UAE among elite global economies with strong & stable sovereign ratings

ABU DHABI: The United Arab Emirates (UAE) Ministry of Finance announced that the world's top three credit rating agencies – Fitch Ratings (Fitch), S&P Global (S&P), and Moody's Investors Service (Moody's) – have assigned sovereign credit rating for the United Arab Emirates.
This step reflects the continued international confidence in the strength of the UAE economy and the sustainability of its fiscal policies.
S&P announced, on 17 June 2025, that it assigned the UAE's sovereign rating at 'AA' with a stable outlook. Moody's, in its annual review for 2025, affirmed the rating at 'Aa2' with a stable outlook. Fitch also affirmed the UAE's rating at 'AA-' with a stable outlook on 24 June 2025.
This consensus by all three major global credit rating agencies highlights the UAE's advanced fiscal standing and strengthens its position among the few countries globally with strong sovereign credit ratings from all three top agencies.
On this occasion, H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, said: 'The affirmation of the UAE's strong sovereign rating by the world's top three international credit rating agencies, and their consensus on a stable outlook, reflects the deep-rooted international confidence in the resilience of our national economy and the efficiency of our fiscal policies. This is the result of a comprehensive economic vision led by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, and closely followed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai.'
H.H. affirmed that the UAE continues to implement economic policies grounded in diversification, transparency, and fiscal discipline, with a strong focus on increasing non-oil revenues and achieving financial sustainability. This reflects the integrated performance of government entities and long-term strategic planning, which continue to reinforce the UAE's position as a flexible and credible global economic hub.
He added: 'At the Ministry of Finance, we remain committed to working closely with all government entities to enhance the efficiency of resource management, develop productive sectors, and improve the country's investment appeal. The development of the sovereign yield curve for the dirham was a major milestone in enhancing market transparency, providing investors with a reliable benchmark for pricing dirham-denominated debt instruments. This strengthens the UAE's presence on the global economic map and reinforces its ability to confidently navigate regional and international changes and challenges — by expanding the investor base and enhancing the country's reputation as a reliable and attractive destination in global capital markets.'
The ratings confirm the UAE's ability to diversify and boost non-oil revenues, maintain sound fiscal discipline, manage risks effectively, and uphold prudent fiscal policies. All of these factors have contributed positively to economic stability and sustained growth across various sectors.
S&P's report reflects the agency's assessment of the UAE's strong financial position, in addition to the strength of the government's consolidated sovereign assets. The agency expects that regional geopolitical tensions will, overall, have a limited impact on the UAE, given the country's large sovereign wealth and track record of internal stability.
Moody's report highlights the UAE government's continued efforts to expand and diversify non-oil revenue sources, support the development of non-oil sectors, and enhance the country's appeal to foreign investors and skilled talent. Despite persistent geopolitical tensions in the region, the UAE's effective policy frameworks help mitigate these challenges through advancing economic diversification.
Fitch's report noted the elevated geopolitical risks in the region, while affirming the UAE's strong ability to withstand short-term disruptions, supported by its substantial fiscal and external buffers.
This achievement is yet another testament to the UAE's continued success in striking a balance between fiscal stability and economic growth. It further reinforces international investor confidence and affirms the UAE's status as a secure and stable destination for business and investment.

GCC telecom operators can achieve significant growth in the business-to-business market. That business-to-business opportunity is appealing given the broader challenges facing telecom operators, such as the ongoing commoditization of their core services, intense competition, and rigid business models. To achieve this growth, telecom operators should collaborate with their business customers to deploy advanced digital solutions tailored to their industries and sectors. That means becoming trusted advisors, problem-solvers, and essential partners in their business customers' digital journeys. Telecom operators thereby can diversify revenues, protect earnings from connectivity, and become leaders in the region's information and communication technology industry. The market for advanced digital solutions, which combine technologies to transform businesses and deliver exceptional value, is substantial and growing fast. Mordor Intelligence estimates that this market will rise by 24.3% CAGR in the Middle East from 2025 to 2030, reaching $149 billion.[i] Combined with the demand created by artificial intelligence (AI) and the GCC governments' ambitious digital agendas, that presents an inviting opportunity for regional telecom operators. Better yet, GCC telecom operators are uniquely positioned to succeed. They have nationwide infrastructures, serve a broad base of mobile and fixed subscribers, possess unrivalled market knowledge, and have demonstrated a long-term commitment to localization and GCC countries' sovereignty priorities. To put these advantages to work, telecom operators should become solution visionaries. That means going beyond selling connectivity along with other discrete products and services. Instead, telecom operators should act as consultants, developing a deep understanding of their clients' aspirations, strategic goals, and pain points; and collaborating with them to formulate digital strategies. Telecom operators can assist their business clients to transform and modernize how they operate. A telecom operator could assist a port management company to devise a strategy that defines the purpose of port digitization, sets short- and long-term goals, and provides a comprehensive implementation plan. Part of being a solution visionary is creating comprehensive solutions that integrate multiple products and services. Telecom operators can play a vital role in the region's plans for advanced industrial projects. A telecom operator working with a manufacturer could enable the design of a smart factory. This concept would integrate connectivity, cloud computing, data centers, cybersecurity, internet of things (network of connected devices) sensors, industrial platforms, robotic process automation tools, business process automation tools, and system integration. Solution visionaries illustrate and visualize solutions, enabling clients to experience the outcomes, understand value created, and fine tune design. For instance, a telecom operator might simulate an AI-enabled healthcare system to help a government health provider or authority visualize experiences and outcomes for patients, providers and the community. Being a solution visionary means cultivating long-term relationships with clients. Telecom operators could thereby identify strategic opportunities and find ways to unlock value creation, such as through public-private partnerships. A telecom operator might envision, and propose, an overarching digital value proposition for a major exposition. That could include digital twins (such as virtual representations of the exhibitions), connectivity, ticketing systems, and the other elements needed to stage a successful event. Such relationships are about building innovative business models. Telecom operators could offer clients such options as joint ventures and build-operate-transfer agreements, thereby participating in clients' ventures and lowering clients' capital investment costs. A telecom operator might, for example, provide smart signage and parking solutions to a stadium operator in return for a share of the resulting revenues. While telecom operators already possess some necessary advantages for success in advanced digital solutions, they may need to develop the capabilities of solution visionaries, and the internal structure to support them. First, telecom operators should build their product and service portfolios to offer comprehensive digital solutions. For instance, a solution visionary to the logistics industry may require partnering with, or acquiring, other companies so the telecom operator has more offerings in tracking and monitoring, warehouse automation, and smart logistics. Second, telecom operators should create a dedicated, highly entrepreneurial unit. There should be incentive and performance management systems for the staff to be solution visionaries. The telecom operator should empower the unit's leaders to make fast decisions. The unit's structure should support a multi-sector focus emphasizing emerging technologies and a team-based format for selling. As its capabilities mature, all sales teams can adopt a solution visionaries approach, while the unit remains a center of excellence. Third, telecom operators need a talent strategy to develop solution visionaries. That means hiring, developing, and retaining people possessing a strong understanding of technology and business. These people should be capable of a consultative approach to identify opportunities, conceptualize complex solutions, and drive them to the proposal stage. Handling such opportunities typically requires combined expertise of sector and technology experts, business analysts, solution architects, and deal structuring experts. Advanced digital solutions are the next frontier for GCC telecom operators, an opportunity to create uniquely valuable partnerships with their business customers.

The US State Department on Thursday confirmed that it is providing $30 million in direct funding to the Gaza Humanitarian Foundation, the private aid group that has drawn criticism over its distribution methods. The GHF began distributing food nearly a month ago and says it has now given out more than 46 million meals in the Gaza Strip, where more than two million Palestinians are facing dire food shortages after an Israeli blockade. 'We call on other countries to also support the GHF … and its critical work,' State Department spokesman Tommy Pigott told reporters. The group's record 'should be commended and supported', he added. But the Israeli- and US-backed GHF has come under intense scrutiny after scenes of chaos and bloodshed unfolded at aid distribution sites. The Gaza Health Ministry says that since late May, nearly 550 people have been killed near GHF aid centres while seeking food. The GHF has denied that deadly incidents have occurred in the immediate vicinity of its aid points. The US and Israel have long accused Hamas of looting food and supplies meant for hungry Gazans. The GHF has founded sites around the enclave that are secured by a private security force meant to prevent looting. 'The Gaza Humanitarian Foundation has built and demonstrated an alternative model that is highly effective,' Johnnie Moore, director of the GHF, wrote in a letter to UN Secretary General Antonio Guterres this week. The UN and major aid groups have refused to work with the GHF, saying it is only providing food to places that have been approved by Israeli troops, instead of across the entire Gaza Strip. Israel blocked food and aid deliveries to Gaza for more than two months this year, leading to famine warnings around Gaza, which has been mainly destroyed since the Hamas-led attack against Israel on October 7, 2023. Asked about criticism of the operation, Mr Pigott said the GHF's distribution efforts are 'absolutely incredible' and 'should be applauded". 'This support is simply the latest iteration of President [Donald] Trump's and Secretary [of State Marco] Rubio's pursuit of peace in the region,' he said.
