
Sigachi factory blast: ‘It's a wake-up call,' Telangana HC says let law take its course, but ensure regulatory regime is strengthened
The division bench of Chief Justice Aparesh Kumar Singh and Justice G M Mohiuddin gave the direction while dealing with a public interest litigation (PIL) that sought a speedy investigation into the cause of the accident and the grant of compensation, among others, to the victims' kin. Forty-eight people died and eight people are missing since the Sigachi factory explosion.
The bench stated that the affidavits should contain maximum details regarding the accident, steps taken so far, findings of committees, compensation paid so far, etc, while also stressing the need to mention the specific industrial and environmental laws that are applicable in the case.
The petitioner contended that there have been no arrests in the case so far, compensation amounts have not been paid to the victims' kin, and that the investigation was not moving forward. The petition also sought that the case be transferred to a special investigation team (SIT) and that the reports furnished by the high-powered committees be released. The counsel for the petitioner pointed out that in a similar industrial accident in Andhra Pradesh on August 24, 2024, the state stood by the 16 deceased workers and made sure that the company paid Rs 1 crore compensation to their kin the very next day itself.
After hearing the points raised by the petitioner's counsel, the Chief Justice observed that the court was more worried about the actions that need to be taken and, therefore, needed to know from the departments impleaded in the case what action was being taken in 'a tragedy of such a magnitude'.
The counsel representing the state said the government appointed a six-member committee headed by the Chief Secretary on the same day of the accident. While the preliminary report was submitted, the state was awaiting the final inquiry report. The state government has also constituted an expert committee, whose findings are also awaited. The counsel added that 29 families of the deceased workers have been paid Rs 25 lakh each by the company, and the rest of the families were being paid the compensation amount today (Thursday). He also said that the state was giving Rs 10 lakh to the families of the deceased and Rs 5 lakh to the injured.
Asked by the Chief Justice (CJ) if anyone has been apprehended so far in the case, the counsel replied in the negative. Responding to another question from the CJ, the counsel said only 11 workers were covered under the Employees' Provident Funds and Miscellaneous Provisions Act, and the rest were covered under the Employees' Compensation Act. The CJ then wanted to know the relevant laws and if action had been initiated against those responsible under each of the laws or not.
'The experience is that, in such cases, when detected due to some unfortunate incidents, it comes to light that the factory is showing only 10-20 workers, which is the minimum requirement of taking a license or showing it to the ESIC or provident fund authorities. But, actually, they are engaging many more poor people who don't know their entitlements under different industrial laws. So, this is the larger issue required to be regulated by the agencies,' the CJ observed.
He then said, 'It does not happen suddenly overnight. It is because of lapses at different levels in the (regulatory) regime that these incidents happen. So, the outlook when we entertain such PILs is not only to find out the real cause and ensure that the law takes its own course, but to ensure that the regulatory regime under the different laws are actually enforced in respect of other such industries/factories operating within the state, in particular.
'This is a wake-up call. The scale of which is quite huge. That day, we were seeing in the news that every hour the count was going up. I didn't know I would have to deal with the PIL here. The agony is of all of us. As officers of the court and also representing the respective departments or boards. it is the duty of all of us to ensure that not only is action taken as per law, but also the regulatory regime becomes more strengthened. Then only it will happen.'

ED conducts searches in Bihar illegal liquor smuggling case
Patna (Bihar) [India], August 15 (ANI): The Directorate of Enforcement (ED), Patna Zonal Office, on Wednesday conducted search operations in case of illegal supply of liquor in the state of Bihar, the agency said in a release on Thursday. The searches were conducted at seven locations in Gurugram, Ranchi, Naharlagun, Namsai and Muzaffarpur, it said. As per the ED release, during these searches, cash to the tune of Rs. 75.6 Lakh, several incriminating materials, documents and digital devices were recovered and seized. The ED said that it initiated an investigation on the basis of various FIRs and chargesheet under the provisions of the Indian Penal Code, 1860, filed by the Bihar Police in connection with illegal supply of liquor in the state. Additionally, they leveraged these associated entities to open multiple bank accounts to receive payments from buyers of the illegally supplied liquor in Bihar, thereby generating Proceeds of Crime, ED said. In this case, properties to the tune of Rs. 9.31 crore have already been attached on December 12, 2023. Further, a Prosecution Complaint in this case has been filed on 19.05.2025, it said. In the current searches, several incriminating documents, including handwritten diaries and ledgers pertaining to illegal liquor sales, Tally Accounts, property documents and cash of Rs. 75.6 lakh were found and seized, ED said. Chitrakoot link e-way gets govt nod for land acquisition
Lucknow: Clearing another hurdle to expedite development work in Bundelkhand region, state govt gave its go-ahead to UP Expressways Industrial Development Authority (UPEIDA) to spend Rs 188.6 crore on acquiring land required for construction of Chitrakoot Link Expressway. A total of 9.52 hectares private land needs to be aggregated in the Karvi sub-division. On Jul 22, Yogi Adityanath govt cleared a budget of Rs 940 crore for the 15-km long expressway, out of which Rs 188.6 crore will be utilised to acquire last few land parcels before starting civil work. Though the 296-km long Bundelkhand Expressway already connects Etawah to Chitrakoot via Banda, Mahoba, Hamirpur, Jalaun and Auraiya, another spur route is being provided in the district to attract investors interested in setting up a unit under the defence corridor or under the integrated manufacturing and logistics cluster, the two flagship schemes floated by UPEIDA for industrial development. Moreover, the link route would also bring down commute time to Karwi, the district headquarters. The authority has surveyed Ranipur Bhatt, Gonda and Ahmadganj villages to scout for the remaining land and put up a proposal before the state to take over the required land parcels. Officials said the spur route would result in increasing vehicular movement on Bundelkhand Expressway as an increased number of motorists from Madhya Pradesh would ply via the 296-km long high-speed corridor to travel within UP and to Delhi and the National Capital Region. Woman, along with two sons, jumps into Gomti over dowry harassment
Lucknow: A 27-year-old woman, along with her two young sons, jumped into the Gomti river from Aausaneshwar bridge in Barabanki's Kotwali area following alleged prolonged dowry harassment by her in-laws and second husband, on Wednesday. The bodies of all three were recovered by the State Disaster Response Force (SDRF) nearly 18 hours later on Thursday evening. The incident occurred around 4 pm on Wednesday. According to police, the woman, identified as Mithilesh Kumari Yadav, reached the bridge carrying her sons Abhay (6) and Ansh (4). She first placed her jewellery and mobile phone, wrapped in a cloth, on the bridge, then threw her elder son into the river. Holding her younger child in her arms, she jumped into the swollen waters. On Thursday, SDRF teams recovered Ansh's body about 10 km downstream near Nainpura ghat, while Mithilesh and Abhay's bodies were found roughly 100 metres from the bridge. Police recovered a suicide note from the spot addressed to the Superintendent of Police. In it, Mithilesh accused her father-in-law Babulal, mother-in-law Kunti Devi, and second husband Bhola of harassing her for dowry and threatening to kill her and her children. Mithilesh married Babulal's elder son Hukum seven years ago, and the couple had two sons. About a year ago, Hukum died of illness. Three months ago, she married her brother-in-law Bhola. According to the note, she claimed the three also misappropriated compensation money given after her first husband's death and routinely abused her. "They told me to bring Rs 2 lakh and jewellery or leave with my children. We had no place to go. They beat us and threatened to hang us," the note read, adding that she was ending her life and that of her children so her in-laws could "enjoy themselves without us being a burden," the note read. Babulal told police that on Wednesday afternoon around 3 pm, Mithilesh left home with her children without informing anyone. "We looked for her but couldn't find her. The next morning, police told us she jumped into the river," he said. Locals alleged that no police officer reached the spot for nearly 16 hours after the incident. Only after SDRF teams arrived on Thursday morning were the bodies recovered. The Gomti river is currently in spate due to the monsoon , making the search operation challenging. Police said the bodies have been sent for postmortem, and further investigation into the dowry harassment allegations is underway.
