GEORGE TOWN: Will Penang's third link be another bridge instead of the proposed undersea tunnel project?
State Infrastructure, Transport and Utility Committee chairman Zairil Khir Johari (DAP – Tanjung Bunga), in his winding-up speech during the state legislative assembly sitting this afternoon, said the state government is currently considering a proposal for a new design change, from an undersea tunnel to a bridge across the Penang Straits.
"The feasibility study was completed in 2023, covering the viability of the new design, namely, a bridge, or other alternative designs.
"The implementation study for this alternative design will be completed in the near future, and the new design is expected to be finalised once the study is concluded," he said.
Zairil said a Traffic Impact Assessment (TIA) and all other necessary evaluations would be carried out thereafter.
In February, Chief Minister Chow Kon Yeow said the third link for vehicular movement between Penang island and Seberang Prai would involve a change in alignment.He, however, did not reveal details of the new alignment and remained non-committal as to whether the third link would be an undersea tunnel or another bridge.
Back in 2021, it was reported that the state government had not ruled out the possibility of a third bridge to replace the proposed undersea tunnel project connecting the island and the mainland.
Penang already has two bridges, with the second bridge currently underutilised.
The undersea tunnel is part of the RM6.3 billion mega project in the state.

URIMAI interim deputy chairman David Marshel has dismissed claims by activist Badrul Hisham Shaharin, better known as Chegubard, that the recent appointment of Datuk M Kumar as Bukit Aman Criminal Investigation Department (CID) director was tied to DAP's 'Malaysian Malaysia' agenda. David stressed that the Federal Court appointment was based solely on merit, professionalism, and competence, not race, religion, or political influence. 'It is impossible for the Kerajaan Madani to accept the 'Malaysian Malaysia' concept through this appointment, as DAP itself has long abandoned it,' he said in a statement. He pointed out that DAP had shifted from 'Malaysian Malaysia' to 'Middle Malaysia' and later to 'Malaysia Baharu', arguing these slogans were merely political tools for the party to remain in power and avoid addressing injustice. David urged Chegubard to retract what he described as a false and misleading statement, stressing that DAP does not fight for senior federal positions to serve the Indian or Chinese communities. Instead, he accused the party of siding with Malay leaders in UMNO to secure political survival. He also underlined that Malaysia's Indian and Chinese communities continue to respect the Federal Constitution, uphold the spirit of Malaysia, and remain committed to national service. 'It is wrong to depict Indians and Chinese as stateless or unpatriotic,' he said, adding that DAP no longer represents these communities but focuses solely on clinging to power. Chegubard has 'congratulated' Kumar on his appointment as the new director of the CID – a post he described as one of the most powerful after the inspector-general of police. But his so-called praise was laced with heavy sarcasm, aimed squarely at UMNO and the Anwar-led government. In a Facebook post, he claimed the appointment — 'supposedly made on merit, without racial considerations' — proved that Malaysia was now openly embracing the DAP's long-controversial 'Malaysian Malaysia' concept, where Malays and non-Malays are deemed equal for any position. Invoking the 1967 Setapak Declaration, Chegubard sneered that what UMNO once demonised, it now silently accepts. He pointed to past appointments, like the first non-bumiputra lieutenant general, and mocked the current regime for 'successfully' moving the nation from 'race-based' to 'need-based' policies. Turning the knife further, he quipped that this trend would soon clear the path for non-Malays to become chief justice, armed forces chief, inspector-general of police, and even prime minister. KUALA LUMPUR: The royal pardon granted to Prime Minister Datuk Seri Anwar Ibrahim in 2018 fully restored his eligibility to contest elections and hold office, according to constitutional law expert Emeritus Prof Datuk Dr Shad Saleem Faruqi. He stated that the pardon under Article 42(1) of the Federal Constitution erased all legal consequences from Anwar's previous conviction. 'Once there was a free pardon under Article 42(1), all disqualifications under Article 48(1) were removed and there was absolutely no need for His Majesty to issue a new, second order to lift the disqualification,' he explained in an op-ed to Bernama. Shad Saleem addressed recent claims by opposition leaders questioning Anwar's eligibility under Articles 48(1)(e) and 48(3) of the Federal Constitution. He clarified that a full pardon not only releases a person from serving a sentence but also removes legal disqualifications. 'It includes those that would otherwise bar the individual from contesting or holding office as a Member of Parliament (MP). Once there is a free pardon, all disqualifications under Article 48(1) are removed,' he said. He cited case law from Malaysia and other Commonwealth countries, including Anwar Ibrahim (2018) and Jeyaratnam v AG (1990) from Singapore. A free pardon 'wipes the slate clean,' restoring the individual's full legal standing, he noted. Shad Saleem also referenced the 1969 case of DAP veteran Lim Kit Siang, where a royal pardon reinstated his MP position after disqualification due to a technical breach. PETALING JAYA : Umno deputy president Mohamad Hasan wants DAP's top leadership to advise its youth wing not to act rashly, after it called for the party to cut ties with Umno Youth chief Dr Akmal Saleh. Mohamad, also known as Tok Mat, said the law must be enforced fairly in the case of the upside-down Jalur Gemilang and cannot be focused on one party alone. He said Akmal had already been summoned by the police and the rule of law must be respected by all parties, Utusan Malaysia reported. 'I hope that DAP will advise its youth leaders to be more rational and not to act rashly, which would only threaten national stability at the end of the day,' he was quoted as saying. Mohamad also defended Akmal's gathering outside the Penang hardware store that allegedly flew the national flag wrongly, saying it was to make peace rather than cause chaos. He maintained that flying the Jalur Gemilang upside-down was a sensitive matter that cannot go unpunished as it could affect national harmony. DAP Youth's Penang and Negeri Sembilan chapters had urged the party to sever all ties with Akmal over the Jalur Gemilang issue. Melaka DAP publicity secretary Kerk Chee Yee also said the party should not work with 'individual politicians who don't intend to build a harmonious and inclusive community' in the next Melaka state election. Akmal had laughed off the threat and dared DAP to cut ties with him, saying such a move would inadvertently mean ending DAP's relationship with Umno, a key partner in the unity government. Akmal is being investigated for sedition, criminal intimidation, and improper use of network facilities over a Facebook video in which he allegedly made statements that could disrupt public peace. The video in question is related to a hardware store owner in Kepala Batas, Penang, who was caught on video allegedly hanging the Jalur Gemilang upside down.
