‘Least restrictive environment:' San Francisco schools strengthening special education services
Special Education services are bound by state and federal mandates to ensure students eligible for special education have 'meaningful access to general education in the least restrictive environment to meet their unique needs,' district officials wrote.
While SFUSD has experienced trends of declining enrollment in the past five years, Special Education enrollment has increased. In 2023-24, nearly 14% of SFUSD's 49,000 students in TK-12th grades were identified as requiring Special Education services.
SFUSD is both a school district and a county office of education. SFUSD employs nearly 500 teachers and over 1,300 paraeducators who work directly with students receiving Special Education services.
The Fiscal Crisis and Management Assistance Team (FCMAT) conducted a review of the public school district's special education services in fall 2024 by interviewing key SFUSD staff and evaluating SFUSD's SpEd procedures, data and processes.
Based off FCMAT's review of special education services within the district, SFUSD is implementing several action items, including:
Increasing Accountability and Oversight
'SFUSD will be working to further define the distinction between district and county programming, with a specific emphasis on strengthening strategies and programming for students who have more extensive support needs, such as those in Special Day Classes (SDC) or county-level services. SFUSD's goal is to better address these students' needs within our schools and transition students back from Non-Public Schools (NPS) whenever possible,' district officials wrote.
Hiring and Retaining Special Education Staff
'For the first time in recent memory, SFUSD is preparing to post positions for occupational and physical therapists, aiming to hire directly for roles that have primarily been filled through contracted services. Additionally, SFUSD is organizing hiring fairs, recruitment events and pursuing a supplemental grant for the Urban Teacher Residency Program, with a specific focus on Special Education teacher credentials,' SFUSD officials wrote.

Strengthening the Continuum of Special Education Services
District officials wrote, 'Through cross-departmental efforts, SFUSD is working to address the significant disproportionality of African American students referred for Special Education services. SFUSD highlighted the need to strengthen site- level tiers of support, Student Success Team structures, and interventions that are already in place across schools within general education.'
Improving Data Systems
'SFUSD is focused on improving data systems to better inform decision-making and planning. As a result of this process, the team is beginning to organize more accurate, robust, usable data sets related to programming, staffing, caseloads, class sizes, and other data sets that were previously challenging to access,' district officials wrote.
FCMAT and SFUSD will discuss the report at the April 8 Board of Education meeting.

D-Day veteran celebrates 100th birthday at regimental museum
A D-Day veteran has celebrated his 100th birthday at the museum of his old regiment in Aberdeen after receiving his coveted message from the King. Jim Glennie turned 100 on Tuesday and a number of his family and friends gathered at The Gordon Highlanders Museum where he volunteers. Mr Glennie met the King earlier this year when he toured the Aberdeen museum, with Charles praising him as a 'great example to us all'. As an 18-year-old private, he was part of the invasion force which landed at Sword Beach on D-Day. He was later wounded in action and taken prisoner, spending the remainder of the war in Stalag IV-B. He and other soldiers made their own way back to Allied lines when their German guards deserted them as the Russians approached from the east. When Mr Glennie returned to Turriff in Aberdeenshire after the war, he became a welder. France has awarded him the Legion d'Honneur and earlier this year he was awarded the British Empire Medal in the King's Honours list. Friends and family gathered at the museum on Tuesday to celebrate, singing 'happy birthday' to the veteran. He was formally presented with his British Empire Medal by Aberdeen's Lord-Lieutenant, who is also the city's Lord Provost, David Cameron. The former soldier had earlier received his message from the King. John McLeish, chief executive of the The Gordon Highlanders Museum, said Mr Glennie was in good spirits. He told the PA news agency: 'Jim Glennie has volunteered at The Gordon Highlanders Museum for over 30 years. 'His military service is well documented but less well-known is the commitment and enthusiasm he brings to his volunteer role every Tuesday, week in week out. 'He is an important member of our team and, at the age of 100, his personality and generosity of spirit add to the wonderful camaraderie exhibited by team members. 'Watching Jim engaging with museum visitors is a sight to behold. He makes a regular museum visit very special indeed and, ultimately, he makes people smile! 'There were lots of smiles at the Museum today as we celebrated Jim's 100th birthday.' Charles toured the regimental museum in January, and upon seeing the King, Mr Glennie greeted him cheerfully and said 'long time no see!' The King told him about a portrait of Mr Glennie he had been shown at the museum, saying 'it looked terrific' and promising to send him a message when he turns 100 in August. The King said: 'You're a great example to us all, if I may say so, you really are.'

Waynesboro, Staunton and Augusta County schools again offering free breakfast, lunch
Waynesboro Public Schools announced that all students in the division are eligible to receive free breakfast and lunch at school this academic year. "No further action is required of parents," the announcement said. "Students will be able to participate in this free meal program without having to submit a meal application or pay for meals." Students will be charged for extra items such as drinks, snacks and ice cream, according to Waynesboro Public Schools. Both Staunton City Schools and Augusta County Public Schools will also offer free meals this year. "We will continue to offer free lunch and breakfast under Community Eligibility Provision," said Amanda Warren, director of school nutrition for Staunton City Schools. The Community Eligibility Provision is a non-pricing meal service option for schools and school districts in low-income areas, according to the USDA. The program allows the nation's highest poverty schools and districts to serve breakfast and lunch at no cost to all enrolled students without collecting household applications. The USDA said that schools that adopt the program are reimbursed using a formula based on the percentage of students categorically eligible for free meals based on their participation in other specific means-tested programs, such as the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). "Breakfast and lunch became free for all students in SCS when we qualified for the CEP in 2020, and it's been that way ever since," said Ruth Jones Turner, Staunton City Schools' director of strategic planning and public relations. Augusta County is also under the Community Eligibility Provision and will serve free breakfast and lunch, said John Childs, executive director of communication and ddministrative services for the division.
