facts to the Chief Minister for decision, and only after their approval can CSR funds be spent. A similar arrangement should be made in Jharkhand too," he noted. He added that under the aim of CSR spending is to develop the socio-economic sector through women's empowerment, environmental protection, afforestation, rural development, water conservation, disaster relief, rehabilitation, and preservation of arts and culture. However, the banks in Jharkhand are not spending CSR funds on the topics prescribed by the central govt.
