Chow Kon Yeow presses for federal government to implement SST revenue sharing with states, including Penang

Malay Mail4 hours ago

GEORGE TOWN, June 23 — Penang chief minister Chow Kon Yeow has reiterated his call to Putrajaya to consider the state's request for the federal government to share the taxes collected from the state.
He said it is time that the federal government seriously consider the state government's request instead of pushing it aside.
'I took the lead last year by asking for a 20 per cent share of the taxes collected from our state but it was not approved and not taken up,' he said in a press conference at his office today.
He said he is glad that the state-federal relations select committee chairman Gooi Hsiao Leung highlighted this issue and proposed that the federal government implement SST revenue sharing with states with the revision and expansion of the scope of the tax.
Chow said he will try to work with other menteris besar and chief ministers to look into this tax sharing issue seriously and bring it up with the federal government together.
'He said the state welcomes the federal approval for allocations for infrastructure projects, but it also requires funding to implement other state-related projects.'
'We also need to implement social welfare programmes that require funds,' he said.
He said the federal government should try to understand that every state face constraints in terms of getting sufficient revenue to run a state.
'If we cannot get a 20 per cent share, why don't we start with 10 per cent? If 20 per cent is a burden, we can understand the federal government's position as well,' he said.
He reminded the federal government that the state is not run in isolation but also in the context of contributing to Malaysia as a whole.
'My earlier announcement of being the state to contribute the second highest investment to the country is proof,' he said.
He said every state contributes investment to the country and to the national economy so it is time for federal to acknowledge each state's contribution.
In his statement on SST revenue sharing earlier this month, Gooi said Penang has limited revenue powers due to the country's current fiscal framework.
He said Penang remains highly dependent on ad-hoc federal grants.
Gooi had urged the federal government to disclose the SST collection by state, implement SST revenue sharing and establish a federal-state fiscal commission.

Bargain hunting lifts FBM KLCI to intraday high despite regional jitters

KUALA LUMPUR, June 23 — The FTSE Bursa Malaysia KLCI (FBM KLCI) recovered from early losses to end higher today, supported by bargain hunting activities and sustained local investor interest albeit cautious outlook on the global economic front, an analyst said. At 5 pm, the FBM KLCI rose by 0.92 per cent or 13.87 points to 1,516.61 from Friday's close of 1,502.74. However, the broader market was negative with decliners trouncing gainers 697 to 274, while 490 counters were unchanged, 971 untraded and 39 suspended. Turnover surged to 3.09 billion units worth RM1.91 billion against 2.60 billion units worth RM3.37 billion on Friday. Rakuten Trade Sdn Bhd equity research vice-president Thong Pak Leng said key regional indices ended broadly lower today as risk appetite took a hit following the serious escalation in Middle East tensions over the weekend. On the home front, he said investors' sentiment is likely to remain fragile as cautious outlook remains in the loop given the prevailing macroeconomic uncertainties. 'Nonetheless, we see the high crude oil price will instigate more buying activities in the oil and gas stocks. 'For the moment, we anticipate the benchmark index to trend within the range of 1,500-1,530 for the week representing its support and resistance levels,' he told Bernama. Meanwhile, UOB Kay Hian Wealth Advisors Sdn Bhd's head of investment research Mohd Sedek Jantan said investors' focus may shift towards Malaysia's May inflation data, scheduled for release tomorrow, which is expected to remain stable. 'The ongoing Iran-Israel conflict has led to a spike in global oil prices, however, we believe the immediate pass-through to domestic inflation remains limited,' he said. Among the heavyweights, Maybank edged up one sen to RM9.67, Tenaga Nasional gained eight sen to RM14.30, Public Bank picked up 21 sen to RM4.42, CIMB garnered 15 sen to RM6.80 and IHH Healthcare was flat at RM6.85. 24 evacuees from Iran arrive safely in Malaysia

The evacuees, who were on board Malaysia Airlines flight MH781, touched down at KLIA Terminal 1 at 11.03pm yesterday. (Bernama pic) SEPANG : A total of 24 individuals including 17 Malaysians who were evacuated from Iran following the escalating conflict in the country have returned safely home. The evacuees, who were on board Malaysia Airlines flight MH781, touched down at KLIA Terminal 1 at 11.03pm yesterday. They were welcomed by the foreign ministry's deputy secretary-general (bilateral affairs) Ahmad Rozian Abd Ghani. The group comprised 17 Malaysians, six Iranian dependents of Malaysian citizens, and one Singaporean national. Malaysia's ambassador to Iran, Khairi Omar, who led the group, told the media they had to travel about 1,000km by land to exit Tehran. 'We chose a route away from the source of the attacks, which were coming from the west, so we headed east. Alhamdulillah, we received strong cooperation from the Turkmenistan government, which allowed foreign nationals to cross the border,' he said. He added that around 12 Malaysians were still in Iran, and that Wisma Putra was closely monitoring their situation to ensure their safety. According to a statement from Wisma Putra, all 24 individuals crossed the Iran–Turkmenistan border on June 21 and boarded Turkmenistan Airlines flight T5 647 on June 22 to Bangkok, Thailand, before continuing their journey to Kuala Lumpur on Malaysia Airlines flight MH781. The evacuation, coordinated by the Malaysian embassy in Tehran, involved a 1,120km land journey to the Iran-Turkmenistan border. The Malaysian embassies in Ashgabat and Bangkok facilitated flight arrangements from Ashgabat to Malaysia. The foreign ministry expressed its appreciation to the governments of Iran, Turkmenistan, and Thailand for their cooperation which enabled the smooth return home for the Malaysians. 'This evacuation process reflects the Malaysian government's continued commitment to ensuring the safety and welfare of its citizens, in line with the core value of ihsan (compassion) under the Malaysia Madani framework,' the statement said. Wisma Putra also confirmed that the Malaysian embassy in Ashgabat had assisted in the repatriation of Bruneian citizens from Turkmenistan to their home country. It said the involvement of a Singaporean citizen in the evacuation and the assistance extended to Brunei nationals reflected Malaysia's readiness to offer support to citizens of fellow Asean nations, in the spirit of regional solidarity.

Mavcom to be absorbed by CAAM on Aug 1

Transport minister Loke Siew Fook said all 57 Mavcom staff would be offered positions in CAAM, based on their experience and qualifications. PUTRAJAYA : The Malaysian Aviation Commission (Mavcom) will be dissolved and integrated into the Civil Aviation Authority of Malaysia (CAAM) from Aug 1, a rationalisation move to streamline regulatory oversight without incurring higher charges on air passengers. Transport minister Loke Siew Fook said all 57 Mavcom staff would be offered positions in CAAM, based on their experience and qualifications. 'We assure all stakeholders that this transition will be carried out in an orderly and smooth manner. Every staff member will be informed of their new role in due course,' he told a press conference at his ministry here. Loke said the merger would position CAAM as the sole regulatory authority for the aviation industry in Malaysia, covering technical, safety, and economic aspects. He added that this would not involve additional costs to passengers. Instead, he said the rationalisation would result in significant cost savings, which would be redirected to attract and retain qualified technical personnel, especially in critical areas like air traffic control and aviation safety. He said most of this revenue would come from the air navigation charges imposed on airlines using Malaysian airspace, especially foreign carriers, since January this year. 'It will save the government RM150 million to RM200 million annually,' he said, adding that CAAM currently had a total of 1,430 employees. He also said that the government's decision to grant CAAM the status of a statutory body with separate emoluments would make the regulator financially independent. 'This is not just a merger. It's a fundamental step towards strengthening CAAM's position as a more competitive, resilient, and progressive regulator in line with international best practices.' Loke said CAAM's estimated revenue for 2025 was RM420 million, an increase from RM100 million to 110 million per annum previously. 'As of May this year alone, CAAM collected RM150 million, which is more than its total revenue for all of last year,' he added. Loke said these reforms were necessary following Malaysia's downgrade from Category 1 to Category 2 by the US Federal Aviation Administration, partly due to CAAM's inability to offer market-competitive salaries to technical staff. 'With this new financial model, we can offer better packages and retain top talent.' On Malaysia Rail Link Sdn Bhd's concerns that cable theft could disrupt the timeline for the East Coast Rail Link project, Loke said he had contacted the home ministry and police. He asked the police to take stern action against those involved, also taking into consideration public safety and national security. 'The theft of cables is not only happening here. KTM has also experienced delays because of cable theft,' he said.
