India's new copper import rules could trigger supply crunch, warns trade body

Time of Indiaa day ago
India's quality control order on copper cathodes is likely to reduce domestic availability due to "costly and unnecessary compliance burdens" on foreign suppliers, the
Bombay Metal Exchange
said.
India, the world's second-largest importer of refined copper, imposed quality controls on copper cathode imports in December, requiring all suppliers, foreign and domestic, to ensure there were checks on substandard products in the country.
The quality control curbs have led to a decline in imports, the Bombay Metal Exchange (BME) said - a claim rejected by the government.
"With domestic licensees unable or unwilling to supply the market and unreliable foreign alternatives, the downstream sector faces real and immediate shortages," the BME said.
India's federal Ministry of Mines did not immediately respond to an email seeking comment.
To meet the quality control rules, suppliers have to get a licence from the
Bureau of Indian Standards
, which oversees quality control in India.
The quality controls have faced a legal challenge from trade bodies in India, including the BME and the Bombay Non-Ferrous Metals Association.
The government has defended the quality control order in court against claims that it would lead to supply shortages and create a supply monopoly.
The BME said all five domestic licensees use copper cathodes entirely for their own consumption.
"As for foreign ... licensees, four of the 10 do not supply copper cathodes at all, offering only ingots or semi-finished forms," the BME said in a statement to Reuters.
Among the 10 foreign suppliers who have secured certification under the new rules, seven are from Japan, two from Malaysia, and one from Austria, the Indian government said last month.
Japan accounts for about two-thirds of India's refined copper imports, followed by Tanzania and Mozambique.
The BME said there are growing indications the Japanese licensees will withdraw from the Indian market due to costly and unnecessary compliance burdens.
Japanese trading house Marubeni, which was involved in the licensing process for six Japanese smelters, said: "No particular issues have arisen concerning supply to India."
Copper is one of 30 minerals identified as critical by India in 2023, with domestic demand expected to double by 2030. Major domestic suppliers include
Hindalco Industries
and state-owned
Hindustan Copper
.

Trade Setup for July 16: Nifty rebounds above 25,200; Market remains cautiously optimistic

The Indian stock market staged a strong recovery on Tuesday, snapping a four-session losing streak as the Nifty climbed 114 points to close at 25,196. The rally was driven by a positive global setup, cooling domestic inflation, and broad-based buying across sectors. After opening on a firm note, the benchmark index steadily gained through the day, reclaiming the 25,200 level and closing near the session's high. The Sensex and Nifty both rose 0.5%, while the Nifty Midcap index outperformed with a 1% gain. The Nifty Smallcap 100 also hit its highest level since the rally began in April. All sectoral indices ended in the green, with Auto, Healthcare, Pharma, and Consumer Durables among the standout performers. Sentiment was buoyed by June CPI data, which fell to a 77-month low of 2.1%, easing rate concerns and providing a tailwind to equities. Among stocks, HCL Technologies was the top Nifty laggard, falling over 3% after the company cut its FY26 margin guidance. This led to a mixed response from brokerages, citing near-term margin pressures. Looking ahead, market attention will turn to key earnings releases from Tech Mahindra, L&T Technology Services, ITC Hotels, and Ixigo. Meanwhile, Trent is also in focus after athleisure giant Lululemon announced plans to debut in India via a retail and e-commerce partnership with Tata CLiQ. From a technical perspective, analysts remain cautiously optimistic. Nagaraj Shetti of HDFC Securities said a sustained move above 25,350 could drive further upside. Rupak De of LKP Securities noted that while Nifty faced resistance around 25,250, a breakout above 25,260 could pave the way to 25,400. However, if the index fails to hold above 25,260, it may retest support at 25,000 or even 24,900. Vikram Kasat of PL Capital and Nandish Shah of HDFC Securities echoed similar views, citing strong support near 25,000 and resistance around 25,325–25,331. Shah also advised long traders to maintain a stop loss at 25,000. As the market digests earnings and awaits global cues, including US CPI data, traders will watch if bulls can build on this recovery or face renewed resistance.

ICRA forecasts muted growth for mining and construction industry in FY26

The Indian mining and construction equipment (MCE) industry is set to report muted growth of 2–5 per cent in 2025-26, as domestic demand remains under pressure due to a combination of erratic monsoons, delayed infrastructure project awards, and rising equipment costs following regulatory changes, ICRA said in a statement. 'Early onset of monsoons and unseasonal rains in some regions of the country disrupted construction and mining activities in Q1 FY2026 (April-June),' said Ritu Goswami, Sector Head at ICRA. The impact was visible in Coal India's flat production figures and the sluggish activity in major infrastructure schemes such as the Jal Jeevan Mission (JJM), she added. From 1 January 2025, the sector transitioned to CEV (Construction Equipment Vehicle) Stage-V emission norms and mandatory safety features for wheeled equipment. 'This has led to increased prices for compliant machines, which are likely to be passed on to the customer (partly or fully) over the next few quarters,' Goswami said. These cost escalations, combined with weak project awarding activity and the seasonal sales slowdown during the monsoons, will collectively subdue demand in the first half of the fiscal, she added. Data from the Indian Construction Equipment Manufacturers Association (ICEMA) shows a 1 per cent year-on-year decline in overall industry volumes in Q1 FY2026. Domestic volumes fell by 4 per cent, but a robust 31 per cent growth in exports cushioned the dip, driven by backhoe loaders, excavators, and skid steer loaders, which together made up 76 per cent of export volumes. Despite current headwinds, ICRA remains optimistic about a demand revival in the latter half of the fiscal, supported by a government capital outlay of ₹11.2 trillion for initiatives such as JJM, Pradhan Mantri Gram Sadak Yojana (PMGSY), and Pradhan Mantri Awas Yojana-Gramin. 'Continued emphasis on sectors including transportation, water supply and sanitation, and irrigation is anticipated to result in an increase in new project awards and execution, thereby supporting domestic MCE demand,' said Goswami. Industrial and warehousing construction demand is also expected to remain steady due to a strong domestic market focus. Meanwhile, the export outlook remains positive, even as the industry awaits clarity on a potential 26 per cent reciprocal tariff by the US. 'Opportunities in alternate markets continue to offer significant diversification potential,' ICRA noted. Financially, OEMs saw only single-digit revenue growth in Q1 FY26, with margins under pressure from higher steel and compliance costs. However, the credit profiles of most players are expected to remain stable due to low leverage and healthy liquidity buffers.
