Peru orders mining operations restart in violence-hit north

LIMA - Peru's government has restored formal mining operations in northern parts of the country that were affected by violence, Defense Minister Walter Astudillo said on Wednesday.
Last month, President Dina Boluarte suspended local mining operations after 13 gold mine workers in the northern district of Pataz were kidnapped and killed by illegal miners.
Peru is the world's third-largest copper producer and most of its deposits of the key red metal are located in southern parts of the Andean nation, while gold and silver are mined further to the north.
Astudillo said the decision to resume operations followed discussions with formal mining companies and Pataz authorities, noting the sector's importance to the local economy.
"There was a clamor from the population for mining activities to be carried out," he said at a press conference following a cabinet meeting.
The minister also said the government had extended the state of emergency in Pataz for another 60 days, allowing the armed forces to take control of the area.
Mining operations will resume for companies and artisanal or small-scale miners with valid permits under the REINFO program, which allows temporary activity while operations are formalized. Activities will be permitted from 5 a.m. to 10 p.m. local time, he added. REUTERS

Wong, 28, was originally set to be released in January 2027 from a 56-month jail sentence he is serving under the same law for conspiracy to commit subversion after he participated in an unofficial primary election. Taken to the West Kowloon magistrates' courts, Wong faced a new charge of conspiracy to collude with a foreign country or with external elements to endanger national security. The former student pro-democracy activist, who wore a blue shirt and appeared noticeably thinner than before, replied, "Understand," when the clerk read out the charge and details of the offence. Wong did not apply for bail, and the case was adjourned to August 8. Before returning to custody, he waved, shrugged, and shook his head in the direction of the public gallery. In a statement, Hong Kong's national security police said they had arrested a 28-year-old man on suspicion of the offence, as well as for "dealing with property known or believed to represent proceeds of an indictable offence". A charge sheet seen by Reuters accuses Wong of having conspired with exiled activist Nathan Law and others to ask foreign countries, institutions, organizations, or individuals outside China to impose sanctions or blockades. Such actions against Hong Kong or China, along with other hostile activities targeting them, took place in 2020, between July 1 and November 23, it added. The National Security Law, which punishes offences such as acts of subversion, collusion with foreign forces, and terrorism, with terms of up to life in jail, was imposed by Beijing on the former British colony in 2020. The Chinese and Hong Kong governments say the law is necessary to restore stability following anti-government protests in 2019. Japan curry shops see record bankruptcies as rice prices soar
TOKYO – A record number of curry shops in Japan went out of business in the past year, as purveyors of one of the country's most beloved dishes took a hit from soaring rice prices. Thirteen curry shops with more than 10 million yen (S$89,400) in debt filed for bankruptcy in the year ending in March – marking a record high for the second consecutive year, according to a report from Tokyo-based research firm Teikoku Databank. The total number of bankruptcies is likely much higher when considering smaller mom-and-pop shops, Teikoku said. Prices of mainstay ingredients in Japanese curry – such as rice, spices, meat and vegetables – have gone up due to a rice shortage, adverse weather and a weak yen, the report said. Higher energy prices have also dented the profits of shop operators. Japanese curry, a thick brown sauce containing meat and vegetables, is usually served on a bed of rice. A basic curry rice dish, a classic comfort food, now costs 365 yen – a record high, according to Teikoku. Prime Minister Shigeru Ishiba's government has been scrambling to combat skyrocketing rice prices in Japan by releasing stockpiles of the staple ahead of a summer election. During the coronavirus pandemic, takeout and delivery orders had fuelled a curry boom – that has now also slowed and hurt sales for curry shops, Teikoku said. Eurosceptic Karol Nawrocki narrowly won the Polish presidential election on Sunday, delivering a big blow to the efforts of Donald Tusk's centrist government to cement Warsaw's pro-European orientation. "From a Hungarian perspective, I think the outcome is fantastically good, as there is a pro-Ukrainian, pro-war, pro-Brussels liberal government operating in Poland," Orban said in an interview on state Kossuth radio. Orban, also an ally of Trump, said he interpreted Nawrocki's victory as the "continuation of the patriot's advance." "One could also say that the 'Washington Express' has arrived in Warsaw," Orban said, alluding to Nawrocki's election as a victory for European conservatives inspired by Trump and his Make America Great Again (MAGA) movement. Both Tusk's government and its conservative nationalist predecessor have been staunch supporters of Ukraine in the war triggered by Russia's 2022 invasion and have been critical of Orban's tilt towards Moscow. Nawrocki has said Poland must continue to support Kyiv's war effort, but in a break with the policy of previous governments in Warsaw, he opposes NATO membership for Ukraine.
