Migrant SC people should get reservation benefit in Puducherry: CPI (M)

The Communist Party of India (Marxist) has sought the intervention of Puducherry Chief Minister N. Rangasamy in resolving the long-pending issue faced by the migrant Scheduled Caste (SC) population in getting reservation benefits for employment and education opportunities in the Union Territory.
In a letter to the Chief Minister, party secretary S. Ramachandran said the Dalits constituted 16% of the population in Union Territory. According to statistics available with Puducherry government, 60% of the total SC population in UT are indigenous and 40% migrant. The territorial administration receives funds from the Centre for implementation of Scheduled Castes Sub Plan based on the total number of SC people. The number of seats reserved in the Assembly was also based on total SC population, the letter said.
'However, benefits of welfare schemes and reservation are provided only to the indigenous SC people. The government had issued a notification announcing reservation benefits to indigenous SC people alone. The order was quashed by the Supreme Court in 2014, but the government continues to ignore migrant population for reservation benefits. Only those individuals who gets individual reprieve from Court gets the benefit. The Chief Minister should find a solution to this,' the letter said.
Like for Other Backwards Castes and Most Backward Classes, the government should maintain 2001 as cut-off year for residential certificate and provide reservation benefits for SC migrant in jobs, promotions and education purpose. The native matrilineal descendants should also be given Native Scheduled Caste Certificate without any gender discrimination, the letter said.
'The government should stop discriminating the Dalit community on the basis of indigenous and migrant. It is a fact that migrant people played a significant role in the liberation struggle, social, cultural history and social development of Puducherry. Dalits cannot be left out on this. The government should find a solution to the issue,' Mr. Ramachandran said.

Mohit moved Panipat tribunal, which ordered another recount, but Kuldeep again got a stay. In July 2024, Mohit approached SC, which on July 31 ordered a fresh count. The recount was conducted on Aug 11 on SC premises in the presence of both parties. "Justice was delayed but it was served well. The entire village is happy," Mohit said.

Kolkata: CM Mamata Banerjee landed a double blow on the BJP-led Centre on the eve of Independence Day, reiterating that the special intensive revision (SIR) of poll rolls was nothing but an "NRC exercise specifically targeting Bengal" and that no one could snatch the "freedom of speaking in one's language". "How many people in Bengal have passports? How many can provide birth certificates of their parents?" she asked, alleging that those who are tasked to grant citizenship were now planning to take it away. On the language issue, Banerjee stressed that she would "fight against it, as long as I live". The twin attacks by the CM came shortly after the Supreme Court's order on SIR. "They (EC) have removed Aadhaar, PAN (from the list of documents for SIR). How many people have passports? They even asked for date of birth of the parents. The SC has also granted more time for the Bengal case. Our MP filed the first case. We joined as a state, and some NGOs have joined too. I fail to understand why there will suddenly be an SIR. The last SIR here was in 2002. It started in 2002 and ended two years later." The CM said Bengal was being targeted as it offered true independence to its citizens. "Those who came from Bangladesh with just clothes on them, where are their documents? Those who are falsely promising citizenship today will not actually grant it… SIR is an attempt to take away citizenship," she said. Amid serious differences between the Dalit right (Holeyas) and the Dalit left (Madigas) over the report on internal reservation submitted by the H.N. Nagamohan Das Commission, the State government on Thursday deferred the special Cabinet meeting scheduled for Saturday over a lack of consensus among Ministers from Scheduled Castes communities. The Cabinet meeting will now be held on August 19. While the Dalit left and microscopic SC communities have started an indefinite protest at Freedom Park here demanding the implementation of the Commission's recommendations, the Dalit right and allied castes have petitioned the government to disregard the report terming it as 'unscientific, incomplete and done with mala fide intentions.' Government sources said that the differences between the two groups have exploded with Ministers from the Dalit right and touchable communities, such as Bhovis and Lambanis, opposing the report and the Dalit left Ministers seeking its implementation. 'Because of a lack of consensus among the Scheduled Castes Ministers, Chief Minister Siddaramaiah decided to postpone the Cabinet meeting. He has asked all Ministers from the SC community to come to a consensus,' a source told The Hindu. Sources said that a meeting of Ministers had been convened at the residence of Home Minister G. Parameshwara on Wednesday. The Lambanis and Bhovis are learnt to have opposed the implementation of the recommendations since they feel their quota is meagre and they fear missing out on reservation benefits. 'Pressure is building on the government from both sides.' The Congress had in its manifesto ahead of the 2023 Assembly polls promised to implement internal reservation and had also made the Chitradurga declaration. Meanwhile, the Federation for Social Justice for Scheduled Castes, which is holding a protest in Bengaluru since August 11 seeking speedy implementation of the recommendations, met the Chief Minister on Thursday. They appraised him of their plans of an indefinite fast from Friday in support of their demand, but deferred it after the Chief Minister's assurance to address their concerns. The more than three decades old demand for internal reservation comes from the Dalit left groups that accuse the Dalit right of cornering reservation benefits in public education and employment avenues. The commission has sliced up the 17% reservation for Scheduled Castes among microscopic (1%), Dalit left (6%), Dalit right (5%), touchable castes of Lambanis, Kormas, Korachas, and Bhovis (4%), and a group of Adi Karnataka, Adi Dravida, and Adi Andhra (1%).
