GACA Grants Air Operator Certificate to Riyadh Air, Paving the Way for Launch of Commercial Flights

President of Saudi Arabia's General Authority of Civil Aviation (GACA) Abdulaziz bin Abdullah Al-Duailej handed over on Sunday the Air Operator Certificate (AOC) to Chief Executive Officer of Riyadh Air Tony Douglas, officially authorizing the new national carrier to launch scheduled flights to and from airports across the Kingdom.
The ceremony was attended by Minister of Transport and Logistic Services and GACA Chairman of the Board of Directors Eng. Saleh bin Nasser Al-Jasser.
The issuance of the certificate follows Riyadh Air's successful fulfillment of all regulatory and operational requirements in accordance with the executive regulations of the Civil Aviation Law, particularly those related to safety, security, and operational quality standards, reported the Saudi Press Agency.
This milestone reflects GACA's commitment to upholding world-class regulatory practices. The updated AOC marks a significant step toward enhancing the passenger experience and maintaining the highest aviation safety standards.
It also supports GACA's broader efforts to create an attractive investment environment and to foster the growth and sustainability of the aviation sector, in line with the goals of the National Aviation Strategy and Saudi Vision 2030.
Al-Jasser emphasized that the issuance of the AOC to Riyadh Air represents a foundational pillar of the Kingdom's aviation strategy, which aims to position Saudi Arabia as the Middle East's leading aviation hub by 2030. The strategy includes transforming the Kingdom into a global logistics hub connecting three continents, supporting tourism objectives, and establishing Riyadh as a global gateway and central hub for transportation, trade, and tourism.
Riyadh Air plans to operate flights to over 100 international destinations by 2030. The airline has placed orders for more than 132 aircraft and is expected to generate over 200,000 direct and indirect jobs in the aviation sector, contributing an estimated SAR75 billion to the Kingdom's non-oil GDP.

The agreement was signed by Muhammed Al-Mejmaj, executive manager at Kidanh, and Bashar Naseer Al-Besher, executive administration manager of Lulu Group. The project aligns with Saudi Vision 2030, which focuses on improving quality of life and expanding private sector involvement in national development. This partnership marks a significant step toward enhancing the overall Hajj experience through effective public-private collaboration. Kidanh's development strategy includes modernizing traditional market areas near the holy sites to better serve the needs of pilgrims through modern infrastructure and organized retail services. More than 122,000 Indian pilgrims, including over 16,000 from Kerala, are performing Hajj this year. The new Lulu outlets are designed to meet the needs of this diverse and growing pilgrim community by offering trusted products in strategically located stores. Retail outlets have already opened, and shopping is underway, making Lulu one of the first major retailers to begin operating in close proximity to the holy sites. This reinforces Lulu's commitment to service excellence and community support.

Saudi Gazette Report MINA — Minister of Hajj and Umrah Tawfiq Al-Rabiah and Minister of Health Fahad AlJalajel visited Arafat on Wednesday to inspect the elaborate arrangements and preparations made to extend the best possible services and facilities for the Hajj pilgrims who head to the vast plains of Arafat on Thursday for performing the ritual of wuqoof Arafat, the climax of Hajj. Al-Rabiah carried out a field inspection tour of various locations within the holy sites, as part of the ongoing preparations for the Hajj 2025. He examined readiness of pilgrims' camps, facilities, and services before pilgrims commence their movement to Arafat for the most important ritual of Hajj. The tour included a detailed field visit to assess Arafat's readiness to receive pilgrims. The minister reviewed the efficiency of the camps, accommodation facilities, and logistical services, as well as the integrated health, technical, and service equipment—all to guarantee the smooth and safe performance of rituals. Al-Rabiah also closely followed the progress of the shading and cooling project for the courtyards surrounding the Namirah Mosque. This project stands as one of the unique initiatives dedicated to improving the environment in Arafat, covering an area of 85,000 square meters. It incorporates 320 canopies and 350 misting fans to provide a pleasant atmosphere, in addition to the planting of 2,000 trees in the eastern courtyards to expand vegetation cover. A comprehensive infrastructure, including water and electricity networks, has been prepared to ensure the project's sustainable operation. Al-Rabiah emphasized the crucial importance of integrating efforts among all participating entities and operating according to the highest standards of operational efficiency to serve the pilgrims. He stated that these actions are in direct implementation of the directives of the wise leadership, aspiring to achieve a model Hajj season that reflects the Kingdom's distinguished position and leadership in managing this grand ritual. Minister of Health Fahad Al-Jalajel visited several field health units operated in collaboration with health associations in Arafat. This visit was part of his inspection tour to assess the readiness of health services for pilgrims during the Hajj season 2025. Al-Jalajel reviewed the medical units' equipment and the health teams' preparations to ensure the delivery of health services at the highest efficiency. This aligns with the objectives of the Health Sector Transformation Program and the Pilgrim Experience Program under Saudi Vision 2030, which aims to enable pilgrims to perform their rituals in a healthy and tranquil environment.

Saudi Gazette report MINA — The Mashaer Metro Train made its first trip on Tuesday morning in preparation for the Hajj season, which begins on Wednesday when Hajj pilgrims heading to Mina to spend the Day of Tarwiyah. The train will operate 2,000 trips to transport two million pilgrims during the Hajj season. As part of its national role in serving pilgrims and in line with the Kingdom's efforts to enhance transportation systems and improve service quality during the Hajj season, the Saudi Arabia Railways (SAR) has announced the full operational readiness of the Mashaer Train for the Hajj season. SAR has completed its preparations in coordination with various relevant entities, particularly security and service authorities. Comprehensive operational preparation included nearly 12,000 trial trips since last January, in addition to four full-scale simulation exercises accurately replicating the conditions of the Hajj season to test the readiness of systems, trains, and stations and ensure safe and efficient operations. The Mashaer Train operates on five distinct service patterns tailored to different Hajj rituals, making it a unique transport system globally. During the Hajj season, the train is scheduled to carry out its operations with high efficiency and precise organization within those five operational patterns. SAR also conducted extensive maintenance and rigorous testing on all facilities and stations of the project to ensure their readiness and compliance with safety and quality standards. The train connects nine stations across the holy sites of Arafat, Muzdalifah, and Mina, with the final station in Mina located on the fourth level of the Jamarat Bridge, enhancing the smooth movement and safety of pilgrims. The Mashaer Train is one of the region's most remarkable sustainable transport projects. It operates a fleet of 17 trains, each with a capacity of 3,000 passengers, enabling a total transport capacity exceeding 72,000 passengers per hour. This helps reduce congestion in the holy sites, lower carbon emissions, and provide a smart, safe, and environmentally friendly travel experience. The operation of the train reflects SAR's commitment to supporting Saudi Vision 2030 by enabling a reliable, efficient, and sustainable transport experience for pilgrims, showcasing the Kingdom's advanced infrastructure and improving the quality of services provided.
