TIR enables the Iraqi government and IRU to partner towards logistical integration, he stated, noting it acts like a visa for goods, allowing secure passage without repeated inspections.
He highlighted TIR's global success, having guaranteed €50 billion for customs authorities worldwide and seen a 400% increase in country membership in 2023-2024 due to its security benefits. 'Iraq joining TIR sends a powerful message that Iraq is open for business securely… a stable and secure country striving for a prosperous economy,' de Pretto added.
The activation of TIR in Iraq is seen as vital for enhancing trade, improving logistics, and boosting economic integration.

Central Bank of Iraq launches new guide to simplify SME loan access
Baghdad ( – The Central Bank of Iraq (CBI) announced today, Sunday (August 17, 2025), the launch of a new guide designed to provide easier access to financing for small, medium, and micro-sized projects. The initiative, which aims to streamline lending procedures for entrepreneurs, was developed in cooperation with the German Agency for International Cooperation (GIZ) and the Iraqi Private Banks Association. Speaking at the guide's launch ceremony, Ammar Khalaf, Deputy Governor of the Central Bank of Iraq, noted that the country has seen a proliferation of entities offering loans. In response, he said, the CBI's national lending strategy includes this new guide as a tool to create a 'mature and informative destination for all loans.' The guide is intended to simplify procedures and offer a new opportunity for entrepreneurs to secure financing more quickly and easily. The Deputy Governor added that the banking reform strategy adopted by the Central Bank will support these new measures. This initiative is part of a broader vision to enhance trust in the Iraqi banking system, addressing previous criticisms about the lack of clear standards and accessibility in the lending process.

Apex Health to Develop 400-Bed Baghdad International Hospital

Apex Health, a subsidiary of Qatar's Estithmar Holding, has announced that it has obtained an investment licence from Iraq's National Investment Commission (NIC) to develop a 400-bed private hospital in Baghdad's Al-Zaafaraniyah district (formerly Al-Rashid Camp). The new facility, to be named Baghdad International Hospital, will be built on a 100,000-square-metre riverside site overlooking the Tigris. It will include 400 beds, 16 ICU beds, 12 operating rooms, and 80 outpatient clinics, and is expected to handle more than 600,000 outpatient visits and over 100,000 inpatient admissions annually. According to a press release from the company, the hospital will provide advanced medical and surgical services, including open-heart, orthopedic oncology, plastic, neurosurgery, pediatric surgery, and transplant programmes (liver, bone marrow, and stem cell). It will also offer dialysis, neonatal care, and a full continuum of inpatient and outpatient services. Apex Health is already active in Iraq, managing Al Nasiriya Teaching Hospital in Dhi Qar and Al Imam Al Hassan Mujtaba Teaching Hospital in Karbala. CEO Joseph Hazel said the new project demonstrates the company's confidence in the Iraqi market and commitment to supporting healthcare transformation in the country.
