Student loans aren't enough to live on.
Accommodation costs can be prohibitive. The cheapest option is a bedroom in a shared private rented sector (PRS) flat.
In Glasgow, that will cost £350 to £500 per month, excluding bills.
The student loan works out at £700 per month.
The average rent for university halls of residence is £632 per month, inclusive of electricity/gas.
That's pricey but not as costly as 'purpose build student accommodation' (PBSA). These are the sparkly buildings that have sprang up across the city over recent years.
A room in a shared PBSA flat in Woodlands (bills included) is £1,135 per month, or £13,624 for 51 weeks.
An en-suite bedroom in an upmarket PBSA flat in Partick will set you back £1,377 per month, or £16,524 per annum. Double occupancy comes in at £23,317.
Two questions: who owns these properties and who can afford them?
Unite Students is the largest owner, manager and developer of PBSA in the UK. It provides homes to 68,000 students across 152 properties in 23 university towns and cities.
The Unite Group, which trades as Unite Students, was founded in 1991 and is listed on the London Stock Exchange's FTSE 100.
In 2020, Unite bought its competitor, Liberty Living, for £1.4 billion.
The target rental group is clearly international students looking for high-quality, well-managed properties to rent whilst at university.
The PBSA sector has led a privileged life – excluded from the laws and regulations that apply to PRS landlords in Scotland. That was until last week.
Conservative, Labour and Green MSPs on the Local Government, Housing and Planning Committee successfully voted to end the paragraph 5, Schedule 1 exemption for PBSA landlords in the 2016 Private Housing (Tenancies) (Scotland) Act.
The Scottish Government will no doubt try to reverse this at the final stage 3 consideration of the Housing (Scotland) Bill. However, without the Greens or the Lib Dems, they won't have the numbers.
I welcome removal of the exemption but it's fair to say the Bill itself is fairly timid and more about tinkering than much else. If the Bill was a sandwich, its filling would be lettuce.
Indeed, as rent control legislation is about open market rents, it's entirely feasible that a rent officer or tribunal would conclude PBSA rents are generally fair, having regard to the type of accommodation in the local PBSA market.
The Housing Bill is one of those pieces of legislation that talks the talk but doesn't do much walking. It needs to do much more.
It seeks to reform rent pressure zones (RPZ) in the 2016 Act. There has never been a RPZ in Scotland.
Local authorities would be required to carry out an assessment of rent conditions in their area and make a recommendation about whether Scottish Ministers should impose rent controls in all or part of the area.
There would be a mandatory requirement for local authorities to re-assess conditions in relation to rent on a cyclical basis. To put it another way, pencils would be sharped pointlessly and then set aside.
At present, a landlord can do one rent increase every 12 months. The Bill proposes that there should be no rent increases within the first year. That seems sensible. And that's about it.

More than 1,000 doctors urge MPs to vote against assisted dying bill

More than 1,000 doctors have written to MPs urging them to vote against the assisted dying bill, calling it a "real threat to both patients and the medical workforce". The bill - which is due to be voted on by MPs for a final time on 20 June - would allow terminally ill patients from England and Wales to end their lives "on their own terms", providing they have a life expectancy of six months or less. A separate bill is currently passing through the Scottish parliament. But doctors from across the NHS have written to MPs, warning them of their "serious concerns". Notable signatories include Sir John Burn, a geneticist who has led decades of cancer research, Sir Shakeel Qureshi, who was knighted for his work in paediatric cardiology, Professor Aileen Keel, the former deputy chief medical officer for Scotland, and Baroness Finlay, a Welsh doctor, professor of palliative medicine and member of the House of Lords. The letter is signed by four doctors who hold OBEs, two who have MBEs, and one CBE. The letter says that while a debate is needed on end of life care, "this bill is not the answer". It raises concerns that not enough evidence has been heard from doctors, people with disabilities and other marginalised groups. "This bill will widen inequalities, it provides inadequate safeguards and, in our collective view, is simply not safe," it goes on to say, calling it a "deeply flawed bill". 1:40 Professor Colin Rees, a member of the Royal College of Physicians working group on assisted dying, said it was the "single most important piece of healthcare legislation in 50 or 60 years". "It will have very profound consequences for the future and many doctors are really concerned that members of parliament are not hearing the views of the medical profession." He said many doctors who remain neutral, or who even support the principle of assisted dying, remain concerned about the bill. "We don't think it's a bill that is safe, that protects patients, protects families, and protects the medical workforce." What stage are the two assisted dying bills at now? The Terminally Ill Adults (End of Life) Bill passed the House of Commons with a majority of 55 in November. Scotland's Assisted Dying for Terminally Ill Adults (Scotland Bill) pass with a 14 majority in May. But the legislation has not been without controversy, with 150 amendments made to get it through the first stage. The bill will return to the House of Commons for a third reading this Friday. If voted through by MPs it will then proceed to the House of Lords. 'No safeguards against coercion' One of the areas of concern raised by the medics was the inability to properly identify patients at risk of coercive control. "Vulnerable patients are at risk of coercion with women, victims of domestic abuse, and the elderly at particular risk," the letter says. It also warned it would widen social inequalities, with patients who do not have the resources for a comfortable death more likely to opt for assisted dying. "People who struggle to pay for heating or care or wish to preserve their assets for their children are at high risk of choosing to die if the option is available and the alternative is more difficult." Data from the Annual Report of Dying With Dignity from Oregon in 2024 found 9.3% of those people who choose assisted deaths do so for financial reasons. 'Doctors get it wrong 40% of the time' Concerns have also been raised around the inaccuracies of medical prognosis. "Research demonstrates that doctors get prognosis wrong around 40% of the time," the letter says. "As such, patients may end up choosing an assisted death and losing what could have been happy and fulfilling months or years of life." 1:50 The bill is also a risk to families, the letter says, as it does not require doctors to speak with family members. "A close relative may know nothing until they get a call to arrange collection of their relative's body," it says, adding that there is no mechanism for a family member to raise concerns about a request. The letter also addressed the potential impact on the medical workforce. Evidence from the Netherlands suggests "doctors feel pressurised when dealing with patient requests for assisted deaths, meaning that doctors may end up having involvement despite it being against their principles, because they want to help their patients". Doctors' letter highlight concerns about the risk to: Patients Does not necessitate treatment of depression or other remediable factors; does not protect against risk of coercion, particularly for women and the elderly; does not ensure that the assessment panel must meet the patient; will widen social inequalities, adversely affecting the socioeconomically deprived; does not take account of the inadequacies of assessing medical prognosis. Families Does not necessitate any involvement of families. The first they may know is when they are called to come and collect the body; assumes that an assisted death is 'better' than a well-managed natural death but there is little or no evidence in the literature for this assertion. Palliative care Makes it a legal right for patients to access assisted dying, but does not mandate a comparable right to be able to access other end of life services; means that patients may choose assisted dying because palliative care provision is inadequate • Places palliative care consultants (a speciality in which 80% of doctors are opposed to assisted dying) at the heart of delivering the services; ignores the fact that the UK is currently ranked higher for its palliative care services than any country that delivers assisted dying and the fact that countries that introduce assisted dying almost invariably see a decline in the quality of their palliative care services. The medical workforce Does not adequately recognise the risk of harm to doctors from delivering assisted dying; is unclear whether assisted dying should be considered a 'treatment'. Provision of adequate care Proposes a panel which is not a multidisciplinary team and will not know the patient; proposes use of drugs which are not regulated or approved and does not mandate any monitoring of their complications.

The Government is examining whether to abolish Ireland's current system of rent caps. Rent pressure zones (RPZ) were introduced in 2016 to help control spiralling costs for tenants. Advertisement The regulations, which apply to certain areas of high demand for housing, are due to expire on December 31st. Here is everything you need to know about RPZs, and what the Government might do next. What are rent pressure zones? The RPZ system was introduced in 2016 to cap rent increases in areas where there is high demand for housing and rental homes. An area designated as an RPZ has annual rent increases capped at 2 per cent or at the rate of inflation, whichever is lower, even if there is a change of tenant. Advertisement However, not all rented properties in RPZs are subject to rent caps. Landlords can be exempt from the rent caps if the property has not been rented for a period of two years or if it has undergone a "substantial change in the nature of the accommodation". Where are rent pressure zones? RPZs now cover most of the country – 111 of the State's 166 local electoral areas are under the rent cap system. Many of the major towns and cities in the Republic are RPZs, along with touristic areas such as Killarney, Westport and Connemara. Castlebar in Co Mayo and Tullow in Co Carlow are the latest areas to become RPZs. Advertisement Why would the Government want to scrap rent pressure zones? There is concern within the Government that RPZs have negatively impacted the level of private investment in housing developments, amid increasing pressure to meet new-build targets. Fianna Fáil and Fine Gael are under increasing pressure to tackle the State's housing crisis after it emerged that 30,330 homes were built last year, far short of the projected 40,000 new builds put forward by the parties. The debate over RPZs also stems from a report by the Housing Commission that recommended a new form of rent control. The report published in May last year said landlords had been constrained by the RPZ regime and reported a lack of policy certainty and diminished net rental returns. Advertisement It also highlighted that tenants were still experiencing affordability challenges due to historically high rents, while those seeking to find rental accommodation were met with low availability. The commission said the evidence for the effectiveness of the RPZ system was "mixed", and suggested that rent regulation needs to be made fit for purpose for the longer term. The report said the Government should regulate market rents fairly and effectively by reforming current regulations and establishing 'reference rents'. This would replace RPZs with a system that pegs rent to local dwellings of a similar quality. Advertisement In the proposed new system, the reference rent rate would be reviewed at regular intervals and rent would not rise more than a certain percentage above this reference rent over a specific period. This rent regulation would continue to transfer between tenancies, so that if a tenancy ends the same regulations apply to the subsequent tenancy, discouraging the termination of tenancies purely to increase rental income. This new form of rent control would apply across the country, not just in specific zones. What proposals are the Government considering? The Government is now considering tying certain rents to the rate of inflation. Under the proposals, the current RPZ annual caps would not apply to new buildings constructed after a certain date and rents in the newbuilds would instead be linked to inflation. The proposal to get rid of the RPZ cap for newbuilds and tie the rent level to inflation is aimed at increasing private sector investment to deliver more housing. The current 2 per cent rent increase cap would remain in place for existing tenancies, though landlords would be able to change the rents between tenancies, which is currently not permitted. The changes to the RPZ system would be accompanied by enhanced protection for renters in relation to security of tenure amounting to a minimum of six years. There would be a restriction on no-fault evictions during this six-year period – a measure that will require legislation. The landlord would be allowed to reset the rent every six years to the market rate. When will the Government make its decision? Asked on Wednesday when a decision on the future of RPZs would be made, Taoiseach Micheál Martin told reporters: 'I would expect sometime in the next week.' The Taoiseach said the decision will be part of a number of steps towards increasing housing supply, including attracting institutional investors to the sector. 'There'll be further measures taken next week in relation to housing,' he said. 'It's not any one measure that is a silver bullet. It's the cumulative impact of all of them that will lead to an increase and an acceleration of timelines around getting housing units complete.' Coalition leaders are expected to consider the proposals for reforming the RPZ system when they meet on Monday in advance of a final decision on the plans due to be brought to Cabinet by Minister for Housing James Browne on Tuesday. What is the reaction from politicians, experts and industry? Opposition parties have widely criticised any proposals to phase out RPZs. Sinn Féin's housing spokesman Eoin Ó Broin said said any move by the Government "to allow landlords to increase the rent burden on tenants – a rent burden that is already far too high – will be strongly resisted." He said the proposed changes Sinn Féin would create a 'four-tier rental market', with different rent-setting and eviction rules for four types of tenants depending on whether or not they live in RPZs, when their tenancies begin, and when their homes were built. Social Democrats TD Rory Hearne said the housing crisis had deepened into a 'social catastrophe' and disaster'. He said his party would be 'actively and vociferously' opposing any attempt to remove rent caps. Lorcan Sirr, a housing lecturer at Technological University Dublin, criticised the suggested change to rental controls, telling The Irish Times that if stability was what the market needed, this in itself was 'policy flip-flopping'. Meanwhile, Eddie Byrne, chief executive of Irish Residential Properties REIT (IRES), which owns about 4,000 homes in Dublin and Cork, welcomed the Government's efforts for reforms that could boost the supply of rental properties while also protecting renters. Michelle Norris, director of the Geary Institute for Public Policy at UCD and member of the Housing Commission, said the majority of members in the commission agreed Government should regulate rents but that the RPZ system needed to be reformed so that there was stability in regulation and a move away from constant change. Read More The enforcement of any regulation was a key concern of the commission, Prof Norris told The Irish Times, as well as a move away from a 'flat' rate regulation of rent. 'Other European countries have rent regulations that are linked to a reference rent being charged for similar properties in that location that are of a similar quality and size.' John Mark McCafferty of housing charity Threshold said that without RPZs tenants would likely face substantial rent increases, pushing them into financial distress and 'even possible homelessness'. Irish Property Owners' Association chairwoman Mary Conway expressed concern at the potential for a 'two-tier market' with 'old rents versus new rents coming in'.
