4 Chinese, 9 Filipinos nabbed for alleged illegal mining

Four Chinese nationals and nine Filipinos were arrested on Thursday, July 10, 2025 for alleged anti-illegal mining operations in Bunawan, Agusan del Sur.
According to the Criminal Investigation and Detection Group-Caraga (CIDG-13), the suspects were arrested for allegedly extracting gold and other minerals without permit from the Mines and Geosciences Bureau (MGB), which violated the Philippine Mining Act (Republic Act 7942).
CIDG said the four foreigners were arrested in site 1 and site 3 while the nine Filipinos were arrested in site 2.
Seized from sites 1 and 3 were 44 sacks of fine sand with gold traces; five sluice boxes, six generators, 6 excavators, sluice matting, hoses, and pumps; a pickup truck; and fuel containers, fabricated metal basins, among others.
Confiscated from site 2 were eight sacks of fine sand with gold; sluice machines, matting, electric and hydraulic pumps, solar lights, and excavators; and gallons of fuel and related tools used for gold processing.
All the items seized have an estimated value of nearly P8 million.
'This accomplishment affirms CIDG's unwavering commitment under OPLAN KALIKASAN to protect our environment, uphold the law, and put an end to illegal mining operations in the Caraga Region,' CIDG-13 said.

In a press conference right after the filing, Dondon accused Macapaz of urging individuals to implicate him in the missing sabungeros case as the mastermind. The complaints filed against Macapaz and others are misconduct, dishonesty, conduct unbecoming of a police officer, and oppression, according to Dondon. GMA News Online is seeking the contact information of Macapaz from the CIDG and the Philippine National Police (PNP) to get his statement but the police organization has yet to respond as of posting time. Macapaz in July said that they are still verifying information that there were cops who were trying to make Patidongan appear as the mastermind in the case. 'Bine-verify pa po namin 'yan Ma'am kasi may order nga po ang DOJ na sila lang ang pwede magsalita for the moment. Linawin muna namin Ma'am kung ano ang issue…' Macapaz earlier said. (We're still verifying that because the DOJ has issued an order that only they can speak for the moment. We need to clarify the issue first.) Dondon and the families of missing sabungeros on July 14 also filed a complaint-affidavit implicating 18 cops in the disappearances. NAPOLCOM announced August 4 that it has imposed a 90-day preventive suspension on 12 involved active police officers. Six other police officers have already been dismissed. A total of 34 cockfighting enthusiasts have been reported missing from 2021 to 2022. According to the police, the missing personalities were kidnapped allegedly due to match fixing or cheating in the cockfighting games. Patidongan claimed that the victims were already buried in Taal Lake. He named businessman Atong Ang as a mastermind in the case and also linked actress Gretchen Barretto to the disappearances. Both have denied the allegations. On August 1, multiple murder, serious illegal detention, enforced disappearance, direct bribery, and obstruction of justice were filed against Ang, Barretto, and others. — BM, GMA Integrated News

The National Bureau of Investigation (NBI) on Thursday announced the arrest of three Chinese for kidnapping and serious illegal detention in Parañaque City. According to the NBI, a complainant filed a complaint that his friend was being unlawfully detained and coerced into working by the three foreigners. The victim was also being threatened with death if he tried to escape. Following this, agents conducted a rescue operation on August 8, leading to the arrest of the three subjects. They also recovered the handcuff used on the victim. Aside from this, authorities discovered live computers. However, initial inspection showed that there was no indication of crypto currency-related or investment scam activities. The NBI said it will apply for a warrant to search and examine computer data in order to subject the computers to digital forensics. Group says mobile wallets 'allies' in curbing illegal online gambling

A group of online gaming companies said Thursday that regulated non-bank electronic money issuers should be "retained" as key enforcement tools rather than be disconnected from gambling-related transactions. In a press release, PlaySafe Alliance PH spokesman Mike Defensor pointed out that mobile wallets are strategic allies of the government and licensed e-gaming operators in curbing the operations of illegal internet gambling. Defensor said mobile wallets provide ''Know Your Client (KYC)'' data and transaction trails, which will enable authorities to trace flows, link accounts to suspected operator networks, and build cases. He also said that the Bangko Sentral ng Pilipinas draft measures - including stronger identity verification, daily limits and mandatory monitoring for gambling?related activity - create the legal and technical scaffolding needed for wallets to flag and block illicit transfers promptly. Defensor warned that a total ban or unilateral disconnection of mobile wallets could produce perverse effects, driving bettors and operators toward cash couriers or emerging digital payment channels that are harder for domestic regulators to monitor. Meanwhile, he also called on regulators to publish clear protocols for when and how freezes are applied, including oversight, appeal mechanisms, and data?privacy safeguards, to maintain public trust while enabling rapid enforcement of the regulations. The PlaySafe Alliance, composed of 20 founding members, has expressed its full support to the BSP's proposed Circular seeking to regulate online gambling payment services. Defensor's group of government-licensed operators is also pushing for the strictest regulations on online gambling as part of their commitment to responsible gaming. The launch of the industry association came as the local online gambling sector faces scrutiny from lawmakers, regulators, and industry leaders. Several other lawmakers have also called for either the total ban or strict regulation of online gambling, citing its negative impact on Filipinos who have become addicted to it. PAGCOR Chairman Alejandro Tengco earlier noted that the gaming industry regulator recently signed a memorandum of understanding with the Ad Standards Council (ASC) to strengthen the monitoring of gambling-related advertisements across all platforms. —VAL, GMA Integrated News
