
US Education Department releases $1.3 billion for after-school programs after legal and political pressure

The decision follows mounting political pressure from Republican lawmakers and a legal challenge launched by more than 20 states against the Trump administration's controversial freeze on more than $6 billion in federal education grants.
The released amount pertains to the 21st Century Community Learning Centres (CCLC) program, which supports before-school, after-school, and summer enrichment activities, especially in underserved and low-income areas.
These programs had been abruptly stalled after the administration initiated a spending review on July 1 to assess whether the grants aligned with federal priorities.
What the funding supports
The 21st Century CCLC program has long been a key federal initiative designed to provide safe, structured learning opportunities outside regular school hours. It serves millions of children nationwide, especially those from working-class families who depend on free programming for child care, homework help, and enrichment in STEM, arts, and literacy.
Beyond academics, the centres also serve as community hubs—offering meals, counselling, and recreation. In many rural and economically marginalised communities, they are the only structured options available to families after school.
The $1.3 billion now being released will allow these programs to proceed with hiring, contracts, and scheduling for the 2025–26 academic year. However, many organisations report having already faced severe setbacks, including the loss of staff, cancellation of summer initiatives, and withdrawal of enrolled students due to uncertainty.

Delay triggers nationwide disruption
The decision to withhold funding came without prior notice, catching states and districts off guard during a critical planning period. As schools and nonprofits scrambled to adjust budgets and operations, many were forced to cancel fall programming, halt hiring processes, and cut back on planned services.
Administrators in several states reported that the two-week delay led to furloughs, reduced staffing for the summer term, and delays in opening registrations for the fall.
Some rural and inner-city programs, where budgets operate on razor-thin margins, have already experienced lasting damage.
Education advocacy organisations said the temporary freeze had real-world consequences for vulnerable children and families who rely on these services for both academic support and basic care.
States push back: Lawsuit filed over $6 billion freeze
While the administration's review of the 21st Century program is now complete, approximately $5 billion in additional education funding remains frozen.
These include grants for adult literacy, English as a Second Language (ESL) instruction, teacher training, and other state-administered initiatives.
On Monday, a coalition of more than 20 states, led by California, filed a federal lawsuit challenging the legality of the funding freeze. The states argue that the money was already approved by Congress and signed into law by President Trump earlier this year, and that withholding it unilaterally violates both constitutional and administrative protocols.
The suit also asserts that delaying these funds threatens public education systems, especially in high-poverty districts, and undermines bipartisan efforts to improve literacy, language access, and adult education outcomes.
Political pushback from Republican senators
Adding to the pressure, 10 Republican senators, led by Sen. Shelley Moore Capito of West Virginia, sent a letter to the Office of Management and Budget (OMB) urging the administration to lift the freeze.
The senators emphasised that the affected programs enjoy longstanding bipartisan support and are critical for communities in both red and blue states.
The letter clarified that while lawmakers are aligned with the administration's efforts to prevent misuse of federal funds, there is no indication that these particular grants are being used inappropriately or to advance political agendas.
Several of the letter's signatories serve on education-related committees and expressed concern that the freeze undermines local control of education—an issue frequently championed by conservative leaders.
Education groups demand immediate action
Education policy experts, school administrators, and nonprofit coalitions have called on the White House to expedite the release of the remaining funds. The AASA (School Superintendents Association) warned that continued delays would lead to staffing cuts, halted adult education programs, and reduced ESL services, just as schools are preparing for the new academic year.
These programs often support recent immigrants, job seekers, and parents returning to the workforce—groups that are already vulnerable and have fewer alternatives.
With school budgets already strained due to inflation and rising operational costs, federal funding plays a crucial role in keeping these services afloat.
As of now, there is no confirmed timeline from the Office of Management and Budget on when the rest of the education funds will be released. School districts continue to navigate uncertain conditions, with many fearing they will have to make staffing and programming decisions without clarity on federal support.
Funding future still undecided
While the release of $1.3 billion is a relief for many after-school programs, the broader issue of federal interference in already-appropriated funds has raised concerns across the education sector. Many see the freeze—and the method by which it was implemented—as a dangerous precedent that could impact future grant cycles.
Educators, lawmakers, and community leaders alike are watching closely to see how and when the administration resolves the remaining $5 billion freeze. For now, schools are being asked to plan for the academic year with limited certainty—placing crucial programs, jobs, and student services at continued risk.

The COP30 climate summit's success is crucial for BRICS countries, including India and Brazil. Here's why
Climate Change & You is a fortnightly newsletter written by Bibek Bhattacharya and Sayantan Bera. Subscribe to the newsletter to get it directly in your inbox. We are less than four months away from one of the most consequential international climate summits of our lives. The COP30 summit will be held in Belém, Brazil, between 10-21 November, amid deepening international tensions and an increasing lack of consensus on the responsibilities of member-countries to stop climate change. COP summits are held every year, so why is this year so special? Well, first of all there's the optics. Brazil is one of the powerhouse economies of the Global South, and as a member of Brics, plays a very important role in articulating the priorities and demands of developing nations. It is also home to the Amazon rainforest, which is a profound symbol of the Earth's bountiful resources, that is now under threat due to the climate crisis. Brazil would dearly like its COP to be a successful one, and forge new climate goals and commitments at a time when the impacts of climate change are getting worse every year, even as the use of fossil fuels continues to rise around the world. This in turn is raising planet-heating carbon emissions at a time when such emissions need to reduce drastically. Right now, the world is on track to heat up by about 3 degrees Celsius by the end of the century—a nightmare situation. So, are we ready for a comprehensive new deal where countries raise their ambitions to move from fossil fuels to renewable energy? Where the rich western nations pay the necessary billions of dollars to poor and developing nations so that they can juggle development, climate mitigation and adaptation better? Let's take a look. STATE OF THE CLIMATE Let's start with Brazil. Despite a climate-conscious president at the helm in Lula da Silva, Brazil's natural resources—especially the Amazon rainforest—continue to be under attack. The country's senate passed a bill on 17 July that will drastically weaken environmental safeguards and drive significant deforestation. Lula can veto it, but either way, this bill will lead to a protracted political battle that will cast a shadow on COP30. And Brazil's ability to facilitate a global consensus may also be harmed by the US. Donald Trump and Lula don't like each other, coming as they do from the opposite ends of the political and ideological spectrum. Last week, Trump imposed a steep 50% tariff on Brazilian imports unless Lula goes easy on prosecuting the disgraced former president Jair Bolsanaro, who is a favourite of Trump's. Lula responded that Brazil would not be blackmailed. Moreover, Trump hates the Brics grouping, and wouldn't want its members to succeed in providing any sort of global leadership. The US has withdrawn from the Paris Agreement on climate change, and has a climate denier government. With Trump's so-called One Big Beautiful Act gutting all economic incentives for US businesses to be climate friendly, it might suit him if COP30 were to be a failure. Meanwhile the latest Brics summit in early July reaffirmed the group's commitment to multilateralism and the Paris Agreement, emphasizing equity and common but differentiated joint declaration called for stronger global cooperation to combat climate change while addressing sustainable development and poverty year's COP is surely going to be an important one for climate finance, and Brics urged developed nations to fulfill their obligations under the UNFCCC and Paris Agreement. CLIMATE CHANGE TRACKER How India's forests are getting degraded A recent study from scientists at IIT Kharagpur has found that in some of India's densest forests, trees are steadily losing the ability to absorb CO2 from the atmosphere. This decline has been happening at the rate of 12% per decade over the past 20 years. The study was conducted by scientists Rahul Kashyap and Jayanarayanan Kuttippurath at IIT Kharagpur's Centre for Ocean, River, Atmosphere, and Land Sciences. The study links this decline in ability of forests to absorb and sequester CO2 to reduced photosynthetic efficiency, due to drier soils and rising heat stress. This is extremely worrying, because although India's green cover has been rising (by 1,445 sq km between 2021-2023, according to the environment ministry), primary forest cover has been going down, due to the pressures of economic development. I had written in a previous newsletter about how India's total area of humid, primary forests has declined by 5.4% between 2002-2024. If photosynthetic efficiency continues to degrade, it will have an impact on India's climate action goals. A big chunk of this includes the ambition to create carbon sinks of up to 3 billion tonnes of CO2 through forest cover by 2030. PRIME NUMBER India needs massive investments to meet its climate goals. According to a new Deloitte report, that amount is about $1.5 trillion. The report, The Climate Response: Tapping Into India's Climate and Energy Transition Opportunity, states that India needs to secure the amount by 2030. Doing so will not only allow us to reach the ambition of 500GW of non-fossil fuel energy generation capacity (the report estimates that this requires $200-250 billion), but also drive investments in biofuels ($75-80 billion) and green hydrogen ($90-100 billion). Another big chunk of funding ($600-650 billion) is required for developing sustainable transport systems, and meeting environmental, social and economic goals. BOOK OF THE MONTH The Drowned World by J.G. Ballard Human beings do not react well to climate calamities, and actually have a very limited capacity to adapt and survive beyond a narrow environmental niche. Visionary science fiction writer J.G. Ballard exhibited a very clear understanding of this fragility of civilization in his brilliant novel The Drowned World (1962). In it, the world is in the grips of extreme warming, caused by violent and prolonged solar storms damaging the Earth's ionosphere. It is a world where the polar ice has melted and even higher latitude cities such as London are fully immersed in swamps. People are gathered at the poles, which are the only places suitable for human habitation. The story follows a science expedition that is cataloguing the new flora and fauna of this new Earth. It is a deeply phantasmagoric and moving novel which, to quote Will Self, a British writer, exposes 'the skull beneath the skin of civilized humanity". The only hope then is to give in to the new climate, and either perish or regress into something more primordial. So that's it for this edition of Climate Change & You, dear reader. 'They want to die': Donald Trump blames Hamas for Gaza ceasefire collapse, asks Israel to ‘finish the job'
US President Donald Trump blamed Palestinian militant group Hamas for the Gaza ceasefire collapse. He said on Friday, 'It was too bad. Hamas didn't really want to make a deal…I think they [Hamas] want to die, and it's very, very bad.' In a statement before leaving for a weekend trip to Scotland, Trump said, 'It got to be to a point where you're gonna have to finish the job.' The US president argued that the Palestinian militant group was not ready to hand over the remaining captives in Gaza because "they know what happens after you get the final hostages". 'And, basically, because of this, they didn't really wanna make a deal. So, they pulled out [of the negotiations],' Trump said. Trump's statement came after the US and Israeli negotiators quit indirect talks with Hamas in Qatar, citing concerns that Hamas was not "coordinated" or "acting in good faith." Steve Witkoff, Trump's Middle East envoy, had then said he was exploring "alternative options" to secure the release of hostages. Trump's comments on Friday marked a clear shift from just weeks ago when Trump appeared confident a deal was close that would end the conflict, release remaining hostages, and allow humanitarian aid into Gaza, CNN noted. When asked about his recent interactions with Israeli Prime Minister Benjamin Netanyahu, Trump said only that they were "sort of disappointing." He added, "They're gonna have to fight and they're gonna have to clean it up. You're gonna have to get rid of 'em." While Trump placed blame squarely on Hamas, officials in Egypt and Qatar described the current pause in talks as "normal in the context of these complex negotiations." An Israeli official also said the talks had "not at all" collapsed. Meanwhile, -Israeli Prime Minister Benjamin Netanyahu said Israel was now mulling "alternative" options to achieve its goals of bringing its hostages home from Gaza and ending Hamas rule in the enclave, where starvation is spreading and most of the population is homeless amid widespread ruin. Russia-Ukraine STATUS: War still going on THE BACKSTORY: Before he returned to office, Trump repeatedly said he would solve the Russia-Ukraine war in 24 hours - and even before he was sworn in as president. That didn't happen, and both sides remain far apart on reaching an agreement. Trump has become increasingly critical of President Vladimir Putin in recent months and is losing patience with his continued offensive in Ukraine. But Trump has resisted backing a bipartisan US bill to impose steep sanctions on Russia, instead giving Russia 50 days to accept a peace deal or face sanctions on its energy exports. The delay has given Russia a window to continue a stepped-up offensive in Ukraine. Ukrainian President Volodymyr Zelenskyy this week reiterated his willingness to meet face-to-face with Putin to end the conflict. Russia has rejected the offer, saying the countries are too far apart. Lower-level Ukrainian and Russian officials met Wednesday for talks in Istanbul, but no breakthroughs were announced. Putin has said any peace deal should include Ukraine withdrawing from the four regions that Russia illegally annexed in September 2022 but did not fully capture. He also wants Ukraine to renounce its bid to join NATO and accept limits on its military. Ukraine and its Western allies have rejected those terms. Iran STATUS: Open conflict ended for the moment. Many unanswered questions remain THE BACKSTORY: Trump was able to broker a fragile ceasefire between Israel and Iran after the US joined Israel in launching strikes on Iran's nuclear programme. But the status of Iran's nuclear programme is another unanswered question for the Trump administration. While the recent US and Israeli strikes dealt a blow to Iran's nuclear capacities, the United States has still not struck an agreement with Iran over its nuclear programme. An Iranian diplomat said Wednesday that his country was ready to engage in talks on its nuclear programme with the United States, but only after Washington takes meaningful steps to rebuild trust. Meanwhile, Iran has opened the door to a separate yet related negotiation track with Britain, France and Germany, three of the remaining members of a 2015 nuclear deal, which Trump withdrew the United States from in his first term. Foreign ministers from the four countries met in Istanbul on Friday to discuss European threats to reimpose sanctions on Iran if there is no progress on a deal to limit its nuclear programme by August. Other conflicts While deals in some of the most pressing conflicts have remained elusive to Trump, he has helped to broker agreements in the months he's been back in office. RWANDA-DEMOCRATIC REPUBLIC OF CONGO: In June, he invited leaders from Rwanda and the Democratic Republic of Congo to the White House to sign an agreement seen as a major step toward peace after decades of conflict. The US-brokered deal emphasizes the two neighboring countries' sovereignty and territorial integrity and includes a commitment to end hostilities and backing of armed groups. The deal also helps the US government and American companies gain access to critical minerals in the region. INDIA-PAKISTAN: In May, when a series of military strikes brought longtime nuclear adversaries India and Pakistan closer to war, Trump's administration intervened. Trump has said he would work to provide a "solution" to the Kashmir issue. It is not clear what progress has been made on any long-term agreement. Last month, Trump had lunch at the White House with Asim Munir, Pakistan's army chief. SYRIA-ISRAEL: Earlier this month, after Israel intervened in fighting between Syrian government forces and rival armed groups, Trump's special envoy to Syria, Tom Barrack, announced a limited ceasefire agreement between Israel and Syria. Barrack, who's also the US ambassador to Turkey, said he met in Paris on Thursday with representatives from both countries to discuss de-escalation. Barrack said on social media that "we accomplished precisely that" and that both sides committed to continuing the effort. Israel's intervention, however, caught Trump off guard and stymied his administration's push to get both countries to reach a full normalisation of diplomatic relations.
