Gardaí have launched review into new 999 call-taking system just a year after its launch

GARDAÍ HAVE CONFIRMED that a new 999 call taking system is being reviewed to find where it is going wrong.
Deputy Commissioner Shawna Coxon told a Dáil committee this week that a formal process to examine why 999 calls are going unanswered is underway.
It comes after the Dr Elaine Byrne chair of the
Policing and Community Safety Authority
said that gardaí wasting time on frivolous call outs was because of an 'over-correction' in the wake of the cancelled 999 calls scandal.

on a daily basis across the country because there is now no triaging of calls. First reported in 2023, multiple sources said this week that the situation is unchanged.
The Policing Authority carried out a major enquiry into the
999 call cancelling scandal
. This identified failings in how domestic violence calls were responded.
An Garda Síochána introduced a new Computer Aided Dispatch system known as 'GardaSAFE'.
Along with that, members of the public calling the gardaí are directed through to 999 call lines – which means that all calls, no matter how minor, go through the emergency system. The practice came in for strong criticism from Dublin TD Tom Brabazon at a hearing of the Justice Committee.
The reality of the overcorrection was laid bare in the hearing this week.
Speaking at a meeting with Commissioner Drew Harris and other senior gardaí Brabazon said that the public's experience of the system 'was not a positive one'.
'People are very reluctant to ring 999, they feel that this is counter-intuitive. 999 has always been an emergency number, not necessarily for something that's potentially a quality of life issue like anti-social behavior, etc.

'So the experience has been that people using 999 are not getting the responses that they require,' he said.
Brabazon said he had a constituent who contacted him because she received no garda contact about a missing child call she made. Another constituent complained that there was no response to a criminal damage incident.
'The person rang 999 because they previously were advised by myself that was the course of action that they should take. There was no response. No gardaí showed up.
'He subsequently followed up with the local Garda station [but] the garda station had got no information on that particular incident. There was a complete gap, a complete breakdown.'
In another incident Brabazon himself called gardaí last week when he witnessed an incident with a person wielding a knife which had caused significant distress to an elderly man.
Brabazon said that no gardaí responded to the call after he gave the details on the 999 call line.
Commissioner Harris said that the gardaí had received 'a lot of feedback not dissimilar' to what the TD had outlined following the rollout of the Gardasafe system and centralised control rooms.
He confirmed there was a review underway 'to reassess this connection with the community'.
'Can I say it was done with the best of intentions in terms of having, in effect, a record, a recording of any exchanges with the public over the phone,' he said.
Deputy Garda Commissioner Shauna Coxon that the review was underway to deal with incidents similar to the experience as Brabazon had described.
Coxon said that the system was introduced because garda managers were having difficulties tracking responses to calls.

A DONEGAL MAN who had lived in Boston for more than 15 years was deported to Ireland over the weekend, less than a month after he was detained by US immigration officials for violating his visa waiver. The 40-year-old man was deported from Logan International Airport in Boston, Massachusetts to Dublin on Friday evening. He is the father of two American-born children, aged nine and ten, and the former owner of a small construction company near Boston. As previously covered by The Journal , the man, who does not wish to be identified, had overstayed his travel visa, but had joined the waiting list for green card applications three years ago . He was arrested last month, and had spent some time in a detention centre run by US Immigration and Customs Enforcement (ICE) following a driving-related conviction. The man is now attempting to find a way to 'continue to be a loving father' to his children in the US, according to Boston-based lawyer John Foley. 'His personal nightmare is over,' Foley said. He added that his client 'just wants to move on with his life'. He is gutted knowing the relationship with his children will not be what he wants it to be. Foley said he had pushed for his client's release in the US under 24/7 monitoring with an ankle bracelet. Foley previously told The Journal that there was 'no flexibility' from US officials in their decision to detain the man, noting that ICE officers had been more willing to compromise in previous years before the Trump administration. 'My biggest frustration is the inability to speak with anyone of substance inside ICE,' Foley said. 'You send emails that are ignored, leave voicemail messages that are never returned and repeatedly go to someone's office all to be ignored. 'This administration is different – this administration is dangerous,' Foley said. The lawyer added that there is a new mentality among law enforcement and immigration officers under 'Trump 2.0'. 'They're intent on instilling fear, and it's working – they're proud of it. I've never seen anything like this before; we're in a whole new era now,' Foley said. Deportation figures under the Trump administration have not yet been made public by ICE, but NBC News has reported that ICE deported 11,000 migrants in February , just over 12,300 in the first four weeks of March , and approximately 17,200 in April . 'It's not just the Irish, it's everybody – I'm getting calls from people I represented 20 years ago who really have nothing to worry about, but they have prior criminal convictions, so they're stressed,' Foley said. NEW LEGISLATION FROM the European Union will criminalise AI-generated child sexual abuse material and remove a statute of limitation on child abuse crimes across Europe, MEP Maria Walsh has said. Walsh is a member of the European Parliament's committee responsible for the revision of the Combating Child Sexual Abuse Directive. The revised directive is due to be voted on in the European Parliament on Tuesday. The proposed legislation will criminalise child sexual abuse material that has been generated by artificial intelligence – including the development, possession, and distribution of AI systems used to produce the content. The issue of AI being used for nefarious means has become increasingly prevalent as AI systems grow rapidly more sophisticated. Last month, The Journal reported that the Children's Ombudsman said he is 'hugely concerned' about the potential of AI apps that can be used by anyone to create sexually explicit images of children. Dr Niall Muldoon warned that stronger laws were needed to tackle the scourge of so-called 'nudification' apps, which allow real photos of women and girls to be edited by artificial intelligence to produce deepfake images that make them appear naked. Advertisement In February, The Guardian reported that the UK was to be the first country to introduce tough new laws to tackle the technology behind the creation of such material. Today, Walsh said that once the vote has passed the legislation, it will result in the criminalisation of AI child sexual abuse material 'for the first time'. She said that the use of AI to sexually abuse children results in the victimisation of real children, including survivors of previous sexual abuse. 'The new laws will also remove the statute of limitation on child sexual abuse crimes in all EU countries,' she said. 'Shockingly, the average age of disclosure of an experience of child sexual abuse is 52 years old. In other words, child sexual abuse is a life sentence. On top of this, a third of abused children never disclose their experience at all.' She said that Ireland has a 'long and shameful history' of 'mistreating' young people and vulnerable members of society, but that the problem of AI child sexual abuse material extends further and across the European Union. 'Child abusers should never be allowed to hide and escape from accountability for their actions. A life sentence for victims must mean a lifelong possibility of justice,' she said.
