Maha govt approves construction of 500 new gram panchayat buildings

Of these, 127 buildings will be constructed in Vidarbha, reflecting a significant push to strengthen rural governance infrastructure in the region.
The approvals include 73 buildings in the Amravati Division (covering Amravati, Akola, Yavatmal, Buldhana, and Washim) and 54 in the Nagpur Division (including Nagpur, Bhandara, Gondia, Chandrapur, Gadchiroli, and Wardha), giving Vidarbha one of the largest regional shares under the scheme.
The state's decision follows the approval of the annual action plan by the Central Empowered Committee (CEC) in May 2025. The initiative aims to strengthen rural governance by creating proper administrative infrastructure in villages where existing Gram Panchayat buildings are either unavailable, unsafe, or in a dilapidated condition.
The scheme mandates that selected villages must have a population of over 3,000 and lack a viable panchayat building or operate from structurally compromised premises, as per a GR dated July 18.
Under the funding structure, 60% of the cost will be borne by the central govt and 40% by the state. Each approved panchayat will receive Rs25 lakh — Rs20 lakh for the construction of the office building and Rs5 lakh for an adjoining Citizen Service Centre (CSC room), which will house digital and public utility services.
The state govt has directed the respective Zilla Parishads and district administrations to begin construction immediately after land and legal clearances.

Locations must be free of legal disputes and under full ownership of the Gram Panchayat. The directive also stresses the importance of transparency, mandating standardised building plans, cost boards, and completion monitoring at the district level.
The RGSA, first launched as a restructuring of the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan, aims to build institutional capacity at the grassroots and strengthen decentralised governance. With this phase of approvals, Maharashtra hopes to accelerate rural development by creating functional spaces for panchayat operations, grievance redressal, and citizen outreach. The scheme will be monitored by the Directorate of Panchayati Raj, Pune, which will oversee fund disbursal and ensure timely completion of the works through regular field reports.

EVMs used in Maharashtra polls are tamper-proof, ECI confirms
The Election Commission of India (ECI) on Thursday said that the Electronic Voting Machines (EVMs) used for the 2024 Maharashtra Legislative Assembly polls are 'tamper-proof', following a detailed checking and verification exercise found no irregularities. The verification was ordered after 10 candidates, who contested the November 2024 elections, sought the ECI to check the used EVMs – ballot units, control units and Voter Verifiable Paper Audit Trail (VVPAT). The Maharashtra Chief Electoral Officer (CEC) carried out the exercise following the ECI's June 17 directives. The directives also come after Maha Vikas Aghadi (MVA) candidates alleged discrepancies in the EVMs and mismatched numbers in VVPAT slips. 'CEC carried out the exercise across 10 Assembly constituencies and found that in all cases the machines passed the diagnostic tests and there has been no mismatch in the count of VVPAT slips. This exercise proves, yet again, that the voting machines are tamper-proof,' ECI said in a statement, highlighting that the verification process was conducted in the presence of eight applicants, who sought verification of the voting machines. The test was conducted on 48 ballot units, 31 control units and 31 VVPATs, including diagnostic tests for verifying burnt memory/microcontroller in the constituencies of Kopri-Pachpakhadi and Thane in Thane district, Khadakwasla in Pune district, Majalgaon in Beed district, Arni in Yavatmal, Yevla in Nashik, Chandgad and Kolhapur North in Kolhapur, and Panvel and Alibaug in Raigad. 'The authorised engineers from the manufacturer (ECIL) certified that all machines passed the diagnostic tests. Thereafter, a mock poll was conducted on the machines at the candidates' request. The results of the EVM were verified with the VVPAT slips count, and no mismatch was found,' the ECI said.

ECI to publish draft electoral rolls today
Patna: The Election Commission of India (ECI) will publish the draft electoral rolls for Bihar on Friday in preparation for the upcoming assembly elections scheduled for Oct–Nov this year. Chief election commissioner (CEC) Gyanesh Kumar said on Thursday that political parties and electors will have one month, till Sept 1, to file claims for the inclusion of eligible citizens or the deletion of ineligible names from the draft electoral rolls. A special intensive revision (SIR) of the existing voter list was conducted across the state between June 25 and July 25. According to the CEC, both digital and physical copies of the draft rolls will be distributed to all recognised political parties by the respective district election officers (DEOs) in all 38 districts of the state. At least 65 lakh names are likely to be removed from the rolls due to reasons including death, duplicate enrolment or permanent migration to other states. The ECI said out of 7.89 crore voters on the rolls, 7.24 crore submitted their enumeration forms during the SIR process. Among these, 5.7 crore voters registered their mobile numbers and received confirmation messages. The ECI's data indicates that around 22 lakh voters were found to be deceased, about 7 lakh names were duplicated across constituencies, and nearly 35 lakh had permanently migrated or could not be traced. "Chief electoral officer (CEO) of Bihar and the 243 electoral registration officers (EROs) will also invite electors of each assembly constituency, as well as any recognised political party, to submit claims and objections from Aug 1 to Sept 1," said the CEC. "These may include requests for adding the names of missing eligible electors, deleting those found ineligible, or correcting any inaccuracies in the draft rolls," he added. The SIR exercise was carried out amid opposition protests with several parties alleging that it would disenfranchise eligible voters who lacked the required documentation, an outcome they claimed would favour the ruling NDA in the elections. The ECI had initially listed 11 acceptable documents for voter verification, excluding Aadhaar and voter ID cards. The controversy escalated to the national stage with continued protests in Parliament during the ongoing monsoon session. Subsequently, the Supreme Court directed the ECI to accept both Aadhaar and elector photo identity card (EPIC) as valid documents to establish voter eligibility in Bihar.

Bihar Draft Electoral Rolls To Be Published Tomorrow: Poll Body Chief
New Delhi: Chief Election Commissioner Gyanesh Kumar on Thursday said that political parties and electors will be given one full month to add names of eligible citizens or remove names of those they think are ineligible from the draft electoral rolls of Bihar to be published on August 1. In a statement to the voters, the CEC said that as part of the ongoing Special Intensive Revision (SIR) of electoral rolls of the state, the draft electoral rolls for Bihar are being published on Friday. Physical as well as digital copies will also be given to all the recognised political parties in Bihar in all the 38 districts by the district election officers (DEOs), Kumar said. "The chief electoral officer (CEO) of Bihar and the 243 electoral registration officers (EROs) will also be inviting any elector of that Assembly constituency or any recognised political party to come forward and give claims and objections from August 1 to September 1 for adding names of any missing eligible elector, removing names of any ineligible elector or correction of any entry in the draft rolls," he said. The CEC's remarks come amid continuous protests by the opposition parties against the SIR, claiming that it will deny eligible citizens of their to right vote for want of documents. They also alleged that the local poll machinery in Bihar could be manipulated by the ruling BJP-JD (U) alliance to its benefit. The protests have disrupted both Houses of Parliament on a daily basis during the ongoing Monsoon session.
