Are home sales entering a buyers market? What these real estate changes show in Tennessee
Ever since the COVID-19 pandemic, the housing market has had its ups and downs, but it seems to be changing again.
Ahead of the 2025 summer selling season, home prices are expected to slow, low mortgage lock-ins will ease and the power may transition from the sellers to the buyers. It's still early in the season to say precisely what will happen, but this is what the experts predict to see in the coming months.
Here is what the experts say about the summer real estate market.
In general, homes are more expensive than in the past decade or so. Homeowners had record levels of home equity in 2024, but it's increasingly challenging for buyers, especially first-timers, to break into the market.
But prices are falling back to earth now, and this may continue. The Mortgage Bankers Association expects prices to rise only 1.3% in 2025, while Fannie Mae economists forecast a 4.1% price gain.
It is also expected that previous buyers who avoided purchasing new homes due to high mortgage rates will be less reluctant to take on a new mortgage.
As of the fourth quarter of 2024, the most recent national data available, 72% of all outstanding mortgages had a rate below 6%, and more than half had a rate below 4%. For many people, moving and taking on a new mortgage at the prevailing rates of 6%-7% was hard to contemplate unless necessary.
Whatever the reason, buyers have a lot more options now. Realtor.com data shows that there were 28,370 Tennessee active listings in April, almost 40% higher than April last year. The median home price had also dropped 1.9% from April last year.
Data from Realtor.com and Redfin show that sellers are making more price cuts due to homes staying on the market longer. In April, 18% of home listings had price reductions, the highest April share in Realtor.com data going back to at least 2016.
According to Redfin, the market in Tennessee is changing much like the analysis expects. Median house sales prices are up 3.2% compared to last year, but sales are down 4%.
In February last year, houses sold for a median price of $368,500, and now they are selling for a median price of $380,200. Last February, 5,911 homes were sold in Tennessee, and 5,675 homes were sold in 2025.
Realtor.com showed the median home price dropping 1.9% year over year in April to $434,950. This same price is up 1.7% from March.
Redfin found another increase for homes in Tennessee was the amount of time spent on the market, which just hit a five-year high. In February, homes sold spent a median of 78 days on the market. The most recent peak for time spent on the market was in February 2024, when homes spent a median of 73 days.
Reatlor.com found that homes spent a median of 52 days on the market in April, which was down 7% from March and up 22% from April 2024.
In Tennessee, Redfin found the number of homes for sale is up 13.2% year over year, with a total of 35,657 homes for sale in February. Realtor.com showed a 38% increase in the year over year active listings at 28,370.

NYC promises to hold school budgets steady despite enrollment declines
All New York City public schools will receive at least as much funding for the upcoming school year as their initial budgets last fall, Mayor Adams announced Wednesday evening as his Democratic challengers took the stage for the first mayoral debate. The funding is guaranteed to all principals, even those who are projected to lose enrollment. City Hall estimated the total cost of stabilizing school budgets would come to $128 million. The local Education Department may still claw back funding in the middle of next school year, depending on how many students ultimately enroll — a problem that may be Adams' successor's as the mayor faces an uphill battle to re-election as an independent. 'A strong city starts with strong schools, and that's why we're committing $128 million to stabilize schools budgets despite enrollment changes — so principals can plan with certainty, and our students can continue to learn, grow, and thrive,' Adams said in a statement. The school budget policy, known as 'hold harmless,' started during the COVID-19 pandemic with federal stimulus dollars. But as principals introduced new programs and hired additional staff, Adams has been under pressure to continue funding schools at the same levels. While schools logged steep enrollment declines during the pandemic era, those trends have mostly leveled, thanks in part to an influx of migrant students who face an uncertain future in the United States under President Trump. The promise of additional funding comes as the school system faces economic headwinds. This spring, Gov. Hochul and the state Legislature made tweaks to New York's primary education formula, resulting in New York City receiving $314 million less than if no changes had been introduced. And amid threats of federal funding cuts and moves to dismantle the U.S. Education Department, the leaders of the city's school system have remained tight-lipped on contingency plans. They have not announced any major cuts so far to the nation's largest school district.

Brazil residents can soon expect a nearly 50% water rate increase
BRAZIL, Ind. (WTWO/WAWV) — Brazil residents can soon expect an increase in their water bill as City Council recently approved a 48% water rate increase at the last public hearing at Brazil City Hall. Mayor Brian Wyndham says this has been a conversation even before the COVID-19 pandemic. In recent months, the imposed water rate increase had a main topic at multiple public hearings. This decision was not taken lightly and wasn't made overnight. An increase hasn't happened in the City of Brazil since 2016. 'With progress comes costs,' said Brazil Mayor Brian Wyndham. 'The one thing about this that is different from a lot of things, the increase cost of your water bill, that money is going right back here in this community.' The city has done multiple area studies to come up with a percent that is the most reasonable, and what will ultimately help fund the community. The most recent area study being done by Baker Tilly, an outside company study. 'When you're looking at your water bill, you obviously see a total. And with that includes your water, wastewater, the trash service, storm water utility, all of those other entities. I mean they're listed separately but then there's a total,' said Wyndham. 'So, bear in mind, this just effects your water. The study was done on it based on 4,000-gallon usage per month, which seem to be kind of the median where we're at. It's going to increase your bill about $15 to $16 if you fall in that four-thousand-gallon usage.' The water rate increase will not only affect Brazil residents, but more than 1,000Clay County residents that use the city water. The mayor stated out-of-city limit residents were notified by a letter about the water rate increase. Looking ahead, the money from the increase will help fund a $13 million dollar project that will replace a raw water line that runs Reelsville into the Brazil Treatment Plant. The Mayor of Brazil also emphasized the rate increase is based on water usage only and will not impact other utilities. The newest water rate increase will go into effect in July 2025. Cuomo rips Hochul for prioritizing tax rebates over NYC child care vouchers
NEW YORK — In a rare direct rebuke of his successor last week, Andrew Cuomo questioned why Gov. Kathy Hochul earmarked $2 billion for inflation refund checks in this year's state budget, but rejected a request for more state funding for a popular child care voucher program benefiting low-income New York City families. 'They shorted the city on voucher funds this year … but they had the money to give back $2 billion in tax rebate checks?' Cuomo, the front-runner in this month's Democratic primary for New York City mayor, said in an interview with the Daily News Editorial Board last Friday. 'How can you give away $2 billion in tax rebate checks, which means you just had money to throw away, but you didn't fund basic services in New York City?' Cuomo's broadside — which offers an early peek into what his relationship with the governor could look like should he be elected mayor — came after The News asked if he has been rubbed the wrong way by any of Hochul's recent city-related policy decisions. The inflation refund checks, which Hochul proposed as part of her executive budget this spring, will start going out to hundreds of thousands of New Yorkers this fall, with joint filers who make $150,000 or less getting $400 and single filers making $75,000 or less getting $200. The voucher program Cuomo referenced provides direct subsidies to low-income city families that they can use to cover the cost of child care for their kids, many under age 5. The program has become vastly popular, but Hochul this spring rebuffed a request from Mayor Eric Adams to pony up more state funding for it, leading the city to shutter new enrollment due to cost concerns. To cover the fiscal shortfall, Hochul and the state Legislature ultimately came to a deal whereby the city must contribute $328 million in annual voucher payments, and then the state kicks in funds for expenditures above that. In response to Cuomo's comments, Hochul spokesman Avi Small said Wednesday that the governor has expanded child care voucher programs 'after a decade of state neglect,' an apparent jab at Cuomo's gubernatorial tenure. 'On the subways or in the grocery store, New Yorkers ask when their inflation relief checks are coming and thank Gov. Hochul for putting money back in their pockets,' Small added. 'New Yorkers win when the mayor and governor work together: Gov. Hochul is ready to get things done, and she hopes whoever wins in November is, too.' Cuomo's swipe at Hochul over the child care issue is notable as he has largely refrained from criticizing her since he resigned as governor in 2021 while facing all but certain impeachment over accusations that he sexually harassed subordinates and mismanaged nursing home policies during the COVID-19 pandemic. The Hochul critique from Cuomo, who has denied any wrongdoing, also comes after he took a thinly veiled shot at her during an interview with The New York Times this week. In that interview, Cuomo said he regretted resigning and argued he could have accomplished so much more as governor, before musing in apparent reference to Hochul's first elected gubernatorial term: 'Looking back, what has really been done in the last four years, anyway, right?' His shot at Hochul could portend he would, as mayor, be more than willing to use the City Hall bully pulpit to go after her, even though they go way back and have largely enjoyed a cordial professional relationship. That dynamic would mark a total 180 degree change on how former Mayor Bill de Blasio often knocked Cuomo for using his gubernatorial levers to withhold funding from New York City, including for child care programs. While blasting her over the child care issue, Cuomo also said in his sitdown with The News that he and Hochul share similar political sensibilities as moderate Democrats. 'I have a fine relationship with Hochul, I hired her,' he said. 'I worked with her for years, and we have the same agenda.' Cuomo and Hochul go way back. In 2014, as he was seeking a second gubernatorial term, Cuomo tapped Hochul as his running mate to become lieutenant governor.
