According to the United Nations Convention on the Law of the Sea, "ships of all states, whether coastal or land-locked, enjoy the right of innocent passage through [a] territorial sea." However, such passage must be conducted in a "continuous and expeditious" manner.

The Dewey—part of the U.S. Seventh Fleet's principal surface force—left the "excessive claim area" and continued transiting in the South China Sea after completing its operation.
Meanwhile, a set of photos released by the U.S. Navy shows the USS Benfold, the Dewey's sister ship, operating at an undisclosed location in the South China Sea on May 12. The Benfold is also assigned to the U.S. Seventh Fleet as part of Destroyer Squadron 15.
According to the caption, one of the photos shows an electronics technician with a Chinese name translating "incoming bridge-to-bridge voice communications" in the pilothouse of the Benfold—suggesting the American warship may have encountered the Chinese navy.
U.S. military vessels and aircraft routinely interact with foreign forces while operating throughout the Indo-Pacific region, the U.S. Seventh Fleet told Newsweek, adding that all interactions were "consistent with international norms and did not impact the operation."

'It's bizarre in many respects and pretty troubling because Congress didn't have anything to say about this,' said Gary Hufbauer, a nonresident senior fellow at the Peterson Institute for International Economics. 'It's just the president's own negotiating with the individual companies,' he continued. 'That's not how, historically, we've done business in this country.' Under the agreement, Nvidia will share 15 percent of its revenue from H20 chip sales to China, while AMD will share the same portion of its MI308 chip sales. Both of the Nvidia and AMD chips in question, which are graphics processing units (GPUs) designed for the Chinese market with U.S. export controls in mind, faced new restrictions from the Trump administration in April, effectively blocking sales to China. Last month, Nvidia and AMD said the U.S. government had assured them it would begin approving export licenses for the H20 and MI308 chips, although the Commerce Department reportedly did not start issuing licenses for several weeks. The new revenue-sharing agreement comes after Nvidia CEO Jensen Huang met with President Trump at the White House last week, according to Bloomberg. Huang has found himself in a tricky situation, balancing Washington and Beijing's interests as both countries vie for AI dominance. The agreement appears to remove a major impediment for both companies. Nvidia said earlier this year it incurred $4.5 billion in charges associated with the chip restrictions in the first quarter and expected an $8 billion sales hit in the second quarter. Siena pollster Steven Greenberg told Newsweek on Tuesday that 39 percent of New York statewide voters reside in New York City, and this poll was a subset of those registered voters and not in theory likely voters. City voters under 35 are overwhelmingly supporting Mamdani, Greenberg said, as are a plurality of voters age 35 to 54. Voters age 55 and older back Cuomo over Mamdani, 38 percent to 32 percent. Results of this new Siena poll mirror a survey of 1,453 New York City residents conducted by Zenith Research and Public Progress Solutions from July 16 to July 24, which found Mamdani with a commanding lead in the current field of five—winning 50 percent of support while the combined level of support for the four other candidates and undecided likely voters totaled 49 percent.
