
Future of Penang Turf Club land depends on owners, says Chow

GEORGE TOWN : The future of the 81-hectare Penang Turf Club land in Batu Gantong depends entirely on what its private owners propose to do with it, chief minister Chow Kon Yeow said.
He said any redevelopment must follow existing planning laws and align with the Penang2030 vision — the state's roadmap for a greener and smarter future.
'The land is privately owned and zoned as a Priority Development Zone 1 for commercial purposes,' he said in a written reply to Lee Khai Loon (PH-Machang Bubok), who had asked about the status of the land.
'Any request to change its category or conditions must go through the district land office and the state land and mines office before being brought to the state authority for consideration.'
Civil society groups such as Penang Forum had urged the state to place the land under a special area plan to preserve it as a public green space.
They argued that large-scale commercial developments would erode its livability and heritage value.
Chow said that the state would assess any proposals from the landowners fairly and require the incorporation of 'community-friendly designs', smart technology, and safeguards for the environment and heritage.
'The state will ensure that decisions are balanced and just for both the applicant and the public. This is to ensure that the project creates jobs and stimulates the local economy,' he said.
The land is held in trust for the Penang Turf Club by Goh Eng Toon, Ong Eng Khuan, and Teh Choon Beng, under title HSD 20562, Chow confirmed.
Founded in 1864, the Penang Turf Club will cease operations after its final race on May 31.
It owns one of the island's last remaining large undeveloped land parcels, with estimated values ranging from RM2 billion to RM6 billion.
The club previously attempted to sell the land via an open tender but failed to secure a successful bid.
It now plans to divide the site into smaller parcels to appeal to more buyers.

Over 100 victims urge police to act on investment scam
KUALA LUMPUR: More than 100 victims allegedly duped by an investment scam have come forward to urge the police to take action against the syndicate responsible. The victims gathered outside the Federal Commercial Crime Investigation Department at Menara KPJ here this morning, hoping the authorities would expedite the investigation into the case. One of the victims, who only wanted to be known as Vincent, 38, a programmer, said he had dreams of getting married and buying a house. "I learned about the investment scheme through several friends and decided to join in. "I invested a total of RM120,000 before the company abruptly converted our investments into an unknown cryptocurrency with no real value," he said, adding that he has now lost his life savings. Vincent said it was difficult to accept that he had to start saving from scratch. "This was my life savings. How am I supposed to support my parents and my sister, who is still studying, as the sole breadwinner?" he asked. Meanwhile, retired accountant Alan Tan, 58, said he invested more than RM150,000 in the scheme back in 2020. "Without warning, they converted our investments into a cryptocurrency that had no value. "There was no one we could turn to when this happened. I just hope the police will step in and make an example out of them," he said, adding that he and other victims would only be satisfied if those responsible were sentenced to more than 25 years in jail and several strokes of the cane. Tan said many victims had lost their life savings and were forced to sell their homes just to make ends meet because of the scam. Another victim, who only wanted to be known as Ganesh, 50, said he, along with his family members and close friends, had invested nearly RM2 million. "My wife and I now don't know how to face them. "Many of them invested their life savings because, at first, the scheme offered good returns. We were shocked when the company later began paying returns in the form of an unknown cryptocurrency," he said. Malaysian International Humanitarian Organisation (MHO) secretary-general Datuk Hishamuddin Hashim said the organisation had received complaints from 209 victims involving losses amounting to more than RM82.16 million. "All of these victims have lodged police reports. "Based on our checks, the company is owned by a Malaysian and also employed other locals as marketing agents to promote the syndicate's schemes," he said, adding that the victims are urging the police to expedite investigations and bring those responsible to justice.

[UPDATED] MACC targets seized assets in forfeiture bid over Daim's undeclared estate
KUALA LUMPUR: The seven properties and one bank account belonging to Toh Puan Na'imah Abdul Khalid and her family, which were seized by the Malaysian Anti-Corruption Commission (MACC) yesterday, are part of the late Tun Daim Zainuddin's RM2 billion estate that the commission is seeking to forfeit over allegations of non-declaration. MACC Chief Commissioner Tan Sri Azam Baki said the commission applied for a restraining order to freeze the overseas assets linked to Na'imah and her family, to prevent the disposal of properties and assets by certain parties. "In this case, we have submitted a court application for a restraining order to freeze the assets located abroad. "We will also continue with further investigations into the seized accounts, as we need to ensure they are not disposed of," he said when contacted today. Sources revealed that the seven properties and one bank account belonging to Tun Daim Zainuddin's wife and her family, are being targeted by MACC for forfeiture due to non-disclosure. These properties are part of the RM2 billion estate belonging to the former finance minister and his family. It is understood that the seized assets are high-value properties identified in the eight new investigation papers recently opened by the MACC. Azam explained that if the restraining order was not obtained, there was a high likelihood that the assets that are believed not to have been declared would be disposed of. When asked if the MACC is eyeing assets in other countries, he said they were looking into it. Yesterday, the MACC obtained a court order to freeze assets worth more than £132 million (about RM758.2 million) belonging to Na'imah in London. The ex-parte order was granted by High Court Judge Datuk Azahar Abdul Hamid after the court was satisfied that the assets were potentially linked to offences under Section 4(1) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001. Among the assets are two commercial buildings totalling £55.2 million; five luxury residences totalling £77.115 million and a bank account owned by Ilham Foundation. Deputy public prosecutor Mahadi Abdul Jumaat confirmed this when contacted. Last month, the MACC was reported to be seeking to forfeit several overseas properties belonging to Daim that had not been declared. Azam had said that eight new investigation papers (IP) were opened in the probe into the ownership of the properties, which are worth in excess of RM2 billion. The investigation papers were initiated based on new information received from foreign agencies regarding properties and assets linked to Daim, his family members and proxies. He also said that they were looking into properties and assets abroad that were not disclosed in his previously submitted asset declaration.
