Over two years, 25 shops have been ordered to close as part of a police and council initiative to stop illegal tobacco being sold in Newport.
Operation Firecrest was a joint Newport council and South Wales Police scheme which started in October 2023. It has seen hundreds of thousands of illegal cigarettes seized as well as hand-rolled tobacco and vapes. As part of the crackdown, 25 properties were forced to stop trading via legal closure orders, the council say.
While the closure orders are only temporary, the council say they have been working with landlords to ensure that any tenants are operating legally. The city was recently dubbed the UK's worst for empty shops, something people hit back at.
Over the course of the two year operation, the council say the following were seized:
481,790 illegal cigarettes
199.kg illegal hand-rolled tobacco (equivalent to 199,050 cigarettes)
26,856 illegal disposable vaping devices seized
25 properties were forced to cease trading by legal closure orders
Newport council say that in one shopping area, five premises were previously selling illegal tobacco and vapes and all were taken to court and magistrates issued closure orders.
Two have changed use, one is vacant and another was closed recently. A fifth has reopened but appears to be now trading lawfully, the council say.
In 2023, the council say an operation on Commercial Street saw a "significant amount of products" taken off sale.
Five shops were subject to closer orders and three people were charged with fraudulent trading to which they later pleaded guilty.
Councillor Mark Spencer said: "The illegal trade of tobacco and vapes is harmful to our residents and those communities where it is taking place. We will not tolerate it in our neighbourhoods or our city.
"Closure orders can only be for a limited period which is why the officers have been working with landlords. We are grateful to those who have taken their advice in relation to the type of tenants they have and urge others to be vigilant.
'We would welcome changes in the legislation which would strengthen the action that can be taken against those involved in the illegal trade and the premises they operate from."

The law has recently changed, and it is now illegal for businesses in Wales to sell or supply any single-use or disposable vapes.
All vaping devices must now be both rechargeable and refillable to be legally sold or distributed.

Former Arsenal player Thomas Partey granted conditional bail
The Ghanaian midfielder, 32, has been charged with five counts of rape against two women, as well as a charge of sexual assault against a third woman. The alleged offences took place between 2021 and 2022, when he was an Arsenal player. Partey stood with his arms behind his back in the dock at Westminster Magistrates' Court on Tuesday, wearing a black zip-neck jumper. The footballer, who gave his address as Potters Bar, showed no reaction as the charges were read out and was not asked to enter any pleas. Court artist drawing of Thomas Partey in the dock at London's Westminster Magistrates' Court (Elizabeth Cook/PA) The alleged offences include incidents of anal rape, the court heard. His bail conditions include that he cannot contact any of the three women and must notify police of any permanent changes of address or international travel. It comes amid reports that Partey is set to join Spanish club Villarreal. As bail conditions were discussed in court, Chief Magistrate Paul Goldspring said: 'I understand he's no longer employed in this country and playing in Spain now.' Partey left Arsenal when his contract expired at the end of June (PA) Partey is due to appear at the Old Bailey on September 2. He was charged four days after leaving Arsenal when his contract expired at the end of June. A spokeswoman for Arsenal Supporters Against Sexual Violence said they were 'profoundly disappointed' in the north London club for their handling of the matter. Speaking outside court, Honor Barber told the PA news agency: 'We never wanted to be in a situation where the club that we love and the club that has values that we believe in was playing, week-in week-out, a player who is now facing court appearances on six counts of sexual violence. 'We protested outside almost every home game last season because we wanted to disrupt the wall of silence that the club has put up around this issue, and we did that because we want to support our club and feel happy and comfortable supporting our club.' Members of the group held a banner which read 'Arsenal said: 'We do the right thing' then did nothing'. People from Arsenal Supporters Against Sexual Violence held a banner outside the court (Yui Mok/PA) Ms Barber said the group wanted Arsenal to publish their sexual violence policies, 'suspend anyone under investigation for sexual offences' and 'properly support the survivors'. The Metropolitan Police said it first received reports of an allegation of rape in February 2022. Partey's lawyer Jenny Wiltshire previously said he 'denies all the charges against him', adding he welcomed 'the opportunity to finally clear his name'. He joined Arsenal from Atletico Madrid in 2020 in a transfer worth around £45 million. The defensive midfielder signed for the Spanish club in 2012 and made 188 appearances, as well as going out on loan to Mallorca and Leganes. He played 35 games for the north London club in the Premier League last season, scoring four goals. Partey has also made more than 50 appearances for Ghana including at the World Cup and the Africa Cup of Nations. An Arsenal spokesperson previously said: 'The player's contract ended on June 30. Due to ongoing legal proceedings the club is unable to comment on the case.'

Jury retires in trial of 15-year-old boy accused of murdering student in school
The defendant, who cannot be named, has admitted the manslaughter of Harvey, also 15, who was stabbed to death at All Saints Catholic High School on February 3. The boy denies murder and has been on trial for the last month. On Tuesday, judge Mrs Justice Ellenbogen completed her summing-up of the case and sent out the jury of four men and eight women to start its deliberations. The stabbing of Harvey by the boy in a courtyard during the school's lunch break was captured on CCTV and the footage has been viewed by jurors multiple times. Harvey Willgoose was stabbed to death at his school in February (South Yorkshire Police/PA) It shows how he was stabbed twice and the court has heard how one of these blows cut through one of his ribs and pierced his heart. Jurors heard how immediately after the stabbing the defendant told All Saints' headteacher Sean Pender: 'I'm not right in the head. My mum doesn't look after me right.' The boy told the jury from the witness box that this was not right and he had said 'my head's not right' to Mr Pender. The school's assistant head, Morgan Davis, took the knife off the defendant and heard him say 'you know I can't control it', which the teacher took to be a reference to his anger issues, given previous incidents of violent behaviour at school, the court heard. The jury was told how Harvey and the defendant fell out following an incident in the school five days before the fatal stabbing on January 29. On that day, the defendant tried to intervene in an altercation involving two other boys and had to be restrained by a teacher. When he claimed one of these boys had a knife, a lockdown was declared and police were called, although no weapon was found. Harvey was not at school that day and stayed off for the rest of the week, texting his dad: 'Am not going in that school while people have knives.' Over the weekend before the stabbing, Harvey and the defendant fell out on social media, with each siding with a different boy involved in the lockdown incident. When the defendant returned to school in Monday February 3, he was asked by Mr Davis whether he had anything he should not, but he said he did not. The jury has heard about a series of encounters between Harvey and the defendant that morning before the defendant pulled out the knife and used it just after the start of the lunch break, which began at 12.10pm. The court was shown images and video found on the defendant's phone which captured him posing with knives and other weapons, and was told how he had used search terms relating to weapons on the internet. Richard Thyne KC, prosecuting, told jurors: 'You may think the searches aren't conducted by someone who has a specific and deep-rooted fear of someone, but by someone who's become obsessed.' The defendant told jurors how he decided to carry a knife for protection as he feared other teenagers he believed were carrying weapons. His barrister Gul Nawaz Hussain KC told the jury that the defendant 'snapped' after years of bullying and 'an intense period of fear at school'. Mr Hussain told jurors: 'Tragically, Harvey was a combination of being the final straw that broke (the defendant) and the unintended face of a series of threats of violence and bullying he had suffered in recent months. 'We say he suffered a loss of control which resulted in horrific and tragic consequences.'
