Class 10-12 toppers honoured; outcome of reforms, says CM
Punjab chief minister Bhagwant Mann on Sunday said the Class 10 and 12 results of the Punjab School Education Board show 'significant progress' in the state's education sector. Felicitating toppers in his official residence, Mann said, 'The reforms introduced by the AAP government are yielding positive outcomes.'
He highlighted that rural government schools achieved a pass percentage of 96.09% while urban schools recorded 94%, calling it an encouraging trend. Over 1,000 government schools out of 3,840 recorded 100% pass results.
Mann said such is the impact of the education revolution in the state that most of the toppers in board exams are from small and far-flung villages. He also pointed out that girls outperformed boys, crediting steps to improve access and quality of education for girls.
The CM said 26 of the top-performing students were active in sports, showing a balance between academics and extracurriculars. He praised teachers, parents and students for their contributions, especially teachers whom he called the real driving force behind these results.
The CM said Amritsar district led the results among all districts. Mann expressed hope that these students would become role models and pursue higher education.
'The state government is working to provide a strong educational foundation,' he said. On the issue of drugs, Mann said the problem is a legacy of past governments. He reiterated support for the 'Yudh Nasheyan Virudh' campaign, aimed at eliminating drug abuse in the state.
Mann said the government's focus was not just on the next election but on preparing the next generation for leadership and success. Soliciting support and cooperation of students, he said the scourge of drugs should be wiped out from the state.

Easy Registry system speeds up property registrations in Mohali
MOHALI : The newly launched Easy Registry system has significantly streamlined the property registration process in Mohali, cutting down wait times and boosting overall efficiency. Introduced on May 27 by Punjab chief minister Bhagwant Singh Mann and Aam Aadmi Party (AAP) convenor Arvind Kejriwal, the system aims to eliminate corruption and provide a hassle-free experience for property owners. According to officials, the Easy Registry system has processed over 4,000 applications within just 15 days, with an average clearance time of two hours. If all documents are ready and pre-approved, the registration process takes less than 10 minutes. Mohali deputy commissioner Komal Mittal said, "The system takes less than 10 minutes for pre-approved applications with complete documentation. Only applications with missing documents or objections are deferred. For all others, the process is completed almost instantly." On average, 266 property registrations are being completed daily under the new system. The district revenue department has received nearly 5,000 applications since its launch and has successfully cleared 80% of them. Among the various subdivisions, Kharar led with 1,125 successful registrations, followed by Zirakpur with 1,081, Mohali with 859, Derabassi 463, Majri 353, Banur 81, and Gharuan 45. Revenue officials said majority of application rejections were due to missing key documents such as building plan approvals, sewerage connections, or NOCs from municipal councils. Launched at the sub-registrar office in the District Administrative Complex, the Easy Registry system is part of the state government's larger digital governance push. The initiative is expected to be implemented across Punjab by Aug 1. Officials and stakeholders have praised the move as a transformative step towards transparent and citizen-friendly administration.

AAP opposes proposed fee regulation bill, calls it 'anti-parent'
New Delhi [India], June 11 (ANI): In a scathing attack on the BJP-led Delhi Government, senior Aam Admi Party (AAP) leader and Leader of Opposition (LoP) in the Delhi Assembly, Atishi, condemned the concealment and unilateral introduction of the proposed fee regulation bill, the party said in an official statement. She pointed out that the BJP government deliberately bypasses democratic processes by planning to introduce the Bill through an ordinance, without any public consultation, stakeholder engagement, or legislative scrutiny, as per the release. 'This Fee Regulation Bill has been kept hidden by the BJP. No parent, lawyer, MLA, or Delhi resident has seen this bill. Why is it being concealed? If this bill is in the interest of parents, then why hasn't it been shown to them? Why hasn't it been uploaded to the website? Why hasn't public feedback been invited?' questioned Atishi. The AAP Legislative Group has formally demanded that the BJP government convene a Special Session of the Delhi Assembly to introduce the Fee Regulation Bill. Atishi stressed that the Bill must be referred to a Select Committee consisting of members from both AAP and BJP, and that comprehensive public consultations must be held before it is passed, it added. 'There was talk of a Fee Regulation law, but no one has seen the draft till date. Parents spoke in one voice: the fee law must not be brought in through an ordinance. The draft bill should be made public, their opinions must be heard, and only then should the bill be passed,' she said. Calling out the BJP's opaque tactics, Atishi remarked, 'This may be the first time in Delhi's history that such a significant law or policy is being brought without any public feedback. Hiding the draft of a law like this only shows one thing: something is seriously sketchy with it. This bill isn't meant to reduce school fees or to regulate private schools. It's being brought in to protect private schools.' As per their release, with Education Minister Ashish Sood confirming that the Bill will not be tabled in the Assembly, Atishi said, 'The BJP Government is going to any lengths to shield Delhi's private schools--now sneaking in the Fee Regulation Bill through an ordinance, bypassing the Assembly. This move is anti-parent and pro-private school.' Earlier in May, the Delhi Cabinet approved the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, bringing relief to thousands of students and parents across the capital. Addressing growing concerns over frequent and unregulated fee increases by private schools, the Delhi Cabinet, under the leadership of Chief Minister Rekha Gupta cleared the bill, which is expected to apply to 1,677 private schools in the city. CM Gupta stated that the government has swiftly acted in response to the widespread panic among students and parents regarding the hikes in school fees. (ANI)

The initiatives The Punjab Udyog Kranti initiative introduced 12 reforms aimed at improving ease of doing business and unlocking industrial potential. The government has significantly reduced compliance burdens by implementing a deemed approval system. The portal serves as a single-window clearance system, eliminating bureaucratic delays, while the expanded Right to Business Act allows automatic approvals for projects under Rs 200 crore. Additionally, self-certification for building plans and fire safety norms streamlines regulatory processes, making Punjab one of India's most business-friendly states. The initiative also focuses on unlocking land value by introducing a digital Land Feasibility Certificate, expanding land-use categories, and enabling leasehold-to-freehold conversions for industrial plots. To foster growth, Punjab is opening 260 new industrial plots, and investing Rs 300 crore in infrastructure upgrades. By simplifying regulations, modernising approvals, and supporting industries financially, Punjab is positioning itself as a national leader in investment and economic development. Deemed Approval System The Deemed Approval System ensures that all necessary approvals and clearances for setting up or expanding a business are granted within 45 working days. Previously, clearances could take 60 to 120 days, causing uncertainty. Now, applications are reviewed online within 7 days, and if no decision is made within the deadline, approval is automatically generated through the portal. This system will enhance accountability. Fast-track portal Unlike earlier systems where investors had to navigate multiple departments, fast-track Punjab is a single-window portal for regulatory approvals. It provides end-to-end clearances across different sectors with a digitally tracked workflow, auto-escalations, and real-time updates. Right to Business Act The Right to Business Act has been expanded, allowing projects with up to Rs 125 crore in plant and machinery investment (Rs 200 crore including land and buildings) to receive in-principle approvals. If located in an industrial park, approvals are granted within 3 days; if outside, they take 15 days. These remain valid for 3.5 years, benefiting around 95 per cent of new projects, including hospitals, hotels, IT units, and educational institutions. Building plan approvals, fire safety norms The government has introduced self-certification for both building plan approvals and structural stability certificates, eliminating the need to rely on a limited number of government-approved experts. Fire safety norms have also been simplified, allowing architect-prepared fire safety drawings to be accepted. The validity of fire NOCs has been extended from one year to up to five years, reducing compliance costs for businesses. Land Feasibility Certificate The digitally delivered Land Feasibility Certificate, will be issued within 15 working days by revenue officials. This certificate verifies land ownership, zoning, and siting, helping investors navigate subsequent approvals for construction and environmental permits with clarity. The permitted land-use categories have been expanded for industrial plots from 2 to 10, allowing conversion for IT, offices, educational institutes, commercial purposes, and industrial parks. Addition ally, landowners can apply for conversion after 5 years of allotment, increasing flexibility and land value for industrial estates.
