
Give equal pay to all graduate trained middle school teachers: HC to govt
The high court directed the additional chief secretary of the education department to complete the exercise of equalising the grade pay of all middle school 'niyojit' graduate teachers in Bihar within three months.
Since the grade pay of graduate trained middle school 'niyojit' teachers was first introduced by the state govt by framing a new service conditions rules on April 3, 2012, many such eligible middle school teachers appointed prior to the date are being paid lesser than their colleagues.
A single bench of justice Purnendu Singh while allowing a writ petition of one Rajesh Kumar Pandey delivered this judgment on Monday, a copy of which was uploaded on the HC websites on Tuesday evening.
Justice Singh held such difference in salary for the middle school 'niyojit' teachers in Bihar as discriminatory and in violation of the fundamental rights guaranteed by the constitution of India.

RPAs for 3 services to mountain radars: DAC clears procurements worth Rs 67,000 cr
The Defence Acquisition Council (DAC) chaired by Defence Minister Rajnath Singh on Tuesday approved a range of military procurement proposals for the armed forces worth nearly Rs 67,000 crore. These include the procurement of Medium Altitude Long Endurance (MALE) Remotely Piloted Aircraft (RPAs) for the three services, a compact autonomous surface craft for the Navy, maintenance support for the C-17 and C-130J fleets of the Indian Air Force (IAF), and a comprehensive annual maintenance contract for the S-400 long range air defence missile system. The DAC's approval for the maintenance of both American and Russian platforms with the IAF can be considered a display of strategic autonomy by India, especially at a time when the US President Donald Trump has been criticising India over its crude oil imports from Russia, a move New Delhi termed 'unjustified and unreasonable targeting' of the country. The IAF has a fleet of 12 C-130J-30 Super Hercules Aircraft, procured from the US in 2010-11, followed by additional orders in the subsequent years. The IAF operates a fleet of 11 C-17 Globemaster III aircraft procured between 2013 and 2019. Both were procured by India from the US under separate Foreign Military Sale (FMS) agreements. India had signed the S-400 deal with Russia in 2018, a year after the US passed the Countering America's Adversaries Through Sanctions Act (CAATSA). The long range surface to air missile system played a critical role in defending Indian skies during Operation Sindoor between May 7 and 10. These procurements are particularly significant in the light of Operation Sindoor, which was launched by India on May 7 after the April 22 terror attack in Pahalgam that left 26 people dead, and appear to be drawn from lessons learnt from it. According to a statement issued by the Defence Ministry, the DAC has granted an Acceptance of Necessity (AoN) for the procurement of Thermal Imager-based Driver Night Sights for the Battle Mechanised Platforms with the Army, which will enhance the night driving capability of BMPs and provide higher mobility and operational advantage to the mechanised infantry. The DAC is the primary body responsible for approving major capital acquisitions in defence. The first step in the defence procurement process is the Acceptance of Necessity (AoN). However, obtaining an AoN does not always lead to a final order. The DAC also approved the procurement of the compact autonomous surface craft, the BrahMos fire control system and launchers, and the upgrade of the BARAK-1 point defence missile system for the Navy. 'The procurement of the compact autonomous surface craft will enable the Indian Navy to detect, classify and neutralise threats during anti-submarine warfare missions,' the statement said. For the Indian Air Force, an AoN was granted for the procurement of mountain radars and the upgrade of the SAKSHAM/SPYDER weapon system, which will enhance air surveillance capabilities along and across borders in mountainous regions. The upgrade of the SAKSHAM/SPYDER system for integration with the Integrated Air Command and Control System will strengthen India's air defence capabilities. Additionally, the procurement of MALE RPAs for three services will support round-the-clock surveillance and combat readiness, as these aircraft can carry multiple payloads and weapons while operating at longer ranges for extended missions.

Eco sensitive zones, crop insurance: Italia meets Gujarat CM, flags five major concerns
Newly-elected Visavadar MLA and Aam Aadmi Party leader Gopal Italia on Tuesday met Gujarat Chief Minister Bhupendra Patel, for the first time since being sworn in, according to a statement issued by the party. During the meeting, Italia reportedly raised five questions concerning his constituency and the broader population across the state, the party said in a statement. 'I presented five policy issues of the Visavadar-Bhesan constituency before the Chief Minister. The biggest issue of our area is the eco-sensitive zones, which affects a total of three districts, 15 talukas and 196 villages… and is very disturbing to the farmers who are opposing it. I presented a reference from the Assam government that has abolished eco-zones. If this can be done in Assam, it can be done in Gujarat too,' AAP quoted Italia as saying. Italia reportedly also discussed the Chief Minister Kisan Sahay Yojana for farmers during the meeting. 'Under this scheme, farmers who have suffered crop damage will be given compensation but this scheme has not been implemented yet. If people, mobiles, houses, cattle are insured, then why not farmers'crops? According to this scheme, a compensation of Rs 20,000-25,000 per hectare, per farmer, has been planned, but this scheme has not been implemented,' said the statement The third issue, AAP said Italia raised was that the Town Planning scheme was being 'wrongly' implemented in the new municipal corporations. '…nowhere in the Town Planning law is it written that 40% land should be deducted or government reserved plots should be kept… Since the TP law is not being implemented properly, rainwater gets filled in most of the cities, sewers overflow, and traffic and parking problems arise. The draft TP that has been in place for years is not being implemented in the final TP. Instead of the original land of the farmers, plots are allotted in some other place and court cases go on for years,' the statement said. The fourth concern was that the 'production of renewable energy is increasing in Gujarat but no property tax is being levied on solar farms and windmills'. The fifth concern discussed by the MLA was that since cattle did not have land to graze their cattle, they were forced to do so on government land. Italia said he suggested the government give these herders a land on rent to graze their cattle.

CM inspects progress of Sabarmati Ashram Redevelopment Project in Ahmedabad
Chief Minister Bhupendra Patel on Tuesday conducted a spot inspection of the progress made in the Sabarmati Ashram Redevelopment Project in Ahmedabad. The project is jointly implemented by the Central government and the Gujarat government at an estimated cost of Rs 1,200 crore in an area measuring 55 acres. The CM was on Tuesday accompanied by Chief Secretary Pankaj Joshi. They were provided details of the ongoing works under the project by the Executive Council Chairman of the Mahatma Gandhi Sabarmati Ashram Memorial Trust, I P Gautam, and Officer on Special Duty I K Patel. As per an official release, CM Patel reviewed various works and offered suggestions.
