‘Greater Bangalore' administration to be implemented from May 15

Speaking at the inauguration and foundation stone laying ceremony of various works held in the limits of Hennagar Gram Panchayat of Anekal taluk on May 3, DCM DK Shivakumar said, 'There is a discussion to include you (the people of Anekal) in Greater Bengaluru. We will discuss with all the MLAs and take a decision,' he said.
The new Greater Bengaluru Administration Act will relax the rules determining the size and height of buildings, BBMP experts had said on April 28. The rules may bring a 50 percent reduction for residential buildings and 25 percent for commercial buildings. These changes may also threaten the safety of neighboring properties. Only the commissioner has the authority to regularize buildings that violate the rules. Fines will be collected from it. The money collected will be used for infrastructure development. BBMP had clarified that these rules will not be implemented for the time being.
After Greater Bengaluru, a fine of Rs 2 lakh will be imposed for littering anywhere. The Greater Bengaluru Administration Bill will soon come into effect in the Bengaluru area from May 15. The rules of Greater Bengaluru can no longer be taken lightly by the public as they violate the BBMP 2020 rules.
Violation of any of the BBMP rules, from waste disposal to disposal, will lead to a heavy punishment under the Greater Bengaluru Act. Up to six months in jail and a fine of Rs 2 lakh will have to be paid.
The cabinet meeting has approved the allocation of 75% of the additional Rs 79.67 crore required by the Bangalore Development Authority for the development of Bellandur Lake, with the BDA directing it to meet 25% of the amount from its own financial resources, including the lake revitalization fee, and the government itself.
Minister H K Patil, who gave information after the cabinet meeting, said, 'The National Green Tribunal had suggested that if additional funds are required for the comprehensive development of Bellandur Lake, a separate proposal should be submitted to the government. Accordingly, the Urban Development Department had submitted a proposal that an additional grant of Rs 79.67 crore is required for the revitalization and development work of Bellandur Lake. The cabinet meeting has decided accordingly,' he said. Out of the original project to fill 259 lakes with 308 MLD of water treated in the second phase from Vrishabhavati Valley in Bengaluru city, the meeting has also approved a project to fill 41 lakes in Nelamangala and Doddaballapura taluks from Lift-4 Gopalpur Lake at an estimated cost of Rs 280 crore (World Bank deposit contribution of Rs 250 crore, state government contribution of Rs 30 crore), he explained.

Those who return will be provided Rs 5,000 along with one-time travel aid. Until new work can be arranged for them, an aid of Rs 5,000 per month will be given. The Labour Department will be the nodal department for this,' she said. 'During Covid, we had supported the migrant labourers through various schemes.''Migrant workers from Bengal, who are working outside and those who are enrolled in the migrant workers portal (Karmasathi), will get the aid,' she said. Those who are returning can get in touch with the Migrant Workers Welfare Board or through 'Karmasathi', she said.'In addition to financial aid, migrant workers will get 'Khadya Sathi' cards. The administration has been instructed to provide this and the chief secretary will monitor the process. 'Swasthya Sathi' cards will also be provided. If they do not have a house, a community kitchen centre will be set up. Arrangements will be made for their children to enrol in local government schools to ensure their education continues without interruption. The migrant workers will also be enrolled in other schemes of the state government as well,' Banerjee said. 'The primary aim of this initiative is to bring back our migrant workers and help them get a livelihood and make them financially independent. We have 'Utkarsha Bangla' scheme too, where we give skilled training. Those who return will be assessed to identify the skills they possess, and training will be given wherever required,' Banerjee claimed that around 22 lakh migrant labourers and their families have been working outside Bengal. 'In states with double-engine governments, there is attack on Bengali speaking people,' she said.'These workers, if they return, will be provided work under the Karmashree scheme and given job-cards. We have given work to 78 lakh job-card holders under this scheme and over 91 crore man-days have been created. The state has spent Rs 19,000 crore for this scheme,' Banerjee stated.

Delhi University unlikely to roll back Rs 1 lakh bond clause for DUSU polls
Agency: Last Updated: New Delhi, Aug 18 (PTI) Delhi University is unlikely to withdraw a clause that requires candidates for the students' union polls to furnish a bond of Rs 1 lakh, a university official said on Monday. The bond requirement is part of the guidelines issued on August 8 to prevent defacement in and around the university. The administration had sought representations from student organisations by August 16 after several such outfits objected to the bond amount for the Delhi University Students' Union (DUSU) elections. However, officials indicated the clause would remain in place since it had been approved by the university executive council and submitted to the Delhi High Court. The measure was introduced following last year's DUSU elections, when the results were delayed for nearly two months after the high court took note of widespread defacement. The declaration of results was allowed only after the university assured the court that stricter preventive measures would be implemented this year. Under the guidelines, each candidate is required to execute a bond of Rs 1 lakh at the time of filing nomination for any offence of defacement or violation of the provisions by themselves or their supporters. Officials said the intention is not to burden students with the cost, as the bond can be backed by a guardian, relative or friend through a bank guarantee, and would only be invoked in case of defacement. Last year, the Municipal Corporation of Delhi had informed the high court that it had spent about Rs 1 crore for clearing defacements during the elections. The high court subsequently directed the university to compensate civic agencies and recover the amount from candidates, if necessary. According to officials, the bond clause has been introduced to avoid a repeat of that situation. DUSU elections are scheduled for September 18, and the counting of votes will be held the next day.
