Time, Data, Flexible Materials: Making High-Quality Math Curriculum Work
Over recent years, the quality of math instruction in the U.S. has improved, with over half of teachers using high-quality instructional materials (HQIM) weekly. These resources provide challenging grade-level content, designed to engage students.
However, as the most recent eighth-grade NAEP results vividly illustrate, many young people who begin the school year behind are falling even further back: The test showed a sharp decrease in proficiency levels for those at the 25th and 10th percentiles. That's because math is cumulative — what's learned in one year is foundational to what's taught in the next. Miss out on key concepts in one grade (as many did during the pandemic), and learning gaps can snowball for many more.
HQIM is not designed to address unfinished learning from prior years. As a result, math educators have the massive challenge of both teaching grade-level material and addressing students' individual needs. To cope, they often simplify HQIM, use less rigorous materials or abandon recommended teaching methods. These approaches both dilute HQIM's benefits and perpetuate unfinished learning.

During regular, grade-level math lessons, otherwise known as Tier 1 instruction, some schools now use software to tackle learning gaps. While this can help, significant gaps may require additional dedicated support, called Tier 2 instruction.
Tier 2 instruction aims to help struggling students catch up, but it often misses the mark. It may replicate Tier 1 lessons without addressing gaps or focus too narrowly on basic skills without connecting them to grade-level material. This disconnect makes it harder for students to bridge their knowledge gaps.

Moreover, Tier 2 teachers face diverse student needs, with gaps spanning multiple years or skills. Without proper resources, they rely on guesswork, leading to inconsistent results. That's why a more cohesive and structured approach to Tier 2 instruction is essential.
To ensure HQIM is effective, schools need three key elements: time, actionable data and flexible instructional content.
Effective Tier 2 instruction first requires dedicated, structured time that is properly and consistently staffed. Schools might allocate part of the core math block, additional supplemental periods or even after-school sessions. It's also crucial to establish a team of Tier 2 instructors and promote collaboration between Tier 1 and Tier 2 teachers to align their goals and efforts.
Second, both Tier 1 and Tier 2 teachers need accurate, timely information to understand students' learning gaps. Diagnostic assessments at the start of the year or before each unit can pinpoint missing foundational skills so Tier 2 lessons can connect to the grade-level topics covered in Tier 1. Once the school year begins, the use of skill-level assessments across both Tier 1 and Tier 2 can help to ensure a real-time and shared understanding of each student's unique learning profile. If these kinds of diagnostic and skill-level assessment tools aren't available, teachers will need to connect the results of students' prior assessments to the prerequisite skills required in future curriculum units — a time-consuming but invaluable process.

Lastly, Tier 2 instructors will often require instructional content that can address students' relevant learning gaps from the current or prior school years. That may include HQIM lessons from earlier grades as well as the use of high-quality instructional software that students can use independently and that is compatible with their Tier 1 curriculum.
HQIM has raised the bar for math education, replacing inconsistent curricula with rigorous, equitable standards. For too long, students were subjected to fragmented and inconsistent curricula that did little to ensure equity or rigor. HQIM has changed that narrative, setting a higher bar for what students can achieve.
However, to fully realize the potential of HQIM, the education system must evolve further. The next step — HQIM 2.0 — requires integrating diagnostic data, flexible instructional content and robust support systems to meet the needs of all learners. This approach will allow schools to maintain high expectations while addressing individual student needs across both Tier 1 and Tier 2 instruction.
By focusing on these foundational changes, schools can create a more coherent and effective approach to math instruction.

New Research: Childhood Vaccination Rates Drop Across 1,600 U.S. Counties
Childhood vaccination rates have markedly declined across the U.S. since the start of COVID, according to new Johns Hopkins University research showing 78% of more than 2,000 counties reported drops and the average immunization rate had fallen to 91% — further below the 95% threshold needed for herd immunity While existing Centers for Disease Control and Prevention data has historically shown broadly declining measles-mumps-rubella vaccination rates at the state and national levels, the county-level analysis published this week in JAMA is far more granular. Sign up for The 74 Newsletter It provides a 'better understanding of these pockets where you have more exceptionally high risk,' said senior author Lauren Gardner, the director of Johns Hopkins University's Center for Systems Science and Engineering. 'Knowing where there are problem areas,' she added, 'gives policymakers and public health professionals locations to target their limited resources to try and improve vaccination coverage and therefore minimize the potential risk of measles outbreaks.' The country is currently experiencing a deadly measles outbreak that has infected over 1,000 people across 30 states and killed two unvaccinated children. Case numbers this year have already surpassed 2024's total and mark the second-highest number of confirmed cases in a year since the disease was declared eradicated in the U.S. in 2000. Some 96% of reported infections have involved a person who was unvaccinated or whose status was unknown and 13% have resulted in hospitalization. Related Gardner, who also led the data collection efforts behind Johns Hopkins' COVID-19 dashboard, and her team collected county-level, two-dose MMR vaccine rates for kindergarteners from each state's department of health website from 2017 to 2024, where available. Ultimately, they were able to analyze trends in 2,066 counties across 33 states and made all their data available to download. While state level average rates may decline by a few percentage points, the researchers found 130 counties where they dropped by at least 10 percentage points, and in 15 of those counties, they plummeted more than 20. Only four of the states studied — California, Connecticut, Maine and New York — reported an increase in the median county-level vaccination rate. They are currently the only four states that exclusively allow medical — and not philosophical or religious — exemptions to mandatory vaccines for school-aged children. Based on her years of work in the field, she said she was '100% expecting to see [these current outbreaks].' If vaccination rates continue to drop 'measles is likely to return to endemic levels in the US,' according to the Johns Hopkins' report — a concern other experts see as heightened by Robert F. Kennedy Jr. now heading the U.S. Department of Health & Human Services. A well-known vaccine skeptic, Kennedy initially downplayed the measles spread in late February and has been inconsistent in his support of the MMR vaccine. Related Under Kennedy's leadership, the Trump administration released the controversial 'Make America Healthy Again' report on May 22, which misinterpreted studies, cited ones that don't exist and is suspected of being generated in part by artificial intelligence. The report, which involved no pediatricians, questions the safety and importance of some childhood vaccines. 'Despite the growth of the childhood vaccine schedule,' the report reads, 'there has been limited scientific inquiry into the links between vaccines and chronic disease, the impacts of vaccine injury, and conflicts of interest in the development of the vaccine schedule.' Related Paul Offit, the director of the Vaccine Education Center at the Children's Hospital of Philadelphia and a professor of pediatrics at the University of Pennsylvania Perelman School of Medicine, pushed back on these assertions. The issue has been well studied, and there is no evidence of links between childhood vaccines and chronic diseases — including diabetes and autism — said Offit, who is also a voting member of the CDC's Advisory Committee on Immunization Practices. He referenced 24 studies across seven countries and three continents involving thousands of children that show they're at no greater risk of developing autism if they receive the MMR vaccine. Current skepticism is not isolated to the measles vaccine: The Food and Drug Administration, which falls under HHS, recently released updated guidance which no longer recommends the COVID vaccine for healthy children or pregnant women. In response, a top COVID vaccine adviser at the CDC resigned this week, according to reporting from The Washington Post. And across the country, numerous states have introduced legislation to loosen vaccine requirements for school-aged children, opening the door for more parents to opt their kids out. 'I think this is only going to get worse,' Offit said. 'I think vaccines are under attack. You have a secretary of Health and Human Services who will do everything he can during the years that he is in that position to make vaccines less available, less affordable and more feared. … So I think this is a dangerous time to be a child in the United States of America.'

Opinion: STEM's Grand Challenges — And Opportunities
Never in our history have science and technology figured so prominently in our economic well-being and national security. STEM jobs and products dominate the economy, accounting for 69% of the U.S. gross domestic product. Emerging technologies across energy, information, transportation, healthcare, agriculture, and every other aspect of life are now battlegrounds of capable, competitive nations. In his recent letter to the Director of the Office of Science and Technology Policy, President Donald Trump charged his Office of Science and Technology Policy to 'cement America's global technological leadership and usher in the Golden Age of American Innovation.' And Americans will surely support policies aimed at equipping youth for high-demand and mission-critical career paths, eh? U.S. STEM education faces eight ornery, grand challenges, each conceivably conquerable if we rally. 1. America's STEM Education imperative is being eclipsed by an AI exigency. The stakes associated with leading in artificial intelligence blow the 1958 Sputnik crisis out of the sky. The Trump administration recently released an AI-in-education executive order. The STEM education community should seize leadership of a chaotic AI-in-education landscape, leveraging vast networks and partnerships as testbeds. STEM gives AI context and purpose. Many leading AI developers and funders are investing strongly in K-12 technology education. 2. Federal education research and development funding has been sharply diminished lately. STEM education leaders are going to miss the data and research that flowed from the Institute of Education Sciences at the U.S. Department of Education through its now-diminished National Center for Education Statistics, including the hobbled National Assessment of Educational Progress and the Integrated Postsecondary Education Data System. But as plans for carving up federal education grant programs into state block grants emerge, state STEM networks will be well-positioned to advance this sort of analysis. Related 3. Teachers of STEM subjects from pre-K to college level may not be career-ready for the modern teaching job. Systems of teacher preparation and professional development remain largely discipline focused, while the messiness of real-world issues meshes the disciplines. The President's termination of ED grants for Teacher Quality and Teacher Leadership, as well as Effective Educator Development, exacerbate the challenge of changing how we prepare educators. But state block grants could represent an opportunity for supporting STEM-focused educator development. 4. Well-documented STEM education innovations dot the U.S. education landscape, but progress toward scaling is inequitable and frustratingly incremental. A recent National Academies report examined hurdles, including decentralization and lack of incentives to scaling proven practices in STEM were familiar: increased federal investments in professional development, more data collection, and broadened connections for partnerships and collaborations. In reality, evidence-based practices identified by research have often been ignored by public school districts and the education schools that prepare teachers. If the estimated $1.5 billion annual federal education R & D investment were carved into 50 chunks for states, STEM leaders could make the case for devoting tens of millions of dollars to bringing innovations to scale. 5. Standards for K-12 science, mathematics, technology, are great for leveling the playing field, but may inhibit STEM innovation. The entire K-12 galaxy spins on a standards axis: curricula, professional development, assessment and grading, publishers, performance reviews. But when organizations and states define what students should know and be able to do at each grade level, rarely do they feature the more integrated aspects of STEM (see challenge #3). Standards-driven systems favor efficiency and conformity (i.e., teach to the standards) over creativity and inventiveness. It's time to flip the script from emphasizing content (What do you know?) to practices (What can you do?), which are hallmarks of STEM education. 6. Now that the acronym is target practice for many folks in power at the national and state level, that puts at risk the STEM community's consensus objective to broaden the talent pipeline. The shift is starkly evident at the National Science Foundation, where updated priorities state that 'Awards that are not aligned with NSF's priorities have been terminated, including but not limited to those on diversity, equity, and inclusion (DEI)….' Is there room to continue prioritizing outreach to the underserved and underrepresented? Yes, says NSF 'so long as these programs do not preference or limit participation based on these protected characteristics.' STEM for all. 7. The skills and attributes that STEM education aspires to imbue – teamwork, curiosity, ideation, negotiation, accountability and 95 more – are tough to measure. Simulations, portfolios, interviews, and AI chatbot diagnostics are so far questionably valid, reliable, and equitable at distinguishing learners' acquisition of soft skills, a.k.a. employability skills, 21st century skills, or durable skills. Competency born of practice is the ideal route for STEM education, and now that all 50 states permit competency-based assessment, STEM can lead a culture shift. 8. American STEM education faces a public awareness problem. The 1958 Sputnik scare was Tinker Toys compared to today's global competition to own quantum, AI, and other emerging technologies. A functionless, beeping satellite spurred a multi-billion-dollar investment in STEM, while today's government shrinks science budgets and dismisses experts. What's lacking is a jolt 'to snap the U.S. out of its complacency.' But unlike 1958, we have today a vast array of university STEM centers, local and regional STEM ecosystems, STEM specialty schools, and STEM learning centers across the continent. If public awareness of the nation's STEM imperative were prioritized as a mission action by all, the jolt could spark a STEM rally. This ornery octet of challenges faced by the STEM education community is surmountable if we work at it. A 'golden age of American innovation' sounds great but calls for a strong system of STEM education to fuel the talent pipeline and to wisely manage profound human inventiveness.

Could phonics solve California's reading crisis? Inside the push for sweeping changes
To look inside Julie Celestial's kindergarten classroom in Long Beach is to peer into the future of reading in California. During a recent lesson, 25 kindergartners gazed at the whiteboard, trying to sound out the word 'bee.' They're learning the long 'e' sound, blending words such as 'Pete' and 'cheek' — words that they'll soon be able to read in this lesson's accompanying book. Celestial was teaching something new for Long Beach Unified: phonics. 'It's pretty cool to watch,' she said. 'I'm really anticipating that there's going to be a lot less reluctant readers and struggling readers now that the district has made this shift.' These phonics-based lessons are on the fast track to become law in California under a sweeping bill moving through the Legislature that will mandate how schools teach reading, a rare action in a state that generally emphasizes local school district control over dictating instruction. The bill is the capstone to decades of debate and controversy in California on how best to teach reading amid stubbornly low test scores. Gov. Gavin Newsom has pledged his support, setting aside $200 million to fund teacher training on the new approach in the May revise of his 2025-26 budget proposal. 'It's a big deal for kids, and it's a big step forward — a very big one,' said Marshall Tuck, chief executive of EdVoice, an education advocacy nonprofit that has championed the change. California has long struggled with reading scores below the national average. In 2024, only 29% of California's fourth-graders scored 'proficient' or better in reading on the National Assessment of Educational Progress, or NAEP. The proposed law, which would take effect in phases beginning in 2026, would require districts to adopt instructional materials based on the 'science of reading,' a systemic approach to literacy instruction supported by decades of research about the way young children learn to read, from about transitional kindergarten through third grade. The science of reading consists of five pillars: phonemic awareness (the sounds that letters make), phonics, reading fluency, vocabulary and comprehension. 'It's finite. There's only 26 letters and 44 sounds,' said Leslie Zoroya, who leads an initiative at the Los Angeles County Office of Education that helps districts transition to a science-of-reading approach. 'Phonics isn't forever.' After a failed effort last year, the bill gained the support this year of the influential California teachers unions and at least one advocacy group for English-language learners. In a compromise, school districts would have more flexibility to select which instructional materials are best for their students and the option to decline teacher training paid for by the state. For decades, most school districts in California have been devoted to a different approach called 'whole language' or 'balanced literacy,' built on the belief that children naturally learn to read without being taught how to sound out words. Teachers focus on surrounding children with books intended to foster a love of reading and encourage them to look for clues that help them guess unknown words — such as predicting the next word based on the context of the story, or looking at the pictures — rather than sounding them out. 'The majority of students require a more intentional, explicit and systematic approach,' Zoroya said. 'Thousands of kids across California in 10th grade are struggling in content-area classes because they missed phonics.' California embraced the whole language approach to literacy, which took hold in the 1970s and 1980s, said Susan Neuman, a New York University professor who served as assistant secretary of elementary and secondary education under former President George W. Bush. The state became a national leader in what was considered a progressive and holistic approach to teaching literacy, with a focus on discovering the joy of reading, rather than learning specific skills, she said. Bush then incorporated a phonics-heavy approach in an initiative that was part of his 2002 launch of No Child Left Behind, which increased the federal role in holding schools accountable for academic progress and required standardized testing. States, including California, received grants to teach a science-of-reading approach in high-poverty schools. But many teachers in the state disliked the more regimented approach, and when the funding ended, districts largely transitioned back to the whole language approach. In the years since, science of reading continues to draw opposition from teachers unions and advocates for dual-language learners. Many California teachers are passionate about the methods they already use and have chafed at a state-mandated approach to literacy education. Some don't like what they describe as 'drill and kill' phonics lessons that teach letter sounds and decoding. Advocates for multiple-language learners, meanwhile, vociferously opposed adopting the most structured approach, worried that children who were still learning to speak English would not receive adequate support in language development and comprehension. A 2022 study of 300 school districts in California found that less than 2% of districts were using curricula viewed as following the science of reading. But the research has become clear: Looking at the pictures or context of a story to guess a word — as is encouraged in whole language or balanced literacy instruction, leads to struggles with reading. Children best learn to read by starting with foundational skills such as sounding out and decoding words. 'Anything that takes your eyes off the text when a kid is trying to figure out a word activates the wrong side of the brain,' Zoroya said. In the last few years, several larger districts in California have started to embrace more structured phonics learning, including Los Angeles Unified, Long Beach Unified and Oakland Unified. Recently, these districts have started to see improvement in their reading test scores. At Long Beach Unified, for example, the district's in-house assessment shows significant gains among kindergarten students. In 2023-24, 78% of them met reading standards, up 13 percentage points from the previous school year. Proficiency rates across first and second grade were above 70%, and transitional kindergarten was at 48%. The district's goal is to hit 85% proficiency across grades by the end of each school year. In 2019, LAUSD introduced a pilot science-of-reading based curriculum, and adopted it across all schools for the 2023-24 academic year. After the first year, LAUSD reading scores improved in every grade level and across every demographic, chief academic officer Frances Baez said. From the 2022-23 to the 2023-24 school years, LAUSD's English Language Arts scores improved by 1.9 percentage points — five times more than the state as a whole, which improved by 0.3, she said. Teresa Cole, a kindergarten instructor in the Lancaster School District, has been teaching for 25 years. So when Lancaster asked her to try out a new way of teaching her students to read three years ago, she wasn't thrilled. 'I was hesitant and apprehensive to try it,' she said, but decided to throw herself into a new method that promised results. Teaching kindergarten is a challenge, she said, because children come in at vastly different stages. Many are just learning to hold a pencil; others can already read. She was seeing many children under 'balanced literacy' lessons slip through the cracks — especially those with limited vocabularies. When she asked them to read words they didn't know, 'it almost felt like they were guessing.' But as she began to teach a phonics lesson each morning and have them read decodable books — which have children practice the new sound they've learned — she noticed that her students were putting together the information much faster and starting to sound out words. 'The results were immediate,' she said. 'We were blown away.' She was so impressed with the new curriculum that she started training other teachers in the district to use it as well. Looking back at her old method of teaching reading, 'I feel bad. I feel like maybe I wasn't the best teacher back then,' Cole said. Part of the change, she said, was learning about the science behind how children learn to read. 'I would never say to guess [a word] anymore,' she said. This kind of buy-in and enthusiasm from teachers has been key to making the new curriculum work, said Krista Thomsen, Lancaster's director of Curriculum, Instruction and Assessment Department. In schools where the teachers are implementing the program well, scores have started to rise. 'But it's a steep learning curve,' she said, especially for teachers who have long taught a balanced literacy approach. 'We are stumbling through this process trying to get it right and making sure that every one of our kids has equitable access to learning how to read,'Thomsen said. 'But we have every faith and every intention, and the plan is in place to get it where it should be going.' A bill introduced by Assemblymember Blanca E. Rubio (D-Baldwin Park) last year requiring a science-of-reading approach in California public schools did not even get a first hearing. This year, Rubio introduced another version — Assembly Bill 1121 — that would have required teachers to be trained in a science-of-reading approach. Opponents included the California Teachers Assn. and English-language learner advocates, who said in a joint letter that the bill would put a 'disproportionate emphasis on phonics,' and would not focus on the skills needed by students learning English as a second language. The groups also voiced concern that the bill would cut teachers out of the curriculum-selection process and that mandated training 'undermines educators' professional expertise and autonomy to respond to the specific learning needs of their students.' Martha Hernandez, executive director of Californians Together, said the group opposed both bills because they were too narrow in their focus on skills such as phonics. 'They're essential. But English learners need more, right?' she said. 'They don't understand the language that they're learning to read.' Rubio said she was shocked by the pushback. 'I was thinking it was a no-brainer. It's about kids. This is evidence-based.' Rubio, a longtime teacher, was born in Mexico, and was herself an English-language learner in California public schools. In 2024, just 19% of Latino students and 7% of Black students scored at or above 'proficient' on the fourth-grade NAEP reading test. But with the support of Democratic Assembly Speaker Robert Rivas (D-Hollister), the groups reached a compromise that not all teachers would be required to participate in the teacher training. Hernandez said she was pleased that the compromise included more of an emphasis on oral language development and comprehension, which is vital for multi-language learners to succeed. AB1454 requires the State Board of Education to come up with a new list of recommended materials that all follow science of reading principles. If a district chooses materials not on the list, they have to vouch that it also complies. The state will provide funds for professional development, though districts can choose whether to accept it.
